China’s video-game market grew sharply in 2023, while a November approval batch reported as 87 titles offered a visible sign of a fuller release pipeline. The figures supported cautious optimism about 2024, not a guarantee of another boom: the market did grow again in 2024, but at a slower rate.
What the 87-title approval figure means
The South China Morning Post reported that China approved 87 new games in its November 2023 batch, including The Division: Resurgence. That count needs a qualification: the National Press and Publication Administration’s official November list is specifically for domestic online games, and its numbered entries run from 1 to 86. It includes the Chinese-listed title 全境封锁：曙光, or The Division: Resurgence. The press-reported 87 and the 86 visible domestic-list entries are therefore related but not interchangeable counts.
An approval is a publication license, not proof that a game will launch immediately, reach a wide audience, or become a hit. The batch mattered as a signal that the release pipeline was active; it does not establish that licensing drove the market’s revenue growth.
South China Morning Post’s report on the November batch gives the 87-title figure. The NPPA’s November 2023 domestic online-game list shows the 86 numbered records.

Why the 2023 rebound looked significant
China’s domestic game market recorded RMB 302.96 billion in actual sales revenue — Game Publishers Association Publications Committee and China Game Industry Research Institute, 2023. The figure, cited in a listed-company filing, represented 13.95% year-on-year growth and marked the first time the market exceeded RMB 300 billion.
The market had about 670 million users — Game Publishers Association Publications Committee and China Game Industry Research Institute, 2023 — up 0.9% year on year. Revenue was expanding much faster than the user base, suggesting the rebound was not simply a result of a large increase in the number of players.

What happened in 2024
The year-end result supported the idea that 2024 would be another growth year, but not the idea that growth was accelerating. Domestic game-market actual sales revenue reached RMB 325.783 billion, up 7.53% — China Game Industry Report, 2024, as reported by the NPPA. That was continued growth at a slower pace than 2023’s 13.95% increase.
The player base also rose, reaching 674 million users, up 0.94% — China Game Industry Report, 2024, as reported by the NPPA. Separately, revenue from overseas sales of self-developed Chinese games reached US$18.557 billion, up 13.39% — China Game Industry Report, 2024, as reported by the NPPA. Overseas self-developed-game revenue is a different measure and geography; it is not part of domestic-market sales.

Zhang Yijun, first vice-chairman of the China Audio-Video and Digital Publishing Association and chair of its Game Publishing Committee, attributed the domestic-market increase to more new games, including blockbuster releases; steady performance from evergreen games; strong mini-game growth; and multi-platform distribution and cloud gaming that made game consumption more convenient.
The NPPA’s 2024 market summary reports the annual domestic revenue and user figures, and attributes its analysis to the China Game Industry Report and Zhang Yijun.

Why the outlook was not risk-free
In late December 2023, a policy proposal rattled listed game companies even as the regulator approved another 105 games. The Associated Press reported that the draft rules proposed limits on recharge amounts and restrictions on incentives for daily log-ins or purchases. Those were proposed measures at the time, not evidence that every restriction took effect in that form.
A company interim filing later characterized the first half of 2024 as a period of mild market growth: revenue rose 2.08% year on year to RMB 147.3 billion. The filing also discussed intensifying competition and weaker consumer confidence, alongside increased approvals and supportive policies. It provides a midyear company assessment, not an official full-year forecast.
The Associated Press’s December 2023 report on the draft rules and additional approvals describes the proposal as it stood at the time. The company interim filing covering the first half of 2024 supplies its own market discussion and figures.
