Sanctioned vessels can make cargo and ownership trails harder to follow by manipulating or disabling their Automatic Identification System (AIS) broadcasts and by transferring cargo between ships at sea. Neither a missing AIS signal nor an offshore transfer proves sanctions evasion. The meaningful warning is a corroborated pattern: false or inconsistent vessel identities, unexplained gaps, repeated transfers with little commercial purpose, suspicious locations or timing, contradictory cargo documents, opaque ownership and weak insurance or maintenance records.
What AIS shows—and what it cannot prove
AIS is a radio-based broadcast used by ships, coastal authorities, satellites and commercial tracking services. A vessel normally transmits a static identity, including its Maritime Mobile Service Identity (MMSI), IMO number, name, flag and dimensions, together with dynamic information such as position, course, speed and navigation status. Receivers then assemble those broadcasts into a movement history.

That history is evidence of what a transponder reported, not independent proof of the ship’s real identity or location. The U.S. Treasury Department’s Office of Foreign Assets Control (OFAC) has described vessels switching off transponders, altering position or identity data, reporting another vessel’s MMSI, and even using an IMO number associated with a scrapped ship. The International Maritime Organization (IMO) calls deliberate alteration that makes a ship appear to be another vessel falsified AIS.
Why a vessel may disappear from a track
- A transponder may be switched off or placed in a mode that limits transmission.
- A shore station or satellite may fail to receive a legitimate transmission because of coverage, equipment, weather or signal-propagation limits.
- A tracking provider may have a data-processing or network outage.
- The vessel may transmit false coordinates, an incorrect MMSI or another ship’s IMO number.
The visible symptom—an empty section in a track—does not by itself identify the cause. IMO Resolution A.1192(33), adopted on December 6, 2023, states that non-receipt of AIS transmissions by shore stations or satellites “may not be determinative of illegal activity but may warrant further investigation.” Analysts should therefore distinguish a receiver gap from confirmed spoofing and seek independent evidence before making an allegation.

How ship-to-ship transfers break the visible cargo chain
A ship-to-ship (STS) transfer is the movement of cargo between vessels at sea. Tankers use STS operations for legitimate reasons, including lightering in ports that cannot accept a large ship, consolidating or splitting cargoes, and operational or safety requirements. The transfer itself is not prohibited.
The difficulty arises when several transfers separate the ship that loaded the cargo from the vessel that eventually delivers it. OFAC’s 2025 advisory on Iranian petroleum describes shipments involving three to five STS transfers. Each handoff can change the apparent carrier, alter the bill of lading, and make it harder for a buyer, bank, insurer or authority to identify the original loading port and vessel. Liquefied petroleum gas movements may use fewer transfers but can still place the final delivery on a vessel that is not itself sanctioned.

Why repeated transfers are difficult to interpret
A transfer can be commercially rational when there is a documented reason, suitable weather, approved equipment and a clear custody record. By contrast, successive transfers with no obvious commercial purpose create more opportunities to mix cargo, reissue documents or conceal the original vessel. OFAC identifies repeated transfers, especially when combined with other anomalies, as a risk factor rather than a conclusive finding.
Night operations, unsafe or unusually remote waters, proximity to a sanctioned jurisdiction, terminal or refinery, and a simultaneous AIS outage increase the need for scrutiny. Location alone is not proof: legal STS work also occurs offshore and at night. The question is whether the timing and place make sense for the declared voyage and whether the records support the explanation.

How to separate an ordinary anomaly from a higher-risk pattern
Use the same comparison axes for every voyage. The following framework is an analytical aid, not a standalone legal test.
| Question | Lower-risk explanation | Higher-risk pattern requiring corroboration |
|---|---|---|
| What happened to AIS? | One short reception gap, with consistent identity, port calls and independent position evidence before and after it. | Repeated or lengthy gaps, implausible jumps, identity fields that change, or coordinates inconsistent with radar, satellite imagery or port records. |
| How many STS transfers occurred? | A documented transfer with a clear operational, port-capacity or safety rationale. | Several transfers, particularly three to five in an Iranian petroleum movement described by OFAC, with no credible commercial reason. |
| When and where? | Approved location and weather window, with required notices and a normal route. | Nighttime activity in unsafe waters, near sensitive jurisdictions or facilities, combined with missing or manipulated tracking. |
| Do documents agree? | Bills of lading, certificates of origin, invoices, packing lists, insurance evidence, last-port information and oil records tell the same story. | Manual alterations, reissued documents, inconsistent quantities or origins, unexplained last ports, or records that omit a transfer. |
| Who controls and protects the vessel? | Stable ownership, a verifiable flag, credible insurer, maintained vessel and transparent counterparties. | Repeated flag or ownership changes, concealed beneficial owners, questionable registration, inadequate insurance or poor maintenance. |
Identity and cargo records that should be checked
Tracking data should be reconciled with documents and vessel records. OFAC has identified manipulation of bills of lading, certificates of origin, invoices, packing lists, proof of insurance and lists of the last ports of call in Iranian-linked networks.

Core document checks
- Bill of lading: Compare the named ship, loading port, cargo description, quantity, date and consignee with the AIS timeline and terminal records.
- Certificate of origin: Check that the stated source is consistent with the vessel’s preceding ports and the commodity’s physical route.
- Invoices and packing lists: Look for changed dates, quantities, counterparties or formatting that suggests a document was reissued after loading.
- Insurance evidence: Confirm that coverage was in force for the vessel, cargo and transfer dates and that the insurer and policy details are credible.
- Last-port-of-call information: Investigate omissions or ports that conflict with independent movement data.
- Oil records and transfer logs: Reconcile quantities loaded, transferred, discharged and retained on board. Required MARPOL notifications should also be checked where applicable.
When available to the stakeholder, Long-Range Identification and Tracking (LRIT) data can supplement AIS during an outage or suspected manipulation. LRIT is not a universal public feed, so an ordinary reader should not assume access to it; authorities, flag administrations and eligible maritime participants may have different access rights.
A practical due-diligence workflow
- Define the transaction. Record the vessel, cargo, loading and discharge ports, counterparties, dates, flag, IMO number and the sanctions regimes that may apply. Different jurisdictions can impose different restrictions, so avoid treating one list as universal.
- Preserve the complete AIS history. Save raw or time-stamped records where possible, not just a screenshot. Mark every gap, sudden speed or course change, duplicate identity and implausible position jump. Note whether the source is a satellite, coastal receiver or commercial aggregator.
- Reconstruct every handoff. Identify the other vessel, meeting coordinates, date, duration, weather and cargo quantity for each STS operation. Ask what commercial purpose explains the number and sequence of transfers.
- Cross-check independent evidence. Compare AIS with port calls, terminal information, satellite or radar observations, transfer notices, oil logs, bills of lading and last-port declarations. A consistent record from several independent sources is more probative than a single track.
- Verify identity and control. Check the IMO number, MMSI, name, call sign, flag history, classification, registered owner, operator, charterer, insurer and beneficial ownership. A change from one flag or owner to another is not illegal, but repeated administrative changes or concealed intermediaries justify enhanced due diligence.
- Assess safety and legal exposure. Review maintenance, class status, insurance limits, crew and transfer procedures. Consider sanctions, customs, maritime-safety, environmental and reporting obligations in each relevant jurisdiction.
- Escalate proportionately. Pause a transaction or seek specialist legal and compliance advice when multiple indicators align. Preserve documents and explain the factual basis; do not label a vessel a sanctions violator solely because it went dark.
Why these practices create safety and environmental risks
Concealed movements are not only a compliance problem. The IMO has linked open-ocean STS activity and “dark-fleet” characteristics—such as poor maintenance and inadequate insurance—to greater collision, pollution and liability risks. A ship operating without reliable identity or position information is harder for nearby traffic and authorities to monitor. If an accident occurs, unclear ownership or weak insurance can delay salvage, compensation and pollution response.

An estimate of 300–600 tankers was presented to the IMO Legal Committee in 2023 in discussion of the dark fleet. It was an estimate presented at that time, not a current worldwide fleet census. Treating it as a live count would create false precision.
What international guidance says now
IMO Assembly Resolution A.1192(33) describes a dark or shadow fleet as ships involved in illegal operations such as sanctions circumvention, safety or environmental non-compliance, avoiding insurance costs or other unlawful activity. The resolution calls on member states and relevant stakeholders to promote prevention and investigation.
In April 2026, the IMO Legal Committee approved guidelines intended to improve transparency and due diligence in ship registration. IMO said there was no binding international framework regulating ship registration at that time. The guidelines are therefore practical international guidance, not a worldwide treaty that automatically creates the same legal duties in every country. In the same April 2026 announcement, IMO reported that 529 ships had falsely flown a country’s flag during the preceding year; that is a reported period figure, not a permanent total.
The Tool Desk
Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →The G7 has separately called for expanded satellite-based tracking and comprehensive records of vessel movements and STS transfers. Those are institutional maritime-domain-awareness measures. They should not be presented as tools that every consumer, trader or journalist can freely access.
Analytical mistakes to avoid
- Calling every dark period spoofing: A receiver or coverage problem can look identical to deliberate disablement until independent evidence is checked.
- Calling every STS transfer illicit: STS work is a normal maritime operation in many circumstances.
- Using one indicator as a verdict: The strongest cases combine identity anomalies, unexplained transfers, suspicious timing or location and contradictory records.
- Confusing sanctions programs: OFAC’s examples concern Iranian petroleum networks; G7 statements also discuss Russia’s oil-price-cap enforcement and North Korea’s maritime evasion. The facts and legal rules are not interchangeable.
- Presenting estimates as current counts: Attribute the 300–600 tanker figure to the 2023 IMO Legal Committee discussion and the 529-ship figure to the IMO’s April 2026 announcement.
- Ignoring safety evidence: Insurance, maintenance, class and pollution-response capability can materially change the risk even when sanctions exposure is uncertain.
The central lesson is evidentiary: AIS tells you what was broadcast, while STS records, documents, ownership information and independent observations help establish what likely happened. A defensible assessment states the anomaly, tests legitimate explanations, corroborates it across sources and escalates only when the complete pattern supports further action.
