UK fishing quotas are set annually for each stock, divided among the UK Fisheries Administrations, and then allocated under rules that differ by fleet group and stock. FQA units are an important basis for many allocations, but they are not a simple per-vessel entitlement: pool underpinning, minimum-tonnage provisions, historic uptake and stock-specific rules can affect the amount. Each administration applies its own allocation arrangements to the quota it receives.
How the UK quota allocation process works
The allocation process has several stages. The UK-level total is not the same as a vessel’s opening allocation, and an opening allocation is not necessarily the same as the catch limit currently in force.

- Set the UK total for each stock. Following annual fisheries quota negotiations, the Secretary of State’s Determination sets UK quota totals. It establishes the UK-level amount, not the allocation for every vessel. The Marine Management Organisation (MMO) publishes the annual allocation material once UK quota availability is confirmed.
- Divide existing quota among fleet groups. The UK Quota Management Rules divide existing quota (EQ) among an under-10-metre pool, an over-10-metre pool and sectoral groups. For this allocation, a vessel belongs to only one of these three groups.
- Calculate pool shares using the applicable rules. The under-10-metre and over-10-metre pools use different allocation calculations, described below.
- Allocate the remaining existing quota to sectoral groups. Once pool shares are deducted, the remaining EQ is allocated to sectoral groups using the applicable FQA units and, for some stocks, alternative allocation keys.
- Handle additional quota separately. Additional quota (AQ) is allocated using a distinct two-tier method; it is not simply part of the existing-quota calculation.
- Apply administration-level arrangements. Each Fisheries Administration allocates the quota it receives under its own rules. England’s system, administered by the MMO, is one example and should not be assumed to describe the arrangements elsewhere in the UK.
What FQA units do—and what they do not mean
Fixed quota allocation (FQA) units are used to calculate proportional shares of quota in several parts of the system. They are associated with sectoral or non-sectoral entitlements, depending on the allocation route. In England, the MMO says over-10-metre FQA units are attached to vessel licences, while under-10-metre pool FQAs are held centrally by the MMO.
An FQA share is not a universal promise of a fixed tonnage for every vessel. The amount depends on the stock and year, the relevant pool or sector, the administration’s share, and any applicable underpinning, minimum-tonnage or stock-specific provision. A vessel’s practical ability to fish against an allocation can also depend on current limits and notices.

How the under- and over-10-metre pools are calculated

These are UK-rule allocation calculations. The 2008–2012 period is the historical landing basis specified for the under-10-metre pool’s fixed administration shares; it is not a statement about current catches.
How sectoral groups and stocks without standard FQA units are treated
After the pool allocations are deducted from existing quota, the remainder goes to sectoral groups. The UK rules base these allocations on FQA units held on sectoral vessel licences, dummy licences and certain administratively linked entitlements. Some stocks do not have FQA units and instead have bespoke allocation keys, so the sectoral method cannot be assumed to be identical for every stock.
How additional quota is allocated
Additional quota (AQ) has two tiers under the UK Quota Management Rules:

- AQ1 applies only to stocks with the specified history. It is allocated to administrations with qualifying historic uptake.
- AQ2 uses a 90:10 blend of historic uptake and zonal attachment.
These are separate AQ allocation rules, not a general formula for existing quota or a direct percentage entitlement for an individual vessel.
How England’s fishing quota is organized
For England, the MMO describes three broad groups. Their labels identify the route through which quota is managed; being in a group does not by itself tell a skipper the current catch limit for a stock.
- Producer organisations (POs): POs manage quota for their members.
- Under-10-metre pool: for vessels no longer than 10 metres that are not PO members.
- Over-10-metre non-sector pool: for larger vessels outside POs.
For vessels outside POs, the MMO manages access through catch limits, usually set monthly, although some limits are weekly or quarterly. PO membership also does not make quota immovable: POs may swap quota with other UK groups subject to MMO approval. A vessel may apply to lease additional quota from a PO if it needs more access or its pool allocation is exhausted.

England’s 2026 Quota Application Mechanism was a separate scheme
The 2026 English Quota Application Mechanism (QAM) was not the general UK process for allocating quota. It was a separate application route for eligible producer organisations applying on behalf of their English members and English non-sector over-10-metre vessels. The 2026 application round is closed.
The application materials set out compliance-history conditions and requested information including the stock and viable tonnage sought, vessels, gear, monitoring, port landings, and expected social and economic benefits. The scoring approach awarded more points to more selective gear and modifications. Those application criteria should not be confused with the standing allocation rules for all UK quota.

How to check a stock allocation or a vessel’s current limit
The MMO’s allocation dataset says initial annual allocations are normally published at the end of the first quarter, once UK quota availability is confirmed. Its 2026 materials were published, and the dataset page was updated on 21 September 2026. The page provides allocation and uptake spreadsheets; quota uptake reports are updated weekly.
- Find the current official allocation files for the relevant year and administration.
- Identify the stock, area and fleet group that apply to the vessel; check whether it is sectoral or non-sectoral and, where relevant, which length category applies.
- For a fishing decision, check the vessel’s current licence annex and the applicable administration’s current catch-limit notice as well as the opening allocation.
- Check the latest uptake report if you need to understand how much quota has been used; a published opening allocation alone does not show current uptake.
There is no single tonnage that applies to UK vessels generally. Amounts vary by stock, year, fleet group and administration, and sometimes by licence category. Current files and vessel-specific notices are therefore more useful than a general quota figure.
