A sale price is only a bargain when you can qualify for it and the complete amount you pay is lower than realistic alternatives. A crossed-out “was” price, percentage badge, coupon, member rate and seller promise are separate claims. Check each claim, then compare shipping, mandatory fees, item condition, delivery, returns and marketplace protection before deciding.
Rules differ by country and product category. The guidance below draws on current US, EU and UK consumer sources; it is practical buying guidance, not a universal legal rulebook.

What the labels on an ecommerce listing actually mean
One product page can combine several prices and promises. Treat every label as a separate condition to verify rather than assuming the lowest number applies automatically.

Item price
This is the seller’s charge for the product itself. It may exclude shipping, handling, taxes or other fees until later in the checkout flow. A low item price is not necessarily a low transaction price.

“Was,” crossed-out or reference price
The higher figure is supposed to provide a comparison. Ask when it was charged, how often the item sold at that amount and whether it refers to the same model, size, condition and seller. A large percentage reduction is meaningless if the reference price is artificial or outdated.
Discount badge
“20% off” is a calculation based on a reference price. Confirm whether the reduction applies before or after a coupon, whether taxes and shipping are excluded, and whether the offer covers every variant shown on the page.
Coupon or promo code
A code can require a minimum spend, a particular payment method, a new account, a limited redemption period or a specific seller. Read the terms before adding products to your basket.

The displayed lower amount may be unavailable unless you join a program, sign in or accept recurring charges. Compare the member price plus any membership cost with the generally available price.
Seller-specific delivery and return terms
On a marketplace, the product page may combine the platform’s interface with an independent seller’s inventory, shipping method and return policy. The seller, not necessarily the platform, may control whether an item is new, used, refurbished or incomplete.

Is the discount genuine? Start with the reference price
The percentage reduction has no independent meaning. Its credibility depends on the price chosen for comparison and the period during which that price applied.
EU prior-price rule
Under Your Europe’s guidance on unfair pricing (last checked 30 April 2026), when a trader announces a price reduction in the EU, the indicated prior price must be the lowest price applied to that item during at least the preceding 30 days. This gives shoppers a defined baseline for a “was/now” claim. The rule is not a worldwide standard, and national or category-specific exceptions may apply.
US and other jurisdictions
The United States does not use that single EU-wide 30-day formula. Instead, misleading price comparisons and deceptive fee disclosures can violate applicable federal or state law. For a purchase in another country, check the local regulator’s current rules rather than assuming the EU method applies.
Questions to ask about any reference price
- Is it the seller’s own previous price, a manufacturer’s suggested price, or a comparison with other sellers?
- Does it describe the identical size, color, specification, condition and included accessories?
- Was the higher price actually offered to ordinary shoppers, or only briefly displayed?
- Is the percentage calculated before another required coupon, bundle purchase or membership?
If the page does not explain the basis, record the listing and compare the product’s current prices at several reputable sellers. Do not treat a countdown or large red badge as proof of value.
Conditional promotions: the lowest number may not be your price
A promotion can be legitimate while still being unavailable to you. The key distinction is between the generally available total price and a lower conditional price.

Common conditions
- Membership, loyalty status or a new-customer account
- Coupon entry or app-only activation
- Minimum quantity or spending threshold
- Buy-one-get-one or bundle requirements
- Specific payment method, delivery subscription or geographic eligibility
- Limited stock, dates or redemption limits
The Federal Trade Commission’s fee-rule FAQ, discussing the rule effective 12 May 2025, says that when a discount is not available to everyone, the prominently displayed total price should not reflect that discount until the shopper meets its conditions. Rewards-only pricing and buy-one-get-one promotions illustrate why eligibility must be visible before purchase.

A price that disappears at checkout may have been conditional, incorrectly applied or subject to a stock or time limit.
Dynamic and personalized pricing
Prices can change with demand, inventory, timing or customer context. The FTC FAQ states: “Yes. Businesses may use dynamic pricing strategies to adjust prices, for example, based on demand or inventory, so long as the pricing information is not misleading.” This means a change is not automatically unlawful, but the displayed conditions and total must be truthful.
EU consumer guidance says shoppers should be told when prices are personalized using automated decision-making and profiling. A notice does not guarantee the price is favorable; it tells you that the amount may be tailored rather than a single public rate.
For a volatile item, save the product page, terms and basket total at the time you decide. Compare in a private browsing window only as a diagnostic, not as proof that a seller discriminated: location, stock, taxes, delivery address and account status can all change the result.

Compare the complete offer, not just the headline price
The most useful comparison is the amount you can actually pay under conditions you accept. Use this framework when two or more listings appear similar.

The FTC’s Online Shopping guidance recommends calculating total cost, including shipping, handling, delivery, taxes and other fees; reading whether unwanted products are required; checking the full description; asking about price matching; and finding out whether a seller will refund or credit a later price reduction. Sale and clearance goods may have different return conditions.
The FTC’s fee-rule FAQ explains that mandatory ancillary fees belong in the total price under that rule, while shipping and optional ancillary items may be excluded initially if properly disclosed before payment. That treatment should not be generalized to every jurisdiction, transaction type or product category.

A checkout change is not always evidence of wrongdoing, but it is a signal to stop and identify the cause. Check these items in order:
- Variant: confirm that the selected size, color, quantity or condition matches the advertised tile.
- Eligibility: verify that the coupon, member status, minimum spend or bundle condition is still satisfied.
- Shipping destination: enter your actual address; delivery and tax calculations can depend on location and speed.
- Mandatory charges: look for service, handling, recycling or other compulsory fees added before payment.
- Optional additions: deselect insurance, accessories, subscriptions or donations you did not request.
- Currency and quantity: check currency conversion, unit pricing and whether the basket contains duplicate items.
- Final review: capture the final total, delivery date and return terms before authorizing payment.
If the seller will not explain an unexplained increase, do not complete the order. Keep screenshots, emails and the receipt in case you need to challenge the charge.

Marketplace sellers: who is responsible when something goes wrong?
A marketplace can provide the storefront while an independent seller controls fulfillment. Operators differ in who handles payment, delivery, returns and refunds. The FTC’s Buying From an Online Marketplace guidance, dated November 2024, advises checking the particular marketplace’s protections and confirming that they apply to the seller and item.
Checks before paying
- Read recent written reviews, not only the star average.
- Confirm the seller’s name, contact method and location.
- Inspect photos and the condition description for missing parts or defects.
- Read shipping charges, dispatch times and return instructions.
- Save the listing, messages, invoice and tracking information.
- Keep payment and communication on the marketplace when leaving it would remove buyer protection.
After purchase, contact the seller through the platform first and follow the marketplace’s stated dispute deadline. If an item does not arrive or differs materially from the listing, use the platform’s documented claim process and retain evidence of the listing and delivery.
Urgency, scarcity and hidden extras
“Only two left,” “sale ends in 10 minutes” and “act fast” are claims about availability or time, not independent proof that stock or price will change. The UK Competition and Markets Authority’s guidance on urgency and price-reduction claims covers countdowns, scarcity statements, discounts and special offers for online retailers, marketplaces, intermediaries and store-building businesses.

A coordinated European Commission screening reported on 26 March 2026 found the following among 314 online traders checked around Black Friday and Cyber Monday:
- 30% referenced discounts incorrectly.
- 36% attempted to add optional items to baskets; 40% of those did not clearly ask for consent.
- 34% displayed price comparisons; 60% of those did not clearly explain the reference prices.
- 18% used pressure-selling techniques; more than half of those cases were misleading.
- 10% used drip pricing, where costs appear progressively during the purchase.
These figures describe that coordinated sweep, not every retailer or all online shopping. The Commission said such practices can breach EU consumer law and that national authorities may act. For a shopper, the practical response is to remove preselected extras, demand a clear reference price and take time to compare rather than allowing a timer to make the decision.
A step-by-step method for deciding whether an offer is worthwhile
- Define the exact item. Record model, size, quantity, condition and included accessories.
- Write down the generally available price. Ignore member or coupon pricing until you know whether you qualify.
- Identify the reference price. Note what “was” means and, in the EU, whether the reduction appears to use the lowest price from the previous 30 days.
- Apply conditions. Test the code or membership requirement and include any recurring or joining cost.
- Calculate the delivered total. Add mandatory shipping, taxes and fees; remove optional add-ons.
- Check non-price terms. Compare delivery, condition, warranty, returns and refund method.
- Assess the seller and recourse. Verify identity, recent feedback and marketplace dispute protection.
- Save evidence and decide. Keep the final basket and terms, then buy only if the complete offer meets your budget and needs.
Regional limits and when to seek local advice
The sources cited here cover the United States, European Union and United Kingdom. Requirements can differ by country, state, product category and transaction type, including rules for taxes, digital goods, subscriptions, sale returns and personalized pricing. If a disputed charge or advertised reduction matters financially, consult the current regulator or consumer-protection authority where you live. Do not assume that an EU 30-day prior-price rule, a US fee disclosure or a UK urgency standard applies unchanged elsewhere.
