Loan-level price adjustments (LLPAs) are upfront pricing adjustments that Fannie Mae or Freddie Mac apply when they buy or securitize eligible conventional loans. FHFA oversees both Enterprises and describes LLPAs as part of the guarantee-fee compensation for taking on mortgage credit and other risks. A lender usually passes an upfront adjustment through its rate sheet as a somewhat higher interest rate, although it can instead appear as points or another closing charge. The exact effect depends on the lender’s pricing, loan terms, and borrower profile—not on a universal LLPA-to-rate formula.
The matrix discussed here is Fannie Mae’s current matrix, effective for applicable deliveries beginning September 30, 2026. It is not a single FHFA fee table for every conventional loan, lender, or program.

What an LLPA is—and what it is not
An LLPA is an Enterprise-level price adjustment attached to a loan feature. Fannie Mae or Freddie Mac uses the adjustment when determining the price at which it will purchase the loan from a lender or place it into a mortgage-backed security. FHFA says these upfront guarantee fees are also called LLPAs or delivery fees. They compensate an Enterprise for guaranteeing payments to investors and reflect risk characteristics such as credit score, loan-to-value ratio (LTV), cash-out refinancing, investment-property occupancy, secondary financing, and jumbo-conforming status.

“Upfront” describes when the Enterprise assesses the adjustment in its pricing process, not necessarily when a borrower hands over cash. Most borrowers do not see a line item labeled LLPA. The lender commonly builds the cost into the note rate, so the borrower pays it gradually with interest. A lender may instead charge discount points or another upfront fee, or combine a rate change with credits and charges.

- It is not the daily mortgage rate. Market rates, lender funding costs, competition, the lock period, loan term, and other factors set the base pricing from which a lender builds an offer.
- It is not mortgage insurance. Mortgage insurance can apply at higher LTVs and is priced separately from an LLPA.
- It is not every closing cost. Origination charges, appraisal, title services, recording fees, prepaid taxes and insurance, and escrow requirements are separate items.
- It is not automatically the same for every conventional loan. Enterprise rules, delivery dates, eligibility requirements, and lender policies determine which adjustments apply.
How the LLPA grid becomes a lender’s offer
The path from a borrower’s application to the final quote has several stages. Keeping them separate helps explain why two lenders can quote different rates for apparently identical borrowers.
- The lender identifies loan features. The application supplies credit-score data, requested loan amount, property value, occupancy, property type, transaction purpose, term, and information about subordinate financing or cash out. The lender also determines the applicable LTV and whether the loan falls within conforming limits and Enterprise eligibility rules.
- The lender checks the applicable Enterprise matrix. The current Fannie Mae pricing resource says its LLPA matrix applies to loans sold to Fannie Mae and that adjustments are cumulative unless the matrix says otherwise. The matrix works with Fannie Mae’s Selling Guide, Eligibility Matrix, and contractual requirements; a row in isolation does not establish that a loan is eligible.
- The lender adds the adjustments to its rate sheet. The lender’s pricing engine combines Enterprise adjustments with the lender’s base rate, margin, compensation model, capacity, market conditions, and any pricing for a particular lock period or loan amount.
- The lender presents choices. The same loan can be offered with a higher rate and lender credit, a lower rate with discount points, or a middle option. The Loan Estimate shows the rate, points, lender credits, and projected cash to close under the selected structure.
- The price is locked and delivered. A lock protects the selected pricing for a stated period, subject to the lender’s lock terms and changes to the file. The Enterprise later evaluates the delivered loan against its rules and pricing.
Because each lender controls its own rate sheet and presentation, an LLPA percentage cannot be converted into one guaranteed number of basis points or dollars of monthly payment for all borrowers.
How does an LLPA affect my mortgage rate?
FHFA says upfront guarantee fees are commonly passed through as a slightly higher mortgage interest rate because borrowers often prefer not to pay points. Ongoing guarantee-fee economics are also included in borrower interest rates. In practice, the lender estimates the cost of the adjustment, decides how much to recover through the rate, and may recover some amount through points or other charges.
That pass-through is a pricing choice, not a statutory exchange rate. One lender might quote the same note rate with more points; another might quote a higher rate with a lender credit. A third might absorb part of the cost in its margin. The borrower therefore needs the complete written offer rather than a claim that a particular LLPA always equals a fixed rate increase.

| What you see in a quote | How an LLPA may be reflected | What to verify |
|---|---|---|
| Higher note rate | The lender recovers the adjustment over the life of the loan through interest. | Compare the annual percentage rate, points, lender credits, and total interest assumptions. |
| Discount points or upfront fee | Some or all of the pricing cost is collected at closing instead of through a higher rate. | Confirm whether the charge is optional, required, refundable, or tied to a specific lock. |
| Combination of rate and cash | The lender splits recovery between the note rate and closing charges or credits. | Compare cash to close and monthly principal-and-interest payment together. |
The rate shown on a website or an early conversation may exclude the final lock, property, occupancy, or credit-score pricing. Ask for a Loan Estimate or other written quote with assumptions stated.
Do I pay an LLPA upfront or through a higher interest rate?
Usually, borrowers experience the cost through the interest rate, but that is not the only possible treatment. If you choose a “zero-point” option, the lender may set a higher rate to cover pricing adjustments. If you choose to pay points, you provide more cash at closing to obtain a lower rate. Lender credits reverse the trade: you accept a higher rate in exchange for help with closing costs.
Do not assume a line called “points” is the LLPA itself. Points may reflect the lender’s pricing for the entire loan, including market conditions and compensation, while the Enterprise adjustment is one input. Ask the lender directly:

- Are any charges conditional on the loan being sold to a particular Enterprise?
The answer can differ between lenders even when both intend to sell conforming loans to an Enterprise.

Why does my mortgage quote change with my credit score and down payment?
Credit score and down payment affect the risk profile represented in the Enterprise pricing grid. A lower LTV generally means more borrower equity, while a stronger credit profile generally indicates a lower expected default risk. The applicable grid cell can therefore change when either value crosses a pricing tier.
Fannie Mae announced that credit-score LLPAs are aligned across Classic FICO and VantageScore 4.0 for covered whole loans purchased on or after October 1, 2026, and for loans delivered into mortgage-backed securities with issue dates on or after October 1, 2026. That alignment does not mean every lender uses identical underwriting or that a score change produces a fixed rate change. It means the covered Fannie Mae pricing treatment uses aligned credit-score adjustments across those score models.
Down payment can affect more than an LLPA. Changing the down payment changes LTV, may change the loan amount, can affect mortgage-insurance coverage and premium, and may alter the interest-rate bucket on a lender’s rate sheet. Compare the whole offer rather than attributing every dollar of difference to the LLPA.

1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteHow do LLPAs change my monthly payment?
An LLPA changes the monthly principal-and-interest payment only after the lender translates it into a particular rate, fee structure, and loan balance. The payment also depends on the term and amortization schedule. There is no universal monthly dollar amount for an LLPA.

For a fixed-rate loan, the principal-and-interest payment is calculated from the amount borrowed, periodic interest rate, and number of payments:
Payment = P × [r(1+r)n] ÷ [(1+r)n − 1]
Here, P is the loan balance, r is the monthly interest rate, and n is the number of monthly payments. An LLPA passed into the rate increases r; an upfront fee that does not change the note rate leaves the scheduled principal-and-interest payment unchanged but raises the cash needed at closing. A lender credit can reduce cash to close while increasing the rate. Taxes, homeowners insurance, HOA dues, and mortgage insurance are not included in the principal-and-interest figure.
To isolate the pricing effect, request two written scenarios with the same loan amount, term, occupancy, property type, LTV, lock period, and transaction purpose. Change only the rate-and-fee option, then compare the monthly principal-and-interest payment, cash to close, and total interest over the period you expect to keep the loan.
How to compare mortgage offers affected by LLPAs
- Standardize the assumptions. Use the same purchase price or refinance balance, down payment, loan term, occupancy, property type, purpose, and lock period. State whether the quote is for a conforming loan and which Enterprise is expected to purchase it, if known.
- Collect written pricing. Obtain a Loan Estimate or equivalent written worksheet dated for the same day when possible. Verbal “rate only” quotes are not enough.
- Record the pricing components. Write down the note rate, annual percentage rate, discount points, lender credits, origination charges, and other upfront fees.
- Compare cash and payment. Compare cash to close and monthly principal-and-interest payment. Add mortgage insurance separately where applicable so it is not mistaken for an LLPA.
- Check the lock details. Note the lock duration, expiration date, extension charges, float-down policy, and what happens if the loan terms or borrower information change.
- Ask for the break-even. If one option costs more cash but has a lower rate, divide the additional upfront cost by the monthly payment reduction to estimate the months needed to break even. Use the calculation only for the stated scenarios; refinancing, selling, prepayments, taxes, and insurance can change the result.
- Confirm the delivery basis. Ask whether the lender’s price assumes sale to Fannie Mae, Freddie Mac, or another channel and which matrix and effective date apply.
| Comparison item | Why it matters |
|---|---|
| Loan amount and LTV | They determine the balance and the grid tier; a different LTV can change both pricing and mortgage-insurance treatment. |
| Credit-score model and score | Score bands can carry different adjustments; the covered Fannie Mae alignment applies to specified delivery dates beginning October 1, 2026. |
| Rate, points, and credits | These show whether the lender is collecting pricing through monthly interest or at closing. |
| Cash to close | Captures the immediate cost, including points and lender charges. |
| Monthly principal and interest | Shows the recurring payment effect of the selected rate and balance. |
| Mortgage insurance and escrows | Separate costs that can materially change the total monthly payment. |

What the September 30, 2026 Fannie Mae update means
Fannie Mae’s current pricing resource lists its LLPA matrix as effective beginning September 30, 2026. It states that adjustments apply to delivered loan features and are cumulative unless the matrix provides an exception. The resource also points users to the Selling Guide, Eligibility Matrix, and contracts for eligibility requirements.
The separate September 30 announcement about credit-score LLPAs applies to whole loans purchased on or after October 1, 2026 and to mortgage-backed securities with issue dates on or after October 1, 2026. A loan’s application date alone does not determine which treatment applies; purchase and delivery timing matter. Your lender can tell you which pricing rule is being used for the locked loan.
Questions to ask before locking
- What are the exact credit score, LTV, occupancy, property-type, and transaction-purpose assumptions?
- Which Enterprise’s pricing is being used, and what is the matrix effective date?
- What are the rate, points, lender credits, and cash to close for this scenario?
- Is mortgage insurance included in the monthly estimate, and is it shown separately from principal and interest?
- What changes would reprice the loan before closing?
- How long is the lock, and what are the extension or relock rules?
The practical answer is to compare like-for-like written quotes. An LLPA is an Enterprise pricing input that can influence the rate or upfront fees, but your lender’s complete offer—not the grid alone—determines the payment and cash requirement.
