Its Chips Act is already in force, and pilot lines and competence centres are intended to connect research teams and businesses with the infrastructure needed to prototype and scale ideas. A proposed Chips Act 2.0 and an advanced-chip plant concept could extend that effort, but neither should be treated as completed capacity or secured funding.
How the EU Chips Act supports semiconductor research
The European Chips Act, Regulation (EU) 2023/1781, entered into force on 21 September 2023. Its Chips for Europe Initiative is intended to build research and innovation capacity and bridge advanced research with industrial exploitation. The regulation establishes the legal framework; the Commission’s overview describes the initiative’s research-to-industry role.
The practical aim is to give companies and research teams access to facilities and expertise that would be difficult to assemble in a laboratory or small business alone. This support spans process development and experimentation, as well as help navigating design and manufacturing resources.
What pilot lines do—and what they do not do
Pilot lines are shared infrastructure for developing semiconductor processes, testing and experimenting with advanced chips, and limited-scale production. They help bridge the gap between a research result and a process that could be transferred toward industrial manufacturing; they are not the same as high-volume commercial fabs.

In its June 2026 Chips Act 2.0 proposal, the European Commission reported that five general semiconductor pilot lines were operational to varying extents as of May 2026, with equipment still being added. The report does not establish that every line was fully equipped or operating at full capacity. The lines are intended to address critical technology gaps while building on existing strengths. The Commission proposal and accompanying material describe their status.
Quantum-chip pilot lines
The Commission’s same May 2026 account reported six established quantum-chip pilot lines, spanning superconducting, spin, photonic, diamond, neutral-atom, and trapped-ion approaches. These facilities support development across distinct quantum hardware technologies; their existence does not by itself establish commercial readiness.

How businesses can use the research infrastructure
Competence centres are intended to help businesses—especially small and medium-sized enterprises and startups—through support, training, and access to infrastructure. For a smaller company, that can provide a route to expertise and facilities without first building an entire semiconductor development operation in-house. The Chips for Europe Initiative includes this capacity-building role alongside pilot-line investment. The Commission’s initiative page outlines these functions.
What Chips Act 2.0 would add
Chips Act 2.0 is a legislative proposal, not enacted law. The Commission published it on 3 June 2026. As of 4 October 2026, the European Parliament’s procedure tracker listed the proposal as awaiting committee decision under the ordinary legislative procedure. Its provisions therefore remain proposed actions. The proposal and Parliament’s procedure record show the proposal and its legislative status.

The proposed programme would continue the research-to-industry approach through five components:
- Semiconductor design capacity, including a cloud-based design platform intended to be available across the Union.
- Pilot lines for development and testing.
- Capacity for quantum chips and photonic integrated circuits.
- Competence centres to help businesses access expertise and infrastructure.
- A fund aimed at startups, scaleups, and SMEs.
The Commission identifies AI and cloud infrastructure, alongside defence, health, space, robotics, secure communications, drones, and autonomous vehicles, as areas motivating advanced-chip policy. These are policy priorities, not evidence that the proposed measures will meet demand in those sectors.

The advanced-chip plant concept: ambition, not a built fab
On 3 June 2026, the Commission announced a concept for an EU advanced-chip plant combining leading-edge-node manufacturing with chiplet integration and 2.5D/3D packaging. The combination matters because advanced computing systems can depend not only on individual chips, but also on how multiple chiplets are integrated and packaged.
The Commission estimated an initial investment need of €20–40 billion, depending on the option selected. It also described a possible €3–4 billion in public and private investment to support fabless chip-design firms through future EU, member-state, industry, and private-investor funding. These are planning estimates and potential mobilization figures—not confirmed spending, a completed plant, or guaranteed financing. The Commission’s announcement sets out the concept and estimates.

What the financing figures actually show
Historical financing offers a more concrete, but backward-looking, measure of support. The Commission reported that the European Investment Bank financed semiconductor projects with €1.9 billion from 2018 through 2022, mobilising €5.8 billion of investment over that period. These figures describe activity in those years; they are not a current annual funding rate or a budget for the proposed plant. The Commission’s Chips Act communication reports the figures.
What remains uncertain
- Legislative outcome: Chips Act 2.0 was still awaiting committee decision in the European Parliament on 4 October 2026.
- Infrastructure maturity: The Commission reported pilot lines operating to varying extents, with additional equipment being added; the reported count does not mean all facilities were at full capacity.
- Plant funding and delivery: The advanced-chip plant is a concept with an estimated investment need, not an operating facility or a confirmed financial commitment.
- Strategic independence: The initiatives express an ambition to strengthen European capabilities. They do not demonstrate that the EU has achieved semiconductor independence.
The EU’s approach is to connect research, shared development infrastructure, business support, and possible advanced manufacturing. How much that changes industrial capacity will depend on implementation, legislative decisions, investment, and the maturity of the facilities—not on policy intent alone.
