How Gas Prices Are Set—and Why They Vary Between Neighborhoods

Gas prices combine crude oil, refining, taxes, distribution, and station-level costs. Here’s why those factors can produce different prices across regions and between nearby pumps.

Gas prices reflect more than the cost of crude oil. A gallon’s pump price combines crude-oil costs, refining, taxes, and the costs and profits involved in distributing and selling fuel. Those costs vary across regions, and each station also faces its own supply, operating expenses, competitors, and pricing choices. That is why two nearby stations can charge different prices even when both sell the same grade of gasoline.

What makes up the price on the pump?

The U.S. Energy Information Administration (EIA) groups a retail gasoline price into four parts: crude oil, refining costs and profits, taxes, and distribution and marketing costs and profits. These are useful categories for understanding the price, but they are not a receipt-level breakdown for every gallon or a fixed set of shares. The proportions change over time, and an individual station does not post an accounting of how much of its price comes from each component.

As an Amazon Associate I earn from qualifying purchases.

The categories also work at different points in the fuel supply chain. Crude oil is an input to refineries; taxes apply under federal, state, and sometimes local rules; and distribution and marketing cover the steps involved in getting fuel to retail and selling it. A change in one part may be partly offset or amplified by changes elsewhere, so the total at the pump does not necessarily move in line with any one cost.

Crude oil

Crude oil is the feedstock refiners use to make gasoline. Its cost is influenced by conditions in oil markets, so changes can affect the cost of making fuel. But a change in the crude price does not translate mechanically or immediately into the same change at every pump. Refining, taxes, transportation, local supply conditions, and the timing of price adjustments all matter too.

Refining

Refining turns crude oil into gasoline and other products. The refining component includes both costs and profits. It can change when the relationship between crude-oil costs and gasoline prices changes—for example, when gasoline supply is tight relative to demand or when refinery operations are disrupted.

In EIA’s accounting, the refining component is not a direct measure of one refinery’s expense or profit. It is estimated from the gasoline spot price after subtracting the estimated crude-oil cost. It can therefore rise or fall as the market relationship between those prices changes.

Taxes

Taxes add to the price paid by motorists and differ by jurisdiction. In EIA data for January 2026, the federal gasoline tax is 18.40 cents per gallon, while average state gasoline taxes and fees are 33.27 cents per gallon. The state average excludes county and local taxes. Some locations also apply local or sales taxes, so those two figures do not describe the total tax paid at every pump.

The 33.27-cent figure is an average across states, not a standard charge in every state. A driver comparing prices across a boundary may encounter a different tax structure, but the federal figure is national. County, municipal, or sales taxes, where applicable, can further change the amount included in the final price.

Distribution and marketing

After gasoline is produced, it must reach a station and be sold. EIA’s distribution and marketing category includes the costs and profits associated with those steps. It can reflect transportation, station operations, and the retailer’s pricing decisions. Unlike a tax rate, it is not one uniform charge across stations.

That category is calculated as a remainder in EIA’s component estimates, rather than measured as the identical expense for each retailer. It can reflect a mix of distribution costs, station-level costs, and marketing or profit, and should not be read as the profit a particular station earns on each gallon.

How EIA estimates the components

The categories above are estimates used to analyze retail prices, not a breakdown recorded for each station. EIA estimates crude-oil cost using the monthly average cost of crude purchased by refiners. It estimates the refining component by subtracting that crude cost from the gasoline spot price. It then estimates retail distribution and marketing as the retail survey price minus the other components, including taxes.

Because this method works from broad price data, it is best for understanding how components change over time—not for explaining every cent of the gap between two particular stations. The estimate also helps explain why the apparent contribution of one category can shift even if the station’s own costs have not changed in the same way.

For example, the spot price used in the refining estimate can move before retail survey prices fully reflect the change. The arithmetic then assigns more of the current difference to refining and less to distribution and marketing. Once retail prices catch up, the estimated distribution and marketing component can rise. That shift in the accounting does not by itself mean a station’s rent, staffing, or other operating expenses changed on the same schedule.

Why pump prices do not move in sync with oil prices

Crude-oil and refining costs tend to move more than retail distribution costs and taxes. Wholesale gasoline prices may change before stations adjust their posted prices. During that lag, EIA’s estimated refining component can appear larger and the estimated distribution and marketing component smaller. When retail prices later catch up, the estimated retail component can rise.

EIA gives a rough rule of thumb: a $1-per-barrel change in crude oil translates to about 2.4 cents per gallon of gasoline, all else equal. That is arithmetic based on 42 gallons in a barrel. It is not a promise that the price at the pump will change by exactly 2.4 cents, or change immediately: the rule leaves other costs and market conditions unchanged, which may not be the case in practice.

The rule is useful for putting a barrel-price change into per-gallon perspective, not for predicting an exact local price. Wholesale gasoline prices, refining conditions, transportation constraints, and station pricing can all move independently. Even when crude oil changes by a known amount, the effect that drivers see depends on those other factors and on when retailers adjust.

Why regional prices can differ

Before a difference reaches a neighborhood, fuel costs can diverge across regions. Gasoline normally travels from refineries by pipeline to terminals near customers, then by tanker truck to stations. How easily a region can receive fuel, what blend it needs, and whether local supply is disrupted all influence the wholesale costs retailers face.

Distance and access to supply

Distance from refineries, ports, pipelines, or terminals can add transportation costs. A region’s connections also affect how quickly it can draw on fuel from elsewhere. If pipeline capacity or other links limit deliveries, a region may not be able to replace scarce local supply quickly with cheaper surplus fuel from another market.

Being geographically close to a source of fuel does not guarantee that a region can readily receive it. The available connections and their capacity matter; if those links cannot move replacement supplies when needed, local wholesale costs may diverge from prices in a better-connected market.

Disruptions and inventories

Refinery maintenance or outages, pipeline disruptions, and severe weather can reduce the fuel available in a region. The price effect can last longer if other regions cannot deliver replacement fuel easily. EIA’s May 2026 account linked price increases in the Midwest and Rocky Mountain region with refinery maintenance and outages. Those were conditions reported at that time, not a standing forecast or a guarantee that those regions will always be more expensive.

These events affect supply rather than changing the tax or the station’s basic operating costs. Their local impact depends partly on inventories and the ability to bring fuel in from elsewhere. That is why a disruption in one area does not necessarily produce the same price response everywhere.

Required blends and seasonal demand

Some markets require reformulated or special gasoline blends to reduce air pollution. Producing them can require additional processing or more expensive blending ingredients. EIA says California’s gasoline specifications and limited connections to other refining centers contribute to higher local benchmark prices. Gasoline demand also tends to rise in summer, which can affect prices. These factors help explain regional patterns, but they do not determine the price at every station by themselves.

Blend requirements are one reason gasoline is not always interchangeable across markets in the short term. When a region needs a particular formulation, supply from another area may not be an immediate substitute. The effect depends on local specifications and supply access, not simply on the distance between two places.

Regional averages are not neighborhood quotes

EIA’s 2025 annual average price for regular gasoline was $2.677 per gallon on the Gulf Coast and $4.094 per gallon on the West Coast. These are regional annual averages, not current prices and not estimates for any particular neighborhood. They illustrate how widely prices can differ across regions over a year, but they cannot identify the cause of a specific gap between two nearby pumps.

The two numbers summarize a year and a broad region. They should not be used to infer what a station charges today, or to explain why one street’s price differs from another’s. A regional average can provide context, while a current posted price is needed for an actual refueling decision.

Why stations in the same neighborhood may charge different prices

Once fuel reaches a local market, the station itself matters. Sites can have different rents, wages, insurance, equipment costs, fees, customer traffic, and supply arrangements. Their location and the number and position of competing stations also vary. A station with less nearby competition may charge more; one facing close competitors may choose a different price to attract customers. Owners also make their own marketing and pricing decisions.

These differences can exist even at stations close to one another. As EIA puts it: “Even stations located close together may have different traffic patterns, rent, and sources of supply that influence their prices.” A difference on the sign does not, on its own, reveal whether one retailer has lower costs, a different supplier, more competition, or a different pricing strategy. Several factors can operate at once.

Traffic patterns can affect how many customers a station serves, while the rent and equipment costs of a site shape its expenses. Nearby competition can influence a retailer’s choice about whether to match another station, undercut it, or set a different price. Those are station-specific conditions; they can vary block by block even when regional wholesale prices and taxes are broadly shared.

How to compare stations before you refuel

A lower posted price is not automatically the cheaper choice if reaching that station requires a detour. Compare the same grade of gasoline, account for any locally applicable taxes or fees shown in the price, and consider the extra distance you would drive. The available evidence does not establish a universal break-even distance: whether a detour is worthwhile depends on the price difference and the added driving involved.

  1. Match the grade. Compare the posted prices for the grade you actually plan to buy; a price for a different grade is not an equivalent comparison.
  2. Check the full posted price. Look for any applicable local taxes or fees and compare what you would pay at the pump, rather than assuming a regional average describes the station.
  3. Factor in the route. Consider how much extra driving the cheaper station requires. A small per-gallon saving may not justify a long detour, while a larger price difference on a fill-up may make a nearby alternative worth considering.
  4. Compare stations in context. Prices can change as wholesale costs and local conditions change. Treat a comparison as a snapshot, not a promise that the same station will remain cheapest.

In practice, the comparison is about the total cost and effort of the trip, not just the number on a sign. The relevant price is for the same grade and the amount you expect to buy; the relevant detour is the extra driving needed to reach the alternative. There is no universal distance at which a cheaper station becomes worthwhile because the price gap and route differ from trip to trip.

How to interpret a price difference

It helps to separate three scales. Crude-oil markets and refining affect the broad cost of fuel; regional transport, blend requirements, supply disruptions, and taxes affect the cost and price across places; station-level expenses, competition, traffic, and owner strategy contribute to the differences within a market. A neighborhood price is the result of these interacting influences, not a single formula that can be inferred from the nearest refinery or from crude oil alone.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

That distinction also sets a limit on what public averages can tell you. A regional annual average describes a broad pattern over a defined period. A tax average describes a jurisdictional category, with the stated exclusions. Neither identifies the cost structure or pricing decision at a specific station. For a driver choosing where to refuel, the useful comparison is the current posted price for the same grade against the extra effort needed to reach another station.

Frequently Asked Questions

Why can two gas stations close together charge different prices?

They may have different rents, wages, insurance, equipment costs, fees, customer traffic, supply arrangements, or nearby competition. Station owners also choose their own marketing and pricing strategies, so proximity alone does not guarantee identical costs or prices.

How much does a $1 change in crude oil add to a gallon of gasoline?

EIA gives a rough rule of thumb of about 2.4 cents per gallon for a $1-per-barrel crude-oil change, all else equal. It is a conversion based on 42 gallons per barrel, not a guarantee of an immediate or uniform pump-price change.

Do regional average prices tell me what I will pay locally?

No. EIA’s 2025 annual averages—$2.677 per gallon on the Gulf Coast and $4.094 on the West Coast—describe broad regions over a year, not current neighborhood prices or any specific station.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Why might one state or city have higher gas taxes?

The federal gasoline tax is 18.40 cents per gallon, while EIA’s January 2026 average for state taxes and fees is 33.27 cents. The state average excludes county and local taxes; some places also apply sales or municipal taxes, so the total varies by jurisdiction.

Is it worth driving farther for a cheaper station?

It depends on the price difference, the amount of fuel you plan to buy, and the extra driving required. Compare the same grade and consider the route; there is no universal break-even distance that applies to every trip.

The Bottom Line

Gas prices combine crude-oil and refining costs, taxes, regional supply conditions, and station-level expenses and choices. That mix explains why prices can differ across regions and between nearby pumps. Use regional averages for context, but compare current posted prices for the same grade—and account for any detour—when deciding where to refuel.
