Coal-fired power plants control sulfur dioxide (SO₂) and particulate pollution with different equipment. Fuel choices and flue-gas desulfurization (FGD) reduce sulfur emissions; electrostatic precipitators (ESPs) and fabric filters capture fly ash and other particles. A plant may combine several controls, and captured pollutants become residual materials that still need to be managed.
Why SO₂ and particulate matter need different controls
Burning coal produces sulfur oxides when sulfur in the fuel reacts with oxygen. It also creates fly ash, fine mineral particles carried along with the exhaust gas. SO₂ is a gas; ash is particulate matter. A scrubber or sorbent system targets SO₂ and other acid gases, while an ESP or baghouse collects particles. Some systems generate solid reaction products that a downstream particle collector must capture.
How coal plants reduce sulfur dioxide
Lower the sulfur entering the boiler
Operators can use lower-sulfur coal, blend fuels, or switch fuels where the boiler and plant configuration allow. Fuel changes can reduce sulfur emissions before exhaust-treatment equipment is needed, but changing coal rank may require costly plant modifications. In some fluidized-bed boilers, limestone is injected into the furnace to react with sulfur compounds during combustion. The U.S. EPA describes these options in its power-sector controls report.
Use flue-gas desulfurization
FGD, commonly called scrubbing, is the principal post-combustion method for controlling SO₂ at coal-fired generating units. In a wet scrubber, exhaust contacts an alkaline liquid slurry, often made with lime or limestone. The SO₂ reacts with the reagent and transfers to the liquid or residual stream. Reagent choice and plant design affect system size, performance, and operating needs.

In a 2011 technical analysis, the EPA said modern wet scrubber technology was capable of 96% SO₂ removal. That is a technology capability, not a measured result or guarantee for every plant; actual performance depends on the installed system and operating conditions. Choose a dry FGD or sorbent-injection route
Dry FGD contacts exhaust with a sorbent without saturating the gas as a wet system does. The resulting reaction solids are collected downstream along with fly ash. The EPA’s 2011 analysis says modern lime-based dry FGD paired with a fabric filter can remove at least 93% of SO₂. This, too, is a technology-level capability rather than a universal plant result.

Dry sorbent injection (DSI) introduces alkaline powder into the exhaust after combustion. The powder reacts with acid gases, and a particulate-control device captures the reaction products. A baghouse is generally the more efficient downstream collector for DSI; an ESP can also be used, but may require more sorbent to remove a similar amount of acid gas, according to the EPA analysis.
How power plants reduce particulate pollution
Electrostatic precipitators
An ESP gives particles an electrical charge and draws them to oppositely charged collection plates. Dry ESPs dislodge accumulated material by mechanically rapping the plates; wet ESPs wash particles from the collection surfaces. ESP collection can exceed 99% in suitable applications, but performance depends on factors including particle resistivity and flue-gas conditions. The EPA’s 2011 technical analysis also describes ESPs as capable of removing more than 99% of PM2.5 mass in appropriate systems. Neither figure should be read as a guaranteed result for every unit.
Fabric filters, or baghouses
A baghouse passes particle-laden gas through porous fabric bags. Dust builds up on the fabric as a filter cake, which is removed periodically so the bags can continue filtering. The EPA describes typical baghouse collection efficiencies above 99% in its 1999 report on fossil-fuel combustion wastes; its 2011 analysis says fabric filters can remove more than 99% of PM2.5 mass in appropriate systems. Plant-specific results depend on equipment design and operating conditions.

Cyclones as pre-collectors
Cyclones and other mechanical collectors can remove larger particles before the exhaust reaches a higher-efficiency device. They are not equivalent to an ESP or baghouse for fine particles: the EPA’s 1999 report says cyclone collection efficiency falls well below 90% for the smallest particles. A cyclone is therefore best understood as a possible first stage, not a stand-alone fine-particle solution.

There is no single control train that fits every coal plant. A unit might use a wet scrubber for SO₂ followed by an ESP or baghouse for particles. Dry FGD or DSI produces reaction solids that also need downstream collection. Fuel composition, ash loading and resistivity, gas flow, existing equipment, local requirements, retrofit space, and residuals handling all shape the final arrangement.

What happens to the captured material
Pollution controls transfer contaminants out of the flue gas; they do not make the material vanish. Wet scrubbers leave liquid and wet residuals, while dry FGD and DSI leave reaction solids that can be collected with ash. The EPA’s 1999 report says wet systems produce more waste than dry systems. The form and amount of residuals matter because the plant needs a way to handle them.
How operators monitor performance
Control equipment needs ongoing operation and maintenance. For ESPs, EPA-identified performance indicators include outlet particulate concentration and opacity; secondary corona power, voltage, current, and spark rate; inlet temperature and gas flow; rapper operation; and the number of active fields. These indicators can help operators spot a problem, but they are not a substitute for emissions measurements.
For U.S. power plants, the EPA’s progress report, updated November 21, 2024, says its control data run through 2023. In that year, FGD was installed on 75.2% of coal-fired units and accounted for 83.6% of coal-fired electricity generation measured in megawatt-hours. These are U.S. figures, not global deployment estimates. The same report says 99% of SO₂ emissions among reporting CSAPR units were measured by continuous emissions monitoring systems (CEMS) in 2023; that denominator is the reporting units under that program, not every power plant worldwide. Why plants use different combinations
The practical choice depends on the fuel, boiler and existing exhaust equipment, the pollutants a unit must control, the room available for a retrofit, and how the plant can manage water and captured residuals. Wet and dry sulfur controls differ in their residuals and operating needs; ESPs and fabric filters have different sensitivities to fuel and flue-gas conditions. That is why a high-efficiency technology figure alone cannot identify the best system for a particular plant.
