A weaker euro makes a foreign-currency purchase cost more in euros only when it weakens against the currency used for that purchase. If a hotel room still costs 100 units of that currency, you need more euros to pay for it. The final amount also depends on the rate and fees applied by your card, ATM, merchant or cash-exchange provider.
What a weaker euro means for your spending
Exchange rates compare one currency with another. If the euro buys fewer units of a destination’s currency than before, it has weakened against that currency. A purchase priced at 100 units of local currency then takes more euros to cover, all else equal. If the euro strengthens against that currency, the euro cost falls, assuming the local price is unchanged.
That last condition matters: hotels, restaurants, tickets and goods can change their prices independently of exchange rates. The currency effect alone does not predict the final cost of a trip or purchase.
There is no single exchange rate for “abroad”
The euro can weaken against one currency while strengthening against another. For a trip, focus on the currency in which your expenses are priced and the dates when you pay. The European Central Bank’s nominal effective exchange rate is a weighted indicator against a basket of trading-partner currencies, not a quote for any one destination. As a dated reference, the ECB’s page for 6 October 2026 listed €1 at US$1.1269, ¥178.15, £0.84880 and CHF 0.9359. These are reference rates for that date, not evidence that the euro had weakened against each currency or a prediction of the rate you would receive. Why a card purchase may cost more than the reference rate suggests
The ECB rate is not necessarily the rate your bank, card provider or merchant uses. The applicable rate and added charges depend on the provider and transaction. Banco de España notes that exchange rates fluctuate, buying and selling rates normally differ, and providers may charge a fee; a provider does not have to use the ECB reference rate. Before travelling, check your card’s foreign-currency terms. When paying or withdrawing cash, look for:
- the exchange rate or conversion markup shown for the transaction;
- any foreign-transaction or currency-conversion fee from your card provider;
- any separate fee charged by the ATM owner; and
- whether the merchant or ATM is offering to convert the amount into euros itself.
When a terminal offers to charge you in euros
A card terminal or ATM may offer a home-currency conversion so you can see the amount in euros immediately. That conversion can include a markup. EU consumer guidance says the provider making the offer must disclose the extra cost as a percentage markup over the latest ECB reference rate, and you can reject the conversion and pay in local currency. Compare the displayed markup with your own card’s terms rather than assuming that a euro-denominated offer is the better deal. Cash exchange also involves provider-specific rates and possible fees, so compare the amount you will receive after charges.
How currency conversion affects tickets and shopping
Flights and travel services
For tickets sold in the EU, mandatory taxes, fees and charges must be included in the total price from the beginning of the booking process. Optional extras, such as travel insurance, must be clearly identified and offered on an opt-in basis. These price-display rules help you compare operators, but they do not eliminate currency-conversion costs if a ticket is priced in another currency. Goods bought in another EU country
For goods you buy in another EU country for personal or family use, VAT is generally paid once in the country of purchase, and you can bring the goods home without a customs declaration. This does not apply in the same way to goods bought for resale. A weaker euro can raise the euro equivalent of the shop price before any other costs are considered. See Your Europe’s VAT guidance.
Online orders shipped from outside the EU
Ordering goods from outside the EU is a different tax situation: VAT, customs duties and excise duties may be due, with amounts and collection arrangements depending on the goods and circumstances. The converted purchase price is therefore not necessarily the full amount you will pay.

VAT refunds for visitors to the EU
Visitors who are not resident in the EU may be eligible for a VAT refund on qualifying goods. They must present the goods and refund documents to customs within three months. The process is not harmonised across the EU, and national procedures and qualifying conditions can differ; eligibility is not automatic for every visitor or purchase. - Identify the currency. Check the currency in which each major expense—such as accommodation, transport or a ticket—is actually priced.
- Check a dated reference rate. Use it as a benchmark for estimating, not as a promise of the rate your payment provider will apply.
- Read your payment provider’s terms. Note its foreign-transaction fee and how it handles currency conversion.
- Check the transaction screen. Compare any merchant or ATM conversion offer and its disclosed markup with your provider’s terms; include ATM-owner fees.
- Compare complete prices. For travel services, compare mandatory charges in the displayed total and keep optional extras separate. For goods shipped from outside the EU, account for possible import taxes and duties as well as the converted price.
Without a destination, travel dates, local prices and payment-card terms, no single percentage increase or universal holiday budget can be calculated. The useful estimate is specific to the currency, payment method and charges involved.
