Eligibility depends on the program, the product and process, facility location, investment or sales timing, and which company is entitled to claim support. India’s electronics PLI links support to eligible incremental sales; SPECS describes support for specified capital expenditure. U.S. sections 48D and 45X have narrower semiconductor-facility and eligible-component rules. A company must test each project against the live rules before including an incentive in its forecast.
What an incentive can change for an EMS company
An EMS company builds or assembles electronic products for another business, often under contract. A government incentive can change the financial return on a particular facility, production line, or product if that activity qualifies. It may reduce the effective cost of an eligible investment or add support as qualifying sales occur. Either effect can influence whether a project clears an investment hurdle, where production is located, how quickly capacity is added, or which products a company chooses to make.

The benefit is conditional, not an industry-wide entitlement. “Electronics manufacturing” covers activities as different as assembling a finished device, making a listed component, fabricating semiconductors, and packaging chips. Programs distinguish among these activities, and they may also distinguish among the facility owner, the manufacturer, the seller, and the entity filing a claim. A contract manufacturer’s business label alone does not determine eligibility.

Forecasting it as guaranteed revenue before those questions are settled can overstate project returns. Government-reported sector growth can show what happened across a program or industry, but it does not establish how much a particular company grew because of the incentive.

How the main incentive mechanisms differ
Two broad mechanisms in the programs covered here have different financial effects. A sales-linked incentive depends on qualifying output and sales being achieved. Capital-expenditure support is tied instead to qualifying investment in specified categories. U.S. tax credits add further tests about the facility or component, production and sale, and who may claim.
| Program | What triggers support | Activity or investment described | Rate or amount in the cited source | Key qualification issue for EMS |
|---|---|---|---|---|
| India PLI for Large Scale Electronics Manufacturing | Eligible incremental sales over a base year | Eligible goods manufactured in India, including mobile phones and specified electronic components | Rates and applicable periods depend on target segment and scheme terms (MeitY PLI scheme page) | Check the applicable round, product, threshold, period, and who is the eligible applicant (MeitY) |
| India SPECS | Specified capital expenditure | Designated electronics and semiconductor supply-chain categories | 25% support as described for covered categories (Prime Minister’s Office, Government of India) | Confirm the investment and goods fit a designated category and meet current conditions (PMO; MeitY SPECS page) |
| U.S. section 48D | Qualifying investment in an advanced manufacturing facility | A facility whose primary purpose is manufacturing semiconductors or semiconductor manufacturing equipment | 35% for qualifying investment, except 25% for property placed in service before 2026 (IRS, 2025 Instructions for Form 3468, corrected 3 September 2026) | Ordinary electronics assembly is not automatically semiconductor manufacturing; facility and taxpayer rules apply (IRS) |
| U.S. section 45X | Production and sale of specified eligible components | Components listed under the credit’s rules, produced in the United States or its possessions | Not stated in the cited IRS summary; the amount depends on eligible component rules (IRS, Advanced Manufacturing Production Credit; Instructions for Form 7207) | Product classification, production, sale chain, taxpayer, and contract-manufacturing agreement can matter (IRS) |
These mechanisms are not interchangeable. A company planning to build a qualifying line may care about investment support before production ramps. A sales-linked program matters only as eligible sales materialize, and a production credit cannot be assumed merely because a factory makes electronics. The company must also examine whether a program’s period, application or approval conditions, and any remaining availability fit the project timeline.
India: PLI rewards eligible incremental sales, not every factory
Production Linked Incentive for Large Scale Electronics Manufacturing
India’s Ministry of Electronics and Information Technology (MeitY) describes the Production Linked Incentive (PLI) scheme for Large Scale Electronics Manufacturing as notified in 2020 to promote domestic manufacturing and attract investment in mobile phones and specified electronic components. The scheme page describes incentive rates linked to incremental sales over a base year for eligible goods manufactured in India. It also distinguishes target segments and scheme periods.

That design means the incentive’s value is connected to qualifying sales above the relevant base, not simply to owning an electronics plant or announcing an investment. An EMS company would need to determine whether its product is in the eligible segment, whether the goods are manufactured in India as required, which base year and scheme period apply, and whether the relevant sales threshold and other terms are met. It must also establish which entity is entitled to apply or receive support. The existence of the scheme does not establish that an EMS contractor, its OEM customer, or a particular facility is the eligible applicant.
For a project forecast, this timing distinction matters. Before sales begin, a sales-linked incentive may be uncertain and cannot be treated like an unconditional reduction in construction cost. A model should show qualifying sales separately from ordinary forecast sales and avoid counting support for products or periods that have not been confirmed as eligible. If a scheme round has ended, or its conditions have changed, an older description may not represent an available opportunity.
SPECS: support tied to specified capital expenditure
The Scheme for Promotion of Manufacturing of Electronic Components and Semiconductors (SPECS) is described by the Prime Minister’s Office and MeitY as offering 25% capital expenditure support for specified electronic goods and supply-chain investments. The described categories include electronic components, semiconductor and display fabrication, assembly, testing, marking and packaging (ATMP), specialized subassemblies, and capital goods used to manufacture covered goods.

The category list is central to the financial analysis: SPECS should not be characterized as a blanket 25% rebate on any electronics factory. The proposed assets, the goods they are used to manufacture, and the project’s application and approval status need to fit the scheme’s detailed terms. Before using support in a live investment case, confirm whether applications are currently accepted, whether the project has the necessary acknowledgment or approval, which expenditure is covered, and what other conditions apply. The stated 25% is a scheme rate for specified eligible categories, not a guarantee that an applicant will recover one-quarter of all project costs.

The difference between PLI and SPECS is especially important when deciding how to compare projects. PLI’s sales-linked structure makes the realized benefit dependent on the qualifying production and sales path. SPECS is described as capital-expenditure support, so qualifying investment categories and timing take a more direct role. A project may need to assess each separately rather than assume one mechanism answers the same financial question as the other.
United States: semiconductor and component rules are narrower than “electronics”
Section 48D investment credit
Internal Revenue Service (IRS) guidance defines an advanced manufacturing facility for section 48D as “a facility whose primary purpose is the manufacturing of semiconductors or semiconductor manufacturing equipment.” That definition makes the nature and primary purpose of the facility pivotal. A site that assembles ordinary electronic products does not qualify on that fact alone, even if its products contain chips.

The 2025 Instructions for Form 3468, including a correction published on 3 September 2026, describe a 35% credit rate for qualifying investment, except that the rate is 25% for property placed in service before 2026. They also state that construction of qualified property beginning after 2026 cannot qualify. Those dates and rates make the applicable construction and placed-in-service timing material to a project. Because the rules are time-sensitive, a company considering a live project should check current IRS instructions and underlying law rather than rely on an older summary. The stated rate is not a general subsidy for all electronics capital expenditure; statutory facility and taxpayer rules still apply.
Section 45X production credit
Section 45X concerns specified eligible components produced in the United States or its possessions and imposes production and sale conditions. It is not enough that a manufacturer makes something used in an electronic product: the item and activity must fall within the credit’s eligible-component rules. The sales chain and the identity of the taxpayer claiming the credit can also affect the analysis.
The IRS instructions specifically address contract manufacturing arrangements: the parties may determine by agreement which party claims the credit, subject to the rules. For an EMS contractor, that makes the contract more than a commercial document to review after a tax forecast is complete. The company and customer should establish who is expected to claim any credit, how the agreement handles that entitlement, and whether the product and production meet the relevant requirements. An EMS designation by itself establishes none of those points.

How to evaluate an incentive in a project model
A practical assessment starts with the specific facility and products, not a headline about a national manufacturing program. The following is a diligence framework inferred from the eligibility structures of these programs; it is not a quoted statutory checklist and does not replace the applicable rules.
- Define the project. Identify the facility, location, assets, production process, products and components, ownership, planned investment dates, and expected production and sales. Separate activities that occur at different sites or under different entities.
- Match each activity to a named program. For India, test whether products and investment fit PLI or a specified SPECS category. For the United States, determine whether the facility’s primary purpose fits section 48D or a product and activity fit section 45X. Do not use “electronics manufacturing” as a substitute for the program’s definitions.
- Identify the claimant and commercial relationships. Establish who owns the assets, who manufactures and sells the qualifying goods, which entity bears relevant costs, and which party may claim support. For section 45X contract manufacturing, make the credit claimant an explicit contract-diligence question.
- Map thresholds and dates. Record the relevant base year, incremental-sales or production requirements, application and approval dates, investment timing, placed-in-service date, program period, and any end date or funding limit that applies. Confirm the current status of the program before treating it as available.
- Model the benefit conservatively. Keep the incentive separate from the project’s underlying operating case. Show what happens if eligibility is confirmed, delayed, reduced, or unavailable; align cash flows with when qualifying investment, production, sales, or a credit claim can occur. Do not treat a rate as proof that all costs or sales qualify.
- Account for the burden and downside. Compare expected support with application, recordkeeping, tax, and compliance costs. Review conditions that could create repayment, clawback, or recapture exposure, and assess whether multiple incentives may be combined under the governing terms rather than assuming they stack.
- Retain evidence and recheck rules. Maintain project, production, sales, ownership, and contract records needed to substantiate the analysis. Revisit the assumptions when regulations, forms, program rounds, or project timing change.
This approach helps separate a plausible incentive opportunity from cash that can responsibly be included in a company’s base forecast. It also exposes an often-missed issue: the entity making the investment may not be the entity that produces the eligible item or is allowed to claim the support. The rules and agreements need to line up before a projected benefit is treated as a company-level return.
What official growth figures can—and cannot—show
India’s Press Information Bureau (PIB) reported domestic value addition in electronics manufacturing at 18%–20% in a release dated 1 April 2026. PIB’s release also provided scheme-specific cumulative results and production and export comparisons for 2014–15 and 2024–25. A separate PIB release posted 29 July 2026 reported electronics production, exports, and employment for its stated reporting periods and described PLI scheme performance through March 2026. These are government-reported figures; any number quoted from the releases should retain its source, reporting period, comparison, and cutoff.
Such figures are useful context for the scale and reported outcomes of India’s electronics ecosystem and incentive programs. They are not a causal estimate of what incentives contributed. Aggregate production, exports, employment, or domestic value addition do not show the counterfactual—what would have happened without the incentives—and do not quantify the net effect on a particular EMS company. Company-level conclusions require the company’s own eligible activity, costs, sales, claimant position, and compliance obligations.
Common mistakes when assessing eligibility
- Assuming every electronics plant qualifies. The named programs cover defined products, categories, facilities, or activities, not the whole electronics sector.
- Confusing a contractor with the claimant. The OEM, EMS provider, asset owner, producer, or seller may have different roles. The applicable scheme and contract determine which roles matter.
- Applying the wrong financial trigger. Incremental-sales support, capital-expenditure support, and a production tax credit enter the project economics at different points.
- Using an old rate or timetable. Scheme rounds and tax instructions can change. The September 2026 correction to the 2025 Form 3468 instructions illustrates why the current rules matter for a live investment.
- Treating industry growth as proof of company benefit. National or sector-wide results do not establish eligibility, realized support, or incentive-caused growth for an individual firm.
- Counting the full headline rate as cash. A described rate applies only within its program conditions and covered costs, goods, property, or claims; application and compliance costs also affect net value.
