GST treatment depends on what a bank supplied, to whom, for what consideration, and where the supply is treated as taking place. Some specifically listed banking items—such as qualifying interest on deposits, loans or advances—are exempt, but that does not make every bank fee exempt. Separately, services between a bank’s distinct GST registrations can count as supplies even when no branch is charged; their valuation and input tax credit treatment depend on the circumstances.
Is GST charged on bank charges?
It can be, but “bank charges” is not one GST category. A bank statement may show interest, a service fee, a card-related charge or another amount. Each item must be classified by the service or transaction it represents, then checked against the relevant exemption and rate entry. The CBIC rate and exemption listing contains specific banking-related entries; it does not establish a blanket exemption for all bank charges or one universal rate for them.

The distinction matters particularly for interest and charges associated with a loan. The listed nil-rate entry covers interest or discount on deposits, loans or advances, except interest involved in credit-card services. It does not establish that every separate processing, account, card, late-payment or other ancillary charge is interest, or that such a fee automatically receives the same treatment. A fee’s description on a statement is a clue, not a substitute for identifying the actual supply and checking the applicable entry and conditions.
Examples of limited banking-related exemptions
- Interest or discount: The specific entry covers interest or discount on deposits, loans or advances, with the stated exception for interest involved in credit-card services.
- Certain basic-account services: The listing includes specified services for Basic Saving Bank Deposit account holders under the Pradhan Mantri Jan-Dhan Yojana (PMJDY). The scope is defined; it does not make all services to every basic-account holder exempt.
- A defined settlement service: The listing also includes a specified acquiring-bank settlement service up to a stated transaction threshold. Its scope and threshold conditions must be checked rather than generalized to other payments or fees.
These examples are entry-specific. Confirm that the transaction actually meets the wording and conditions of the applicable exemption, including any relevant amendment, before treating a charge as exempt. If no specific exemption applies, the fact that the supplier is a bank does not, on its own, settle the GST result or rate.

How is a customer’s bank fee valued?
For a service supplied to a customer who is not a related person, CBIC’s banking-sector FAQ explains that the value is the transaction value charged or recovered under section 15 of the CGST Act. A bank may set different prices for the same service for commercial reasons, including a free or concessional price. In the situation described by CBIC, the bank does not have to increase the value merely because it charged less than another customer or offered a concession.
This is a valuation principle, not a declaration that the underlying service is taxable or exempt. First determine whether a supply exists and whether a specific exemption applies; then apply the relevant valuation rule. Nor should the customer-pricing answer be carried over automatically to a service between distinct registrations of the bank. Those are separate questions with separate valuation provisions.
Is GST applicable to inter-branch services?
It may be. Under section 7 read with Schedule I of the CGST Act, a supply between related persons or distinct persons in the course or furtherance of business can be treated as a supply even when no consideration is charged. Separate GST registrations of the same bank can be distinct persons for this purpose, notwithstanding that they belong to the same legal entity and share a PAN. The registration relationship and the activity matter more than whether the bank labels an entry “internal.”

CBIC’s banking-sector FAQ specifically addresses head-office management oversight or stewardship for an Indian branch. It says that this can be a supply between distinct entities even when the head office makes no charge and the branch records no corresponding expense. A lack of a debit note, cost allocation or payment therefore does not, by itself, answer whether GST applies.

The treatment is not that every internal interaction is automatically a taxable supply. Identify the supplier and recipient registrations, establish what service was actually provided, and determine whether the registrations are related or distinct persons. CBIC’s FAQ distinguishes these cases from a service supplied without consideration to an unrelated recipient, which generally does not amount to a supply under the guidance cited. It also treats imports of services by a bank from a related person or its overseas establishment in the course or furtherance of business separately.
Customer service versus a separate branch service
A customer transaction can involve more than one branch without turning every activity into the same supply. CBIC gives the example of an account in one State and a service facilitated by a branch in another. The customer-facing service is considered with reference to the customer or account location on the bank’s records for place-of-supply purposes. A separately charged facilitation service between the branches is a distinct supply to be considered separately. Do not assume that the customer fee and the branch-to-branch service share the same recipient, value or place of supply.
How are inter-branch services valued?
Valuation begins by identifying the applicable rule and the recipient branch’s input tax credit (ITC) position. CBIC’s FAQ discusses Rule 28 for supplies between distinct or related persons. Where the recipient is eligible for full ITC, the invoice value is deemed to be the open-market value under the rule described in the FAQ. That deeming provision can simplify valuation, but it depends on the recipient’s eligibility for full credit; it is not a universal valuation shortcut for every branch transaction.
The FAQ also discusses banks that use the section 17(4) option under which the specified 50% ITC treatment applies. Where no open-market value for services of like kind and quality is available in the branch-service situation addressed, CBIC says a reasonable basis consistent with Rules 30 and 31 may be used. This is a fact-specific answer, not permission to select any figure without support. The bank should be able to explain the chosen basis and how it relates to the service supplied.

Stewardship support and cost evidence
For specified stewardship situations, CBIC’s FAQ discusses estimating support costs through a certificate from the relevant branch or office. It also addresses when liability arises in that context: when the costs are determined or when the certificate is received. These are administrative answers for the scenario described, not a blanket rule that every head-office service must be valued through a certificate or that the same timing applies to every inter-branch transaction.
In practice, the records should connect the service to the registrations involved and substantiate the valuation method. Depending on the case, relevant records may include the service description, allocation workings, cost information, evidence of comparable open-market services, the recipient’s ITC position, and any certificate used in the manner contemplated by CBIC’s guidance.
What happens to ITC on inter-branch services?
Valuation and credit cannot be assessed in isolation. The recipient registration’s eligibility for full ITC affects the Rule 28 treatment described above. The bank’s use of the section 17(4) option also matters: it changes the credit analysis and is addressed specifically in CBIC’s bank FAQ. Before deciding how an inter-registration invoice should be valued or what credit can be claimed, establish which registration receives the service and what ITC treatment applies to it.

The FAQ separately discusses the restriction in relation to specified services supplied by an offshore related or distinct person. These statements should not be collapsed into a general claim that every credit on every bank branch transaction is fully available, or that every offshore service receives the same treatment. Apply the relevant statutory conditions and the bank’s election or option to the particular registrations and service.

Which State is the place of supply?
Place of supply helps determine whether a domestic supply is intra-State or inter-State and which State is relevant for GST. Under section 12(12) of the IGST Act, for banking and other financial services, including stock broking, the general rule is the location of the recipient in the supplier’s records. If the recipient’s location is not recorded, the supplier’s location is the fallback.
CBIC’s FAQ says the address ordinarily used by the bank for customer communication may be considered. For a registered customer, the bank may rely on the customer’s GSTIN. This makes the bank’s records and the identified recipient important; the physical branch where a customer happens to request help does not, by itself, replace the statutory rule.
Cross-border cases have separate rules
The domestic recipient-location rule should not be applied indiscriminately to cross-border services. The IGST Act has a separate place-of-supply rule for certain cross-border services supplied by a banking company to account holders: in those cases, the place of supply is the supplier’s location.

Where the service is neither an intermediary service nor a service to account holders, CBIC describes it as an inter-State supply between distinct establishments and says it is not treated as an export in the circumstances covered by the FAQ. Whether a particular service meets those conditions requires examining what was supplied, who received it and the establishments involved.

What should a business check on a bank document?
A bank document can help identify the charge and the GST treatment applied, but the invoice-format concessions do not determine whether the underlying supply is taxable. For a business reviewing a fee or an inter-branch transaction, check the substance and records together.
- Charge description: Identify the actual service or transaction, distinguishing interest from a separately supplied fee or other charge.
- Exemption basis: If the bank treats an item as exempt, identify the specific entry and confirm that its conditions fit the service.
- Supplier and recipient: For branch services, record the GST registrations involved and whether they are distinct persons. A shared PAN does not by itself erase the distinct-person issue.
- Consideration and valuation: Note any amount charged, cost allocation, invoice value, or valuation method. For a no-charge service between distinct persons, do not assume that zero consideration ends the analysis.
- ITC position: Establish whether the recipient is eligible for full ITC and whether the bank’s section 17(4) option is relevant.
- Place-of-supply records: For customer services, verify the recorded recipient location or GSTIN; for cross-border activity, test the separate rule rather than defaulting to the domestic one.
- Document and timing: Check whether the bank issued an invoice or permitted substitute document and whether the relevant issuance period has been observed.
What invoice rules apply to banks?
Under the invoice rules described by CBIC, a banking company supplying taxable services may issue an invoice or substitute document without serial numbering and without the recipient’s address, provided the other prescribed information is present. The FAQ also says banks and specified financial suppliers may issue invoices within 45 days from the date of supply of service. These are documentary flexibilities; they do not turn a taxable supply into an exempt one or remove the need to identify the correct treatment.
For a transaction-specific conclusion, reconcile the bank’s document with the exact charge, the supplier and recipient registrations, the applicable exemption or valuation basis, the ITC position and place-of-supply facts. The CBIC materials describe general rules and specified banking scenarios; the result for an individual transaction depends on its records and the current applicable provisions.
