How Dependent Is the U.S. on China for Rare Earth Minerals?

The U.S. has meaningful rare-earth mining, but remains exposed to imports and China. The latest estimates describe different years and stages of the supply chain.

The United States is highly exposed to China in rare earths, but there is no single up-to-date percentage that captures the whole dependence. The U.S. mined an estimated 51,000 metric tons in 2025, yet it remained 80% reliant on imports of rare-earth compounds and metals in 2024. A separate U.S. Geological Survey estimate says Chinese imports met an average of 56% of U.S. apparent consumption from 2020 through 2023. Those figures measure different things and periods; the 80% figure does not mean that 80% came from China.

What the main figures say—and what they do not

Import reliance measures the role of imports in U.S. apparent consumption. China’s share estimates how much of that consumption came from China. Mine production, meanwhile, counts material extracted from the ground. These are different measures, so they should not be combined into one current China-dependence percentage.

The 56% average and 67% estimate differ in reference period and study. Neither establishes China’s share of U.S. supply in 2025. The available USGS figures do not provide a comparable 2025 China-origin consumption share.

How much rare earth material does the U.S. mine?

The U.S. is a significant producer at the mining stage. USGS estimated U.S. rare-earth mine production at 51,000 metric tons in 2025, up from 45,500 metric tons in 2024. China’s estimated mine production was 270,000 metric tons in both years.

These are USGS estimates of mine production for 2025, published in 2026. China’s roughly 69% share describes mining only; it is not its share of global processing, refining, or finished magnets.

Why mining is only part of the supply-chain picture

Rare earths move through several stages: extraction, separation of individual elements, refining, production of metals and alloys, and manufacture of permanent magnets. Mine-output data address the first stage, not whether the remaining steps can be carried out domestically or supplied reliably.

This distinction matters because the 80% import-reliance figure applies to compounds and metals, not simply raw ore. A country can mine rare earths and still depend on imports for processed forms or manufactured components. The available figures do not provide a complete, comparable current capacity breakdown for each stage, so they cannot quantify U.S. dependence on China across the entire chain.

What reserves do—and do not—tell you

USGS estimated U.S. rare-earth reserves at 1.9 million metric tons, compared with 44 million metric tons in China. Reserves indicate known resources considered economically recoverable under stated conditions; they do not show how quickly a mine can produce, whether separation and refining capacity is available, or what share of demand can be met at a given time. The reserve comparison therefore does not cancel out the import-reliance figures.

Why the exposure matters

USGS identifies smartphones, hard drives, and advanced defense systems among the applications for rare earths. The supply-chain concern is not just whether ore exists in the ground: shortages or disruptions at later processing or manufacturing stages can matter even when domestic mining continues. The cited statistics establish substantial U.S. exposure, but do not quantify the effect of a particular disruption on consumer prices, company earnings, or defense readiness.

How to read claims about U.S. dependence

  • Check the year: an average for 2020–2023, a 2023 estimate, and a 2024 import-reliance figure describe different periods.
  • Check the material: ore, compounds, metals, alloys, and magnets are not the same supply measure.
  • Check the denominator: a share of apparent consumption is not the same as a share of world mine output.
  • Distinguish direct imports from China from Chinese-origin material that may reach the U.S. through intermediaries; the figures above should not be treated as identical measures of those flows.
