They are one part of a workforce strategy—not a substitute for forecasting demand, developing employees, retaining expertise, or adopting technology effectively.
Why engineering employers are rethinking workforce planning
The pressure is not simply to fill more vacancies. Employers must also anticipate which capabilities projects will require, how quickly those needs may change, and where to find skills that are scarce internally.
In its June 2026 U.S. engineering and construction analysis, EY cited an estimate of 679,500 open engineering positions in the United States as of April 2026, attributing it to Adzuna. EY also cited about 141,000 engineering graduates entering the workforce annually, drawing on RS Components’ 2024 talent report. These are estimates with different underlying sources, not a single labor-census comparison. EY said nearly half of the skills needed in infrastructure work are expected to change within five years. EY’s analysis argues that workforce planning needs to account for this change, not just current vacancies.
Other indicators describe different populations and should not be combined into one engineering shortage rate. Deloitte’s 2026 U.S. engineering and construction outlook projected a need for 499,000 new workers in 2026, up from 439,000 in 2025; it also reported a projected 4.2% year-over-year construction wage increase as of August 2025. Those are dated sector projections and conditions, not confirmed outcomes for 2026. Deloitte’s outlook provides that context.

In a global, cross-industry survey of 39,063 employers across 41 countries, ManpowerGroup reported that 72% had difficulty filling roles. Its leading hard-to-find skill categories included AI Model & Application Development (20%), AI Literacy (19%), and Engineering (19%). These are survey findings across industries and countries, not engineering-only hiring rates. ManpowerGroup’s 2026 survey gives the survey scope. Separately, a UK study of the AI labor market reported that 35% of surveyed organizations had difficulty filling AI roles; that finding concerns AI hiring in the UK, not all engineering positions. The UK government’s report describes that study.
How staffing agencies can contribute to adaptation
A well-matched agency can expand an employer’s reach beyond its existing applicant pool. Depending on its specialty and network, it may help locate engineers with specific technical experience, identify candidates for a defined project window, and share information about candidate availability in relevant markets. These are potential contributions, not outcomes established by the labor-market reports above.
Reach specialized candidates
Engineering disciplines and sectors have distinct requirements. An agency focused on the relevant field may be better positioned to identify candidates with experience in a particular technology, project type, or operating environment. Employers should still validate technical capability themselves, rather than treating a recruiter’s screening as proof of job fit.

Match hiring to project cycles
Contract, contract-to-hire, and permanent placement can provide different ways to staff a project. A temporary need may call for a short-term hire; a continuing capability central to the business may warrant permanent recruitment or internal development. The right choice depends on project duration, continuity needs, total cost, and how strategically important the expertise will remain.

Inform decisions about skills and availability
Agencies may offer a view of candidate supply, common qualifications, and hiring constraints in the markets they serve. Treat that input as one signal alongside internal skills inventories, project forecasts, and employee feedback—not as a replacement for workforce planning.
What skills are engineering employers struggling to hire for?
The answer varies by geography, sector, and survey method. ManpowerGroup’s 2026 global employer survey identified Engineering among its leading hard-to-find categories at 19%, alongside AI Model & Application Development at 20% and AI Literacy at 19%. Those percentages describe the survey’s cross-industry skill categories, not the share of engineering jobs that are unfilled.

For infrastructure, EY’s forecast that nearly half of needed skills may change within five years points to a broader challenge: employers may need to update capability requirements as projects and technology change. The UK government’s finding that 35% of surveyed organizations had difficulty filling AI roles adds a narrower example of demand for AI expertise, but it should not be generalized beyond the UK AI labor market.
For a particular employer, the most useful list is the one tied to its upcoming work. Map the tasks and decisions a role must handle, then distinguish capabilities needed on day one from skills that can be built through onboarding or training.

EY recommends planning several years ahead and identifying retirement and knowledge-transfer risks. Deloitte’s outlook emphasizes workforce development, while ManpowerGroup highlights skills and career growth amid changing work. Practical steps include maintaining a skills inventory, strengthening onboarding and career paths, and managing technology adoption as an organizational change—not just a software rollout.

Start with a clear definition of the work. A vague requisition encourages screening against familiar credentials instead of the capabilities the project actually needs.
- Define outcomes and capabilities. Describe the work, technical decisions, required experience, location, duration, and start date. Separate essential qualifications from preferences that could unnecessarily narrow the candidate pool.
- Choose an engagement type. Decide whether contract, contract-to-hire, or permanent placement fits the project’s duration, continuity requirements, and likely long-term need.
- Assess relevant specialization. Ask about the agency’s experience in the engineering discipline and sector, the geographic markets it can reach, and how it validates technical skills.
- Agree on evidence and reporting. Clarify what candidate screening includes and how the agency will report time-to-submit and time-to-fill. These measures are useful only when the parties define when the clock starts and what counts as a qualified submission or completed hire.
- Review terms and responsibilities. Compare fees, candidate replacement or retention terms, candidate experience practices, and transparency about who employs the worker and handles relevant responsibilities. This is a business review, not a substitute for legal advice on the applicable arrangement.
- Set feedback and decision points. Establish who interviews candidates, how quickly the employer will provide feedback, and how both sides will revise the search if the initial profile proves unrealistic.
No cited source ranks named agencies or establishes a universally best provider. Compare proposals against the same role brief and criteria so that apparent differences in speed or candidate quality are meaningful.
Make agency hiring part of a wider workforce plan
Agencies are most useful when they address a defined gap inside a larger plan. Forecast project demand over a three-to-five-year horizon where possible; map current skills against anticipated work; identify roles exposed to retirements or knowledge loss; and decide which capabilities to recruit, develop, or access temporarily. Then revisit the plan as project scope, technology, and candidate availability change.
Technology adoption also needs people planning. ManpowerGroup’s CEO, Jonas Prising, described AI as reshaping work and emphasized connecting productivity gains with opportunity and career growth. For engineering employers, that means deciding how new tools change tasks, what training workers need, and how roles and career paths will evolve. Hiring a specialist can help with a project or transition, but it does not by itself build organizational readiness.
