Coal vs. Natural Gas for Electricity: Cost, Reliability, and Emissions

Coal’s average 2024 delivered fuel cost was slightly lower than gas’s, but fuel price alone does not determine electricity cost. Gas had lower direct CO2 per kWh in 2023, while reliability depends on plants, the grid, and fuel delivery.

Neither coal nor natural gas is always cheaper or more reliable. For U.S. electricity, gas plants can have lower operating costs when gas is relatively inexpensive and can respond more quickly to changing demand. Coal had a slightly lower average delivered fuel cost per unit of heat in 2024, but that figure does not include how efficiently a plant turns fuel into electricity or the rest of its costs. In 2023, coal generation emitted more than twice as much direct CO2 per kilowatt-hour as gas generation. These comparisons describe different things: fuel receipts are not the full cost of electricity, direct plant emissions are not lifecycle climate impact, and reliability depends on plants, the grid, fuel delivery, and operating conditions.

Which fuel is cheaper for generating electricity?

There is no single price comparison that settles the question. A utility’s fuel bill, the cost to operate and maintain a plant, the cost of building it, and the electricity price a customer pays are different measures. The most directly comparable national figures here are the U.S. electric power industry’s weighted-average delivered fuel costs for 2024.

These are costs per unit of fuel heat, not costs per kilowatt-hour generated, plant-level generation costs, or household electricity rates. The small difference between the averages cannot show which fuel produces cheaper electricity at a particular plant.

Why fuel prices do not determine dispatch cost by themselves

A generator’s fuel expense depends on both the fuel price and the amount of fuel it needs to produce electricity. Plant efficiency—often reflected in its heat rate—therefore matters. Operating and maintenance costs, capital costs, pollution controls, utilization, and local access to fuel also affect the economics. EIA reports that high-efficiency combined-cycle gas plants can produce electricity at lower cost than coal plants when gas prices are relatively low. In its discussion of 2024 regional dispatch, EIA said gas generation was cheaper in most regions even though coal and gas fuel prices were close for much of the year, because coal units were less efficient on average.

A current, consistently scoped all-in cost per megawatt-hour for coal versus gas is not established by these figures. It would be misleading to turn fuel-receipt averages into one.

What the 2024 market example shows—and does not show

In 2024, the Henry Hub benchmark gas spot price averaged $2.21/MMBtu, according to EIA’s 2025 analysis. Henry Hub is a benchmark price, not the weighted-average delivered cost paid by generators. EIA also reported that wholesale electricity prices at major Lower 48 trading hubs were lower and less volatile than in 2023, associating the change mainly with lower natural gas prices and added generation from lower-cost renewables and battery storage. This is a dated market example, not a guarantee about future power prices or a direct estimate of a customer’s bill.

In the Lower 48 during 2024, gas generation rose 4% (70.1 billion kWh) while coal generation fell 3% (19.5 billion kWh), according to EIA’s 2025 reporting. Those changes describe generation in that year; they do not establish that one fuel will be cheaper in every region or market condition.

Which is more reliable?

Reliability is a system question, not a simple property of a fuel. It depends on the individual plant’s availability and operating limits, the grid’s other resources and transmission, fuel supply and delivery, and the conditions at the time electricity is needed. The cited evidence does not provide a quantified, head-to-head reliability score for coal and gas.

Operating flexibility

EIA says gas generators can respond more quickly to hourly demand changes and can be built in smaller increments than coal-fired generators. Those characteristics can help grid operators balance changing demand and variable renewable generation. They are useful operating features, but they do not by themselves establish that a gas-heavy system will be more reliable overall.

Fuel delivery can become a constraint

Gas-fired generation depends on natural gas infrastructure and fuel availability. A National Petroleum Council report hosted by the U.S. Department of Energy and published in December 2025 discusses gas-fired generation’s role in baseload reliability and balancing, while also identifying potential misalignment between gas and electric systems and difficulty securing fuel during high demand or extreme weather. The report focuses on gas-electric coordination; it is not a comprehensive comparison of coal and gas reliability.

For a specific region or utility, the practical question is whether its plants, grid connections, and fuel arrangements can deliver through the conditions that strain the system—not simply which fuel is used.

Which produces more CO2 when generating electricity?

On a direct-emissions-per-kilowatt-hour basis, coal generation emitted more CO2 than natural gas generation in EIA’s U.S. utility-scale data for 2023. These are operational figures for electricity generation; actual plant values vary.

EIA reported these figures in 2024. The two rows answer different questions: intensity compares emissions per unit of electricity, while annual totals reflect both intensity and how much electricity each fuel generated. Gas produced substantially more electricity in 2023, so its annual total was higher despite its lower direct CO2 per kWh.

Annual changes are not a plant-level switching estimate

In 2024, power-sector CO2 emissions were nearly flat year over year despite 3% more generation. EIA reported that coal-related emissions fell by 24 million metric tons (3%) and gas-related emissions rose by 31 million metric tons (4%). These are changes in aggregate annual emissions, not estimates of what would happen if a particular coal plant were replaced by a gas plant.

Direct emissions are not the full climate comparison

The figures above cover direct generation emissions. They do not provide a consistently scoped lifecycle comparison that includes methane leakage, mining, fuel transport, and plant construction. The direct CO2 figures therefore cannot settle which fuel has the lower full lifecycle climate impact.

They also do not compare sulfur dioxide, nitrogen oxides, particulate matter, or other air pollutants. Those comparisons require pollutant-specific data and should not be inferred from CO2 numbers.

How to apply these comparisons to a local electricity question

If you are trying to understand a utility’s generation choices, local conditions matter more than a national average. A useful comparison should identify the region and year, the plants involved, delivered fuel prices, plant efficiency, and how much each plant actually runs. For reliability, examine the grid and fuel-delivery arrangements as well as plant response. For emissions, distinguish direct CO2 per kWh from annual totals and lifecycle emissions.

For household finances, none of the fuel prices above is a retail electricity rate. The supplied figures do not establish how much a particular customer’s bill changes when a utility uses more coal or gas; that depends on the utility’s costs, contracts, generation mix, and rate structure.
