How China’s 2025 Tariffs on U.S. Soybeans Opened an Opportunity for Brazil

China’s 2025 retaliation put U.S. soybeans at a relative disadvantage and coincided with record Brazilian shipments, but China resumed U.S. purchases later that year.

China’s 2025 retaliatory tariffs made U.S. soybeans less competitive against Brazilian supplies, and Chinese purchases from the United States paused for months while Brazil shipped record volumes. The shift was not permanent: China resumed buying U.S. soybeans in late October 2025 while continuing to order from Brazil. The available sources do not establish tariff rates or purchase patterns as of October 8, 2026.

How China’s tariffs changed the cost of U.S. soybeans

On March 4, 2025, China’s State Council Tariff Commission announced an additional 10 percent tariff on U.S. soybeans as part of its retaliation against U.S. agricultural products, according to the USDA Foreign Agricultural Service (FAS). Later tariff changes during 2025 altered some rates, but the March soybean tariff remained in place in the FAS account of the May 12 U.S.-China joint announcement. The report said a 10 percent ad valorem rate applied to affected products from May 14, while also noting that three U.S. soybean shippers were suspended at that time. These changes affected relative costs, but the tariff story was not a single, unchanging rate. After China’s November 2025 tariff actions, FAS reported a 13 percent tariff on U.S. soybeans and a 3 percent tariff on Brazilian soybeans. Why Brazilian soybeans gained ground in 2025

Chinese purchases from the United States paused

In its update covering developments through September 2025, FAS reported that China had not purchased U.S. soybeans since May and had not bought new-crop U.S. soybeans as of September 11. U.S. beans were about 10 percent cheaper than Brazilian beans on an FOB basis in August and early September, but FAS said they remained uncompetitive in China with the tariff burden then in place. FOB prices exclude costs such as ocean freight and insurance, so this comparison is not the same as a delivered-price comparison in China. USDA FAS Beijing market updates

Brazilian supply arrived at scale

China imported a record 13.9 million metric tons of soybeans in May 2025, including 12.1 million metric tons from Brazil, based on Chinese customs figures reported by FAS. Brazilian soybean shipments to China exceeded 10 million metric tons per month from June through August. FAS attributed the May record partly to delayed harvest and exportable supplies arriving at Brazilian ports; tariffs were not the only factor shaping the flow of beans. U.S. buying resumed, but Brazil remained a supplier

FAS later reported that Chinese buyers resumed U.S. soybean purchases in late October 2025 and continued ordering Brazilian beans. As of November 28, industry sources estimated 2.9 million metric tons in U.S. soybean orders, including some sales listed for unknown destinations that industry participants believed could be China-bound. What the soybean shift means for U.S. farm trade

The soybean market episode sat within a broader decline in U.S. agricultural trade with China. USDA’s Economic Research Service (ERS) reported that U.S. agricultural exports to China fell 66 percent in 2025 from 2024, to $8.4 billion, associating the drop with reciprocal tariffs and lower demand for U.S. soybeans. That is an aggregate value for U.S. agricultural exports to China, not a soybean-only figure. ERS reported total U.S. agricultural exports of $171 billion in 2025. The figures describe different things: customs volumes measure soybean imports by origin, while ERS’s dollar figures cover agricultural trade. Neither alone proves how much the policy changed individual farmers’ income. The available material does not establish a longer-term effect on U.S. farm income.

What is known—and not known—about the market now

The latest USDA ERS FATUS page identified in the available reporting was updated September 8, 2026, with the next update listed for October 9. Its update schedule does not establish October 8 tariff rates or the latest Chinese soybean orders by origin.
