If a U.S.-regulated exchange determines that crypto in its control is property that must be blocked under U.S. sanctions, it must deny access, keep the assets under controls, and report the blocked property to the Office of Foreign Assets Control (OFAC). The exchange may tell you about the block, but it cannot release the funds merely because you ask. You can apply to OFAC for authorization to unblock and release the digital currency.
A wallet-address alert is not, by itself, a final legal conclusion. The result depends on whose property or interest is involved, the sanctions program, the exchange’s jurisdiction, and the facts of the transfer.

What “sent to a sanctioned wallet” actually means
People commonly use “sanctioned wallet” as shorthand for a blockchain address associated with a blocked person. OFAC can publish digital-currency addresses as identifiers connected to blocked persons, but an address string and the legal status of property are not interchangeable. Sanctions generally prohibit dealing in property and interests in property of blocked persons, not merely dealing with a particular sequence of letters and numbers.

A hosted wallet, shared custody arrangement, exchange omnibus wallet, or intermediary can make ownership and control more complicated than a simple address lookup.

The ownership rule that can extend a block
OFAC’s “50 Percent Rule” treats an entity as blocked when one or more blocked persons own, directly or indirectly, at least 50 percent of it, individually or in aggregate. That rule concerns ownership interests, not a standalone address match. An exchange therefore has to assess the relevant parties and property under the applicable sanctions authority rather than rely only on a public label attached to an address.
When an exchange must restrict the crypto
OFAC’s virtual-currency guidance applies to U.S. persons wherever located and to people and entities within U.S. jurisdiction. U.S.-organized exchanges are generally within that scope. Other persons can be covered depending on the sanctions authority, and a non-U.S. exchange may also have duties under its home country’s law. A global platform can apply additional contractual or compliance restrictions even when a particular U.S. rule does not decide the case.
If an exchange subject to OFAC rules determines that it holds virtual currency that must be blocked, it cannot let a blocked party withdraw, trade, transfer, or otherwise access that property. The exchange must maintain controls that prevent unauthorized dealings while preserving the ability to return the funds if OFAC authorizes release or the prohibition no longer applies.

- Deposit restriction: An inbound transfer may be credited to a controlled balance rather than made available for trading or withdrawal.
- Account restriction: The platform may limit some or all account functions while it identifies the parties and property involved.
- Asset-level control: The exchange may restrict one token or network transaction while leaving unrelated assets or functions available, depending on its assessment.
- Custody arrangement: The exchange may move the crypto into a controlled wallet, including an omnibus wallet that holds blocked assets together, provided its records and controls preserve each customer’s interest.
OFAC does not require the institution to sell the crypto for fiat or place it in an interest-bearing account. The exchange can keep the digital currency in custody under appropriate controls. A restriction can therefore remain in place even if the asset’s market value changes substantially.

How the exchange reviews a flagged transfer
There is no single OFAC-mandated software product or universal screening workflow. OFAC encourages a risk-based compliance program tailored to the business. An exchange may examine the sender, recipient, beneficial owners, wallet addresses, transaction path, geography, sanctions program, and other indicators that fit its risk profile.
1. Screening and triage
The platform may compare names, entities, and addresses with sanctions lists and internal risk databases. It can also review blockchain exposure, timing, and links to hosted services. A preliminary alert may trigger a temporary hold while staff determine whether the transaction involves blocked property or merely resembles a higher-risk pattern.
2. Identity and source-of-funds review
Compliance staff may ask who controlled the sending wallet, why the transfer was made, and how the assets were acquired. They may request identity records, transaction hashes, invoices, or other evidence. These requests are part of the exchange’s review; OFAC guidance does not create one mandatory document list for every customer.
3. Decision on the legal status
The exchange must distinguish a confirmed blocking obligation from a screening alert, a sanctions-policy restriction, an anti-money-laundering review, or a technical investigation. The same user-facing message—such as “withdrawals disabled”—can arise from different case types. Ask the exchange which category applies rather than assuming that an alert proves a sanctions violation.

4. Blocking and reporting when required
When the exchange concludes that it is holding virtual currency that must be blocked, OFAC guidance says it should report the blocked property within 10 business days. It must file annual reports for as long as the property remains blocked. The reporting timetable is the institution’s obligation; it is not a promise that a customer’s case will be resolved within 10 business days.
Why a list search cannot settle your case
OFAC’s sanctions-list search can query a digital-currency address by exact identifier. The address field does not perform fuzzy matching, so a near match will not return the same result. OFAC also warns that its address listings may not be exhaustive and that sanctions programs and designations change.
A no-match result therefore is not a safe harbor. It does not establish that funds are unrestricted, that a counterparty is permissible, or that an exchange must release a deposit. Conversely, an analytics alert or a similar-looking address is not conclusive proof that OFAC requires blocking. The exchange’s jurisdiction, the applicable program, and the ownership or control interests in the property remain decisive.
What happens after a confirmed OFAC block
The exchange keeps the property under controls and may notify you that it blocked the digital currency. OFAC permits that notification, but the guidance does not require an exchange to disclose every screening detail, identify a confidential source, or provide a guaranteed explanation of its internal model.

FAQ 647 states: “The customer has the right to apply for the unblocking and release of the digital currency.” An application is a request for authorization, not an automatic entitlement to the funds. OFAC evaluates the facts, the sanctions program, the parties’ interests, and any applicable licensing or policy considerations. Until authorization is granted, the exchange may have to keep the assets restricted.
FAQ 646 also explains that owners of blocked virtual currency may contact OFAC about treatment of their digital currency under the guidance. That contact does not override the exchange’s controls or compel a particular result. If OFAC authorizes release, the exchange must still verify the authorization and follow its own security and compliance procedures before making the assets available.
How to respond if your deposit is frozen
Use the exchange’s official website or mobile app, not a contact supplied by an unknown person in a chat or social-media message. Keep your communication factual and ask the platform to identify the case type.
- Ask what restriction applies. Ask whether the action is a confirmed OFAC block, a preliminary sanctions review, another compliance hold, or a technical issue. Ask whether deposits, trading, withdrawals, one asset, or the entire account are affected.
- Request the case reference. Obtain the ticket or case number, the department handling it, and the official channel for submitting documents. Ask what information is needed and whether there is a stated review or appeal process.
- Preserve the transaction record. Save transaction hashes, timestamps, asset and network names, originating and destination addresses, exchange notices, and records showing the source and purpose of the transfer. Keep copies of everything you send.
- Submit information through the verified channel. Provide only the documents requested, redact unrelated sensitive data when appropriate, and confirm that you are responding to the correct official domain or in-app case.
- Ask whether the exchange will notify you if it filed a block report. The exchange may tell you that the digital currency was blocked, but it may not disclose every detail of its screening analysis.
- If the exchange confirms an OFAC block, review the OFAC release application route described in FAQ 647. Follow the current instructions on OFAC’s official site and explain the ownership, control, transaction history, and purpose of the property accurately.
- Get legal advice for a significant or disputed case. A sanctions attorney can assess jurisdiction, ownership, mistaken-identity issues, and the most appropriate submission. Legal advice is especially prudent when the amount is substantial or the exchange will not clarify whether the restriction is an OFAC block.
What not to do
- Do not route the crypto through another exchange, mixer, bridge, or fresh wallet to evade the hold. OFAC prohibits evasion and attempts to violate applicable sanctions prohibitions. Moving the assets can create additional compliance concerns and make the transaction history harder to explain.
- Do not assume a new address fixes the underlying issue. Changing addresses does not change ownership, control, or the provenance of the property.
- Do not pay an unsolicited “recovery agent.” A person promising guaranteed release in exchange for cryptocurrency or credentials is not an official OFAC channel.
- Do not destroy records. Deleting hashes, messages, or wallet history can undermine a legitimate explanation and may create separate legal problems.
How to tell a confirmed block from a preliminary review
| Question | Confirmed OFAC block | Preliminary review or other restriction |
|---|---|---|
| Exchange’s legal position | The institution says it holds property that must be blocked under an applicable sanctions rule. | The institution is investigating a risk alert, identity issue, anti-money-laundering concern, policy violation, or technical problem. |
| Access | Access to the blocked property must remain denied unless authorized or the prohibition ends. | Restrictions may change after the review, subject to the exchange’s terms and other legal duties. |
| OFAC reporting | Blocked virtual currency is reported within 10 business days, with annual reporting while blocked. | The available guidance does not establish that a report is required merely because an alert was generated. |
| Customer route | The customer can apply to OFAC for unblocking and release; approval is not automatic. | Follow the exchange’s case or appeal process and provide requested evidence. |
This distinction is practical, not a mandatory disclosure checklist. An exchange may use different terminology or decline to share confidential investigative details. The goal is to learn what process you are actually in before choosing a response.

Jurisdiction and changing rules
This is a U.S.-centered explanation of OFAC obligations, not a universal rule for every country. U.S. persons must comply wherever they are located, while other people and entities may be covered depending on the sanctions authority. A non-U.S. exchange can face its own country’s sanctions requirements, contractual duties, or licensing rules in addition to any U.S. exposure.
Sanctions lists, designations, general licenses, enforcement priorities, and exchange policies can change. OFAC’s virtual-currency guidance was issued in October 2021, and individual FAQs have their own release dates, including FAQ 560 from March 19, 2018, FAQ 647 from November 28, 2018, and FAQs 646 and related guidance from October 15, 2021. Check the current official list, the relevant sanctions program, and the exchange’s latest notice when handling a live case.
Questions the available evidence cannot answer
There is no current, representative industry statistic showing how often exchanges freeze inbound transfers associated with sanctioned addresses, how long such holds last, or what percentage of release applications succeed. Processing time depends on the facts, the exchange, the jurisdiction, and any OFAC review. Treat promises of a guaranteed timeline or guaranteed release with caution.
