To get a Texas fishing license, first confirm you need one, then choose freshwater, saltwater or all-water coverage and buy through the Texas Parks and Wildlife Department (TPWD), a license retailer or a TPWD office. For the 2026–27 license year, buyers age 17 and older must meet new identification requirements; online purchases also carry a $5 administrative fee.
1. Check whether you need a license
A fishing license and the matching endorsement are generally required to take fish and certain other aquatic life from Texas public waters. Some exceptions apply, but they depend on the angler’s age or status and the exact location.
- Residents and nonresidents under 17 do not need a license.
- Some other exceptions include qualifying Texas residents born before January 1, 1931; certain supervised fishing activities for people with intellectual disabilities; Louisiana residents age 65 or older with a valid Louisiana recreational fishing license; and Oklahoma residents age 65 or older.
- Texas residents age 65 or older born on or after January 1, 1931 generally qualify for reduced-price senior packages rather than a blanket exemption.
- Fishing on state park property, in waters completely enclosed by a state park, or in waters completely enclosed within private property is listed by TPWD as exempt. Check the exact location and any park-specific rules before relying on an exception.
- Texas Free Fishing Day is the first Saturday in June each year. Check current location and harvest rules before fishing.
These exceptions do not remove separate harvest limits or other location-specific restrictions. TPWD’s current exceptions are described in its fishing license guidance and Free Fishing Day information.
2. Choose the package for the water you will fish
For public waters, choose freshwater for inland fresh water, saltwater for public salt water, or all-water if you expect to fish both. Packages include the corresponding fishing license and endorsement. The saltwater endorsement includes red drum and spotted seatrout tags.

Texas residency qualification generally depends on continuous residence for more than six months, with specified exceptions. The accepted identification and residency documents depend on your circumstances, so check TPWD’s identification and purchase requirements before choosing a sales channel.

Activities requiring tags generally require the physical license unless the digital license specifically authorizes electronic tagging. Check TPWD’s license rules for the requirements that apply to your license and activity.
6. Check regulations for the specific water and species
A license lets you fish where and when its coverage applies; it does not set the fish you may keep or the number you may take. Check the 2026–27 Texas Outdoor Annual for freshwater or saltwater limits, exceptions and location-specific rules. That edition applies from September 1, 2026 through August 31, 2027. Start with the 2026–27 Outdoor Annual and confirm any special rules for border waters or the exact fishing location.
