How GST Changes Affect FMCG, Retail and Alcohol Companies Differently

India’s GST changes apply product by product, not company by company. Here’s how rate changes affect FMCG and retail operations, why alcohol follows a different central tax framework, and how to assess the impact.

India’s 2025 GST rate changes affect FMCG manufacturers and retailers product by product: the applicable rate depends on a good’s classification and the operative notification, while the date of supply affects which rate is charged. Alcoholic liquor for human consumption is different because the IGST Act excludes its supply from central IGST levy. A company’s actual impact therefore depends on its products, transactions, inventory and jurisdiction—not just its sector label.

The 57th GST Council meeting, held on 8 October 2026, recommended process reforms rather than a new sector-wide rate package. Those recommendations should not be treated as current legal obligations unless the relevant legal changes and effective dates have been confirmed.

What changed in GST, and when did the changes take effect?

The 56th GST Council announced rate-rationalisation recommendations on 3 September 2025. The Ministry of Finance said that changes for goods and services other than specified tobacco products took effect on 22 September 2025. The government stated that existing GST and compensation cess rates for cigarettes, chewing tobacco products such as zarda, unmanufactured tobacco and beedi would continue until a later date to be notified after compensation-cess loan and interest liabilities were discharged. The 22 September date should not be applied to those tobacco categories without checking the later notification.

For goods, the Ministry of Finance’s FAQ-3 identifies Notification No. 9/2025-Central Tax (Rate), dated 17 September 2025, as the notification for revised rates, Notification No. 10/2025 for exempt goods, and Notification No. 2/2025-Compensation Cess (Rate) for cess amendments. A Council announcement is not a substitute for checking the relevant HSN entry and subsequent amendments. A rate mentioned as an example for one good does not establish the rate for an entire product category or company.

The Council’s 57th meeting on 8 October 2026 focused on recommendations for registration, returns, refunds, input tax credit (ITC), adjudication, clarifications and trade facilitation. Its release described these as recommendations. Any proposed start date or eligibility rule should be distinguished from an enacted amendment, rule or notification.

Why the impact differs by sector

Area FMCG manufacturers and brand owners Retailers Alcohol companies
Tax trigger Notified rate and classification of each product Applicable rate for each item in the sales basket, along with supply date and invoice treatment Alcoholic liquor for human consumption is excluded from IGST levy; state taxes and rules require separate examination
Price transmission Brand pricing, pack sizes, trade terms and product mix Supplier costs, shelf and point-of-sale prices, assortment and consumer pass-through State-specific tax and pricing environment
Credit and working capital ITC eligibility and possible reversals where an output becomes exempt Purchase credits, outward supply treatment, reconciliation and refund processes Must be assessed for the particular supply under the applicable state and other relevant rules; ordinary GST assumptions may not apply
Key execution work HSN classification, rates, invoices, price declarations and product data Product and point-of-sale data, invoices, stock, e-way bills and supplier reconciliation State-by-state tax and licensing compliance; separate treatment for non-alcohol supplies

How FMCG manufacturers and brand owners are affected

Each product—not the company name—sets the starting point

An FMCG company can sell products whose notified rates fall, remain unchanged or become exempt. The 56th Council’s recommendations listed examples among household and food items, but they do not establish a uniform reduction for all FMCG goods. The relevant unit of analysis is the product’s classification and the applicable rate on the transaction date. A company with a broad portfolio may therefore have several different tax outcomes at once.

For a company-specific assessment, the product mix matters alongside input taxes, packaging, distribution arrangements and pricing decisions. A rate reduction can change the tax charged on an affected supply, but it does not by itself show how much a company’s margin, revenue or demand will change. Those outcomes also depend on commercial decisions and the way a tax change moves through the supply chain.

Use the effective date to manage supplies, invoices and stock

The Ministry of Finance FAQ explains that GST is levied on supply: goods supplied on or after the revised rate’s effective date use the revised rate. That makes transaction timing and accurate invoices central to implementation. A company needs product and tax data that reflect the applicable rate, and clear instructions for sales and distribution teams handling transactions around a changeover.

Pre-packaged goods also raise price-declaration questions. The Department of Consumer Affairs’ GST guidance index includes guidance on revised retail sale price declarations for unsold pre-packaged commodities and MRP labelling after rate reductions. A rate change should not be taken to mean that every existing pack must be recalled or relabelled. Businesses should check the applicable guidance and their compliance process for the particular product and stock situation.

Exempt outputs can change the ITC calculation

A product becoming exempt is not the same as a product simply receiving a lower taxable rate. The Ministry of Finance FAQ says duly availed credit may continue to be used under statutory rules for output tax liabilities, while credit associated with supplies that become exempt must be reversed for supplies on or after the effective date, as provided by the CGST Act.

For a business selling both taxable and exempt goods, this is a product- and transaction-level issue. The change does not establish that all previously availed credit is lost. The company must apply the statutory rules to the affected supplies and maintain the records needed to support its treatment.

What changes for retailers?

Mixed baskets require reliable item-level tax data

A retailer may sell products with reduced rates alongside goods whose rates did not change and goods that are exempt. The rate change therefore has to be reflected at item level in product masters, billing systems and invoices. Retailers also need supplier invoice reconciliation so the tax treatment recorded on purchases can be matched against the treatment of their own outward supplies.

The timing rule matters for retail transactions too: under the government FAQ, the revised rate applies to outward supplies from the effective date. Retailers should align point-of-sale settings and price displays with the rate applicable to each item and transaction rather than applying a blanket adjustment across a store or category.

Stock and logistics do not all require the same response

Unsold stock creates practical questions about shelf prices and packaged-goods declarations, but the answer depends on the applicable consumer-affairs guidance and the product’s circumstances. For goods already in transit, the Ministry of Finance FAQ says e-way bills do not have to be cancelled and freshly generated solely because GST rates change. That is a specific transition rule, not a general exemption from other documentation or compliance requirements.

Retailers should review supplier terms, purchase timing, inventory levels and the treatment of credits when assessing the financial effect of a rate change. Those are mechanisms that can influence a retailer’s costs and cash position; they are not, without company-level evidence, proof of a particular profit or margin outcome.

Price reductions do not guarantee higher retailer profits

A lower tax rate may be reflected in the consumer price, absorbed in part through a pricing decision, or interact with purchase costs, existing credits, inventory timing and contractual terms. Competitive conditions and product mix also matter. Consequently, a GST rate cut does not mechanically produce the same price reduction or profitability change for every retailer. A quantified claim about a particular company needs support from company disclosures or a traceable study; the Council’s rate announcements alone do not supply that evidence.

Why alcoholic liquor is treated differently

Section 5 of the Integrated Goods and Services Tax Act, 2017 excludes the supply of alcoholic liquor for human consumption from IGST levy. That statutory distinction means an ordinary GST rate-cut explanation for GST-covered consumer goods should not be applied to alcoholic liquor as if it were simply another item in the same tax basket.

The exclusion does not provide a single all-India state-tax rate or a complete account of a company’s tax position. State-level taxes and licensing rules are central to the analysis and differ by jurisdiction. To assess an alcohol company, identify the product and state exposure and check the rules that apply there; a company-wide impact cannot be inferred from the central IGST exclusion alone.

Companies with mixed portfolios should also separate alcoholic liquor from their other supplies. Selling alcohol does not, by itself, establish that every activity or product of the corporate group is outside GST. Each supply requires assessment under the law applicable to it, and any state-specific input-credit position needs separate verification.

What the October 2026 Council recommendations could mean

The 57th GST Council meeting on 8 October 2026 recommended a set of compliance and process changes. These are relevant operational developments for businesses, but the Council release records recommendations, not proof that every measure has already become an operative legal requirement.

  • Comfortable Non-Slip Grip:The ergonomic pen barrel has a soft rubberized coating for a comfortable, non-slip grip, so you won't get fatigued even after long hours of writing.
  • Small e-commerce sellers: The Council recommended a simplified registration mechanism for qualifying small suppliers of goods selling through electronic commerce operators in states where they have no physical presence, subject to conditions that include a monthly ITC threshold of ₹2.5 lakh. The threshold and conditions belong to the recommendation and should not be treated as a general registration rule without confirming implementation.
  • Refunds: The Council recommended provisional system-based sanction of 90% of certain zero-rated and inverted-duty-structure refund claims in phase one, subject to risk evaluation. This is a proposed process; it is not evidence that claimants actually receive refunds at a particular speed or that every refund qualifies.
  • Returns and ITC: The Council recommended bringing an alternate liability and ITC amendment mechanism into force from the April 2027 return period. That planned timing should be described as a recommendation unless subsequent legal implementation is confirmed.
  • Small-business proposals: The Council described an in-principle optional scheme for small consumer-facing businesses with a ₹5 crore turnover ceiling. It also cited ₹5 crore as a threshold in specified late-fee relief recommendations. These are distinct proposals, not one combined scheme, and their terms and legal status need to be checked separately.

These recommendations may affect registration or compliance processes for some retailers and online sellers, but they do not amount to a new across-the-board GST rate change for FMCG, retail or alcohol companies.

How to assess the impact on an individual company

  1. Map the supplies. List the relevant products and services, identify their classifications and jurisdictions, and separate alcoholic liquor for human consumption from other supplies.
  2. Confirm the legal rate and date. Check the applicable notification and HSN entry, including later amendments, then establish the effective date for the specific supply. Do not rely on a broad Council example where the product entry is decisive.
  3. Trace transactions and inventory. Review supply dates, invoices, goods in transit and unsold pre-packaged stock. Apply the transition guidance relevant to each situation rather than assuming that all stock or logistics need the same action.
  4. Reconcile credits and exemptions. Identify taxable and exempt outputs, credits already availed, and any reversal required under the statutory rules for supplies that become exempt.
  5. Separate tax mechanics from business outcomes. Assess pricing, trade terms, purchase costs, product or category mix and inventory timing before making claims about consumer prices, margins or earnings.
  6. For alcohol, identify the state framework. Check the applicable state tax and licensing rules for each jurisdiction and distinguish alcohol from other products or services sold by the same company.
  7. Check the legal status of Council recommendations. For measures announced in October 2026, confirm the relevant amendment, rule, notification and commencement date before treating a recommendation as an obligation.

What the available figures do—and do not—show

The official figures in the Council materials describe dates, thresholds and proposed administrative mechanisms. They are not estimates of sector earnings impact. In particular, the ₹2.5 lakh monthly ITC threshold and the 90% provisional-refund proposal relate to specific recommended processes, while the ₹5 crore figure appears in two separate proposals. None establishes the percentage change in a company’s revenue, margin, demand or market value.

The government’s FAQ and the Council releases do not provide a comparable, original statistic quantifying the effect of the rate changes on earnings across FMCG, retail and alcohol companies. Any such comparison needs company filings or a traceable study that identifies its companies, period and method. Without that evidence, the sound conclusion is about tax exposure and implementation—not an invented sector-wide financial result.
