How a Bank of Canada Rate Change Affects Variable-Rate Mortgages and Payments

Bank of Canada rate changes can influence prime and variable mortgage rates, but your payment impact depends on your contract and payment structure.

A Bank of Canada rate change can influence the prime rate used to price variable-rate mortgages, but it does not automatically change every borrower’s payment by the same amount—or on the announcement date. What happens depends on how your lender adjusts its rate and whether your mortgage has an adjustable payment or a fixed payment. A fixed payment does not mean a fixed interest rate.

How a Bank of Canada rate change reaches your mortgage

The Bank of Canada sets a policy interest rate that influences short-term borrowing costs in Canada. Changes can affect the prime rates lenders use as reference points for variable-rate products. But the Bank does not set an individual borrower’s mortgage rate: the lender and the mortgage contract determine how a borrower’s rate is calculated and when a change takes effect. The Bank explains the relationship in its mortgage-rate explainer, which states, “The Bank of Canada doesn’t set mortgage rates.”

A variable mortgage is often priced in relation to a lender’s prime rate, with a contractual discount or spread. If that reference rate changes, the mortgage rate may change according to the contract. The precise rate and effective date are lender- and contract-specific, so a Bank announcement alone is not enough to calculate the next payment. For the general explanation of how mortgage interest works, see the Financial Consumer Agency of Canada’s (FCAC) guide to interest on mortgages.

There are two separate questions to answer: whether your mortgage interest rate changes, and whether your scheduled payment changes. Adjustable-payment variable mortgages generally change the payment when the rate changes. Fixed-payment variable mortgages can keep the payment level while the amount allocated to interest and principal shifts. That distinction explains why two borrowers can experience different immediate cash-flow effects after the same market-rate movement.

What to check about the rate change

  • Your reference rate: Ask which rate your mortgage follows and what lender discount or spread applies.
  • Your contract’s timing: Check when a change to the reference rate changes your mortgage rate and when that new rate affects your payment.
  • Your payment structure: Confirm whether your scheduled payment adjusts or stays fixed while your interest rate varies.

Do not assume that a payment will change on the day the Bank makes an announcement. The lender’s contract governs the applicable rate, timing and payment treatment. The FCAC’s mortgage rights guidance discusses the information borrowers should understand in their mortgage agreement.

Adjustable payment or fixed payment: what changes?

Both arrangements can have a variable interest rate. The difference is how the scheduled payment responds to that rate. In an adjustable-payment mortgage, the payment amount changes as the rate changes. In a fixed-payment variable mortgage, the scheduled payment can stay level during the term even though the interest rate changes.

Feature Variable rate, adjustable payment Variable rate, fixed payment
What changes when the mortgage rate rises? The scheduled payment generally increases. The scheduled payment may remain level, while more of it goes to interest and less to principal.
What changes when the mortgage rate falls? The scheduled payment generally decreases. The scheduled payment may remain level, while more can go to principal.
Principal repayment A set amount of each payment applies to principal under the structure described by FCAC. Principal can be repaid more slowly as rising interest takes up a larger share of the payment.
Main cash-flow consideration The payment amount can move as rates change. The payment can appear stable even as the principal balance declines more slowly.
What to verify in the contract How and when the payment is recalculated. The trigger rate and the lender’s required response if it is reached or passed.

These are general features, not a guarantee of how a particular lender applies a change. FCAC describes the difference in its mortgage-interest guidance. It cautions that “A variable interest rate mortgage with fixed payments may be riskier than you expect.” A steady payment can make a changing interest burden less obvious; check your statement rather than treating an unchanged payment as proof that nothing has changed.

If your payment is adjustable

When the rate rises, the lender generally increases the scheduled payment so the mortgage payment reflects the higher interest cost. When the rate falls, the payment generally decreases. Your actual payment change depends on the contract and your mortgage details, so there is no universal dollar amount to apply to every borrower. Ask the lender when the new payment will begin and request the revised payment amount.

If your payment is fixed

A fixed-payment variable mortgage holds the scheduled payment steady for a time, not the interest rate. As rates rise, interest takes up more of that payment, leaving less to reduce principal. As rates fall, the interest share can shrink and more of the same payment can go to principal. If the interest cost reaches the whole payment, principal is no longer being repaid from that payment.

This structure can defer the visible cash-flow effect of rising rates. It does not remove the cost of the higher rate: the balance may fall more slowly, and the contract’s trigger-rate provisions may require action. The FCAC’s mortgage-choice guidance can help borrowers understand the trade-offs between mortgage structures.

What a trigger rate means

For a fixed-payment variable mortgage, the trigger rate is the annual interest rate at which the scheduled payment no longer covers the interest due for the period. The applicable rate is specific to the mortgage contract. At that point, none of the scheduled payment reduces principal. If the rate rises further, the interest due can exceed the payment.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Reaching a trigger rate is not a universal instruction to make one specific payment change. The mortgage contract and lender rules determine what happens next. A lender may require a higher payment or another response under the contract; borrowers should not assume that the payment will remain unchanged indefinitely. The Bank of Canada’s analysis of trigger rates explains the point at which a fixed payment no longer covers interest. Ask your lender to explain the trigger and the steps required by your own agreement.

Questions to ask before you reach the trigger

  • What is my current mortgage rate, and what reference rate and lender discount or spread determine it?
  • Is my payment adjustable, or is it fixed while the interest rate varies?
  • If my payment is fixed, what is my trigger rate, and what does my contract require if I reach or pass it?
  • How much of my latest payment went to interest and how much to principal?
  • What is my current remaining amortization, and how could a slower principal repayment affect it?
  • Which payment increases or prepayments does my mortgage permit, and what would a rate change mean for my next renewal?

FCAC advises borrowers with fixed-payment variable mortgages to contact their financial institution promptly when rates rise. It also says federally regulated financial institutions are expected to help borrowers facing exceptional circumstances. That expectation should not be read as a promise of a particular accommodation: it applies in the context of the institution’s regulatory status and the borrower’s circumstances. FCAC’s pages on choosing a mortgage and mortgage relief options provide further guidance.

Why renewal can change the payment later

A fixed-payment variable mortgage can delay a higher scheduled payment while rates rise, because the immediate change may show up as slower principal repayment instead. That can leave a larger balance or a longer effective amortization than the borrower expected. At renewal, the payment may need to rise to bring repayment back in line with the intended amortization.

This is a possible outcome, not a prediction for every mortgage. The renewal payment depends on the remaining balance, the rate at renewal, the remaining amortization and the lender’s terms. The Bank of Canada’s 2025 staff analysis, How will mortgage payments change at renewal?, discusses how payments can change at renewal. A separate Bank analysis, The impact of higher interest rates on mortgage payments, notes that some lenders automatically raise fixed payments when the interest portion exceeds the payment. Whether that applies to you depends on your contract and lender.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Before renewal, ask the lender for your current balance, remaining amortization, projected payment under the renewal terms it can provide, and any permitted options to adjust payments or make prepayments. A current statement and a lender-specific calculation are more useful than a generic estimate because the result depends on your mortgage’s actual terms.

What earlier Bank of Canada figures do—and do not—show

Bank of Canada staff analyses document how fixed-payment variable mortgages responded during earlier rate increases. These figures describe historical conditions, not current prevalence or a forecast for an individual borrower.

  • A November 2022 staff analytical note said about three-quarters of Canadian variable-rate mortgages had fixed payments in the context it examined.
  • The same 2022 note estimated that about 50% of borrowers with variable-rate fixed-payment mortgages had reached their trigger rate. The authors characterized this as an upper-bound estimate that did not account for actions borrowers might have taken or already taken.
  • A December 2023 staff analysis estimated that up to 80% of fixed-payment variable mortgages at federally regulated lenders had reached their trigger rate by November 2023. This was an upper bound based on contractual trigger rates; the note said prepayments or conversions could mean some borrowers avoided reaching the trigger.

The estimates are tied to the dates, populations and qualifications in the Bank’s November 2022 analysis and December 2023 analysis. They should not be presented as a current share of borrowers at a trigger rate. No single current policy or prime rate can determine what every lender charges; a borrower needs the lender’s current rate and their own contract terms to work out the personal effect.

A practical way to assess your own payment

  1. Read your mortgage statement and agreement. Find the current mortgage rate, payment amount, balance, and whether the payment is adjustable or fixed. Check the contract for the reference rate, spread, change timing and any trigger provisions.
  2. Ask for a payment breakdown. Have the lender state how much of your latest payment went to interest and principal, along with your remaining amortization. For a fixed-payment mortgage, this shows whether the principal portion has changed.
  3. Request a lender-specific explanation of the rate change. Ask what rate applies now, when it took effect or will take effect, and how it changes your next scheduled payment under your contract.
  4. If your payment is fixed, confirm your trigger position. Ask how close you are to the trigger rate, what happens if you reach or exceed it, and which payment or prepayment options your contract permits.
  5. Plan around renewal using your actual balance and terms. Ask how the remaining balance and amortization could affect your renewal payment at the rate available then. Treat any projection as conditional on those inputs, not as a guaranteed future amount.

FCAC’s mortgage guidance emphasizes understanding the mortgage’s features and risks. The lender’s answers matter because generic calculations cannot establish your contractual rate, trigger response or future payment.
