Digital wallets can be free for consumers to use at checkout because a merchant may pay the fee for processing the purchase. Wallet providers can also earn money from certain transfers, currency conversion, cross-border payments, and additional financial services. Which fees apply depends on the provider, transaction, account, and country.
Who pays when you use a digital wallet?
For a routine purchase, the consumer may pay nothing while the merchant pays a processing fee. The wallet or its payment processor handles the transaction and can earn revenue from the merchant-side charge. “Free” at checkout therefore describes the consumer’s cost for that purchase, not necessarily the economics of the payment service.

PayPal illustrates this two-sided arrangement in the United States: its consumer fee page says purchases are generally free unless currency conversion applies, while its business fee schedule lists merchant transaction fees. Those are PayPal’s terms, not a standard rate for digital wallets generally: PayPal consumer fees and PayPal US business fees.
How merchant processing fees work
When a wallet is used to pay a business, the merchant may pay a fee for accepting and processing the payment. The exact structure can depend on how the customer pays and what kind of transaction it is. PayPal’s US schedule, for example, separates standard commercial transactions from QR transactions, Pay Later, and other payment types, and distinguishes domestic from international terms. This merchant-side revenue helps explain why a consumer can use a wallet without an obvious checkout fee. It does not mean every purchase is free to every participant: a merchant’s acceptance costs may be reflected in its broader business costs, and consumers can face separate fees for other wallet services.
Why can instant transfers cost money?
Some wallet services offer a slower transfer from an app balance to a linked bank account at no charge and a faster transfer for a fee. The fee is tied to the optional speed or transfer service; the specific price, timing, eligibility, and available destinations depend on the provider. A credit-card-funded person-to-person payment may also incur a wallet fee. In some cases, the card issuer may separately treat the transfer as a cash advance, potentially adding another cost under the card’s terms. This is not true of every wallet or card; check both the wallet’s fee disclosure and the card issuer’s rules.

A wallet can earn revenue when it converts one currency into another or facilitates a payment across countries. PayPal identifies currency conversion and cross-border transactions among its revenue sources. Its US merchant schedule also says international commercial transactions add a percentage-based charge to the applicable domestic rate. These are PayPal-specific disclosures and terms; other wallets may use different pricing or definitions.

Before paying or receiving money internationally, look for the exchange rate and any conversion or cross-border charge that applies to your transaction. A purchase that is free to the consumer in a domestic, same-currency case may have a different cost when conversion is involved. What other services can wallets monetize?
Some wallet businesses earn money from services beyond basic checkout and transfers. PayPal Holdings’ 2024 Form 10-K reports revenue from cryptocurrency purchases and sales, as well as other miscellaneous fees. It also lists currency conversion, cross-border transactions, and instant transfers among its sources of additional revenue. The broader point is that a wallet may be both a way to pay and a platform for optional financial services. Whether a particular service is available, and whether it carries a fee, depends on the provider and the customer’s location and account.

Compare the charge for the specific action you plan to take rather than relying on the label “free.” Check these terms in the provider’s current fee schedule:

- Purchases: Who pays the processing fee—the consumer, the merchant, or both—and does the answer change by payment type?
- Withdrawals: Is a standard transfer free, and what does an instant transfer cost?
- International use: Are there currency-conversion or cross-border charges, and how is the exchange rate determined?
- Person-to-person payments: Does funding a transfer with a credit card trigger a wallet fee or a possible cash-advance charge from the card issuer?
- Eligibility: Do country, account type, destination, or transaction details affect whether the service or fee applies?
Fee schedules change, and one provider’s rates cannot be used to predict another provider’s charges. Confirm the terms for your country and transaction before you send money or accept payments.
