Crude oil prices influence petrol and diesel prices in India, but they do not determine the pump price by themselves. The rupee-dollar exchange rate, international prices for refined fuel, freight and insurance, refinery and marketing costs, central excise, state VAT and local conditions also matter. As a result, a fall in crude does not guarantee an immediate or equal fall at every petrol pump.
How crude oil reaches the pump price
A useful way to understand the price chain is: international crude and refined-product markets → rupee-converted costs and import logistics → refinery and oil marketing company (OMC) costs and margins → central and state taxes and dealer commission → local retail price. This is a conceptual chain, not a published formula: official sources identify the factors, but do not set out a universal rupee-per-litre pass-through rate or guaranteed timetable for retail changes.
India imports more than 85% of its crude oil requirements, according to the Ministry of Petroleum and Natural Gas in a 15 December 2022 release. Imported crude is priced in foreign currency, so the exchange rate affects its rupee cost. Shipping, insurance, inland freight and inventory can also affect costs before fuel reaches a local outlet. The Ministry lists crude purchase price, exchange rate, shipping charges, inland freight, refinery margin, dealer commission, central taxes and state VAT among the factors behind retail prices (Ministry of Petroleum and Natural Gas, 15 December 2022).
Crude is not the same benchmark as petrol or diesel
Crude is the refinery input; petrol and diesel are finished products. Their international prices are also relevant to OMC pricing, so crude and finished-fuel prices need not move by the same amount or at the same time. A comparison of crude alone therefore cannot predict the change in a pump price.

Benchmarks used in petroleum pricing
The Petroleum Planning & Analysis Cell (PPAC) distinguishes import parity price, export parity price and refinery gate or transfer price. Import parity describes the hypothetical cost of importing a product at Indian ports, including its FOB price, ocean freight, insurance, customs duty and port dues. Export parity reflects export realization, including FOB price and an advance-license benefit. The refinery gate or transfer price is what OMCs pay domestic refineries for finished products at the refinery gate. These benchmarks help explain how market prices enter the system; none is, by itself, a final retail-price formula (PPAC FAQ).
Who sets petrol and diesel prices?
PPAC says petrol prices became market determined on 26 June 2010 and diesel prices on 19 October 2014. Public-sector OMCs decide prices in line with international market prices and other market conditions, and may increase or decrease them (PPAC FAQ). That does not mean crude movements are passed through mechanically: other costs, taxes and market conditions influence the retail outcome.

Why a crude-price fall may not lower your bill immediately
- The rupee may move against the dollar. A lower dollar price for oil can be partly offset if the rupee weakens, since imported oil costs more in rupees.
- Refined-product prices can move differently. International petrol and diesel prices are separate inputs from crude prices.
- Costs accumulate along the supply chain. Freight, insurance, inventory, refinery costs and marketing conditions affect what an OMC pays or recovers.
- Taxes are part of the retail price. Central excise, state VAT and other local levies affect what consumers pay; a change in crude does not automatically change these amounts.
- Prices are local and decisions are not a fixed formula. OMCs consider market conditions, while state taxes and freight differences can produce different prices across locations.
These factors explain why “crude fell” does not necessarily mean “the pump price fell by the same percentage.” The official pricing material does not establish a fixed pass-through coefficient or promise a specific delay between an international move and a retail change.
What past price movements show—and what they do not
A Ministry release dated 15 December 2022 provides a dated example. It said the average Indian crude basket rose 102%, from US$43.34 to US$87.55, between November 2020 and November 2022. Over that comparison, Delhi petrol retail prices rose 18.95% and diesel prices rose 26.5% (Ministry of Petroleum and Natural Gas, 15 December 2022).

The figures show that retail prices did not change in the same proportion as the crude basket during that period. They are not a current comparison, a forecast, or proof of a fixed relationship: exchange rates, refined-product prices, taxes, costs and policy decisions also affect the result.
How taxes and government decisions can change the outcome
Central and state taxes can materially affect the retail price independently of crude. A July 2025 Rajya Sabha answer says central excise was reduced in two tranches—in November 2021 and May 2022—by ₹13 per litre for petrol and ₹16 per litre for diesel, and that these cuts were passed on to consumers. It also says some states reduced VAT. In March 2024, OMCs reduced both fuels by ₹2 per litre. In April 2025, a ₹2-per-litre excise increase on each fuel was not passed on to consumers (Rajya Sabha answer, July 2025).

These are dated policy examples, not a statement of current tax rates. The effect of a tax change on the price at a particular outlet depends on the policy and location; state VAT and local charges are not uniform across India.

The price at a pump is local, not a single all-India rate. State VAT and other local levies differ, and the cost of transporting fuel inland varies. The July 2025 Rajya Sabha answer says OMCs’ intra-state freight rationalisation reduced prices in remote locations and narrowed price differences within states (Rajya Sabha answer, July 2025).

For a dated local reference, PPAC listed the retail selling price at an IOCL outlet in Delhi on 6 October 2026 as ₹102.12 per litre for petrol and ₹95.20 per litre for diesel. These are Delhi outlet prices for that date, not national prices or a statement of what a driver will pay elsewhere (PPAC price build-up).

How to interpret a fuel-price headline
- Check what price is being discussed. A crude benchmark, an international refined-product price and a local pump price measure different points in the chain.
- Check the currency. A dollar-denominated oil price does not directly show the cost in rupees; the exchange rate matters.
- Check the place and date. A retail price for one city or outlet cannot be treated as the national rate, and prices from different dates are not directly comparable without context.
- Separate taxes from market costs. Central excise, state VAT and local charges can change the final price independently of crude.
- Look for the actual retail change. A forecast or crude-market move is not itself evidence that petrol or diesel prices at a particular station have changed.
