Rather than trying to predict where rates will go, set a ceiling for your full housing payment and cash needed at closing, then compare at least three written, comparable mortgage offers.
How rising rates affect your budget
A mortgage rate affects the interest charged on borrowed money. At the same loan amount and term, a higher rate generally raises the monthly principal-and-interest payment. If your payment limit stays fixed, that can mean borrowing less and considering lower-priced homes. Your actual rate depends on factors including your credit profile and market conditions when you apply. Freddie Mac explains the relationship between mortgage rates and affordability in its mortgage rate and affordability guide.

There is no universal income or payment threshold that determines what every buyer can comfortably afford. Build your limit around your own income, existing obligations, savings, and tolerance for financial surprises—not only the amount a lender may approve.
Set a ceiling for the complete housing cost
Start with the amount you can afford to spend on housing each month, then account for more than principal and interest. Property taxes and homeowners insurance can materially change the total; mortgage insurance may also apply depending on the loan and down payment. Estimates can differ when lenders use different assumptions for taxes or insurance.

- Monthly costs: Principal and interest, mortgage insurance if applicable, property taxes, and homeowners insurance.
- Upfront costs: Down payment, lender charges, other closing costs, and cash reserves you want to keep after closing.
- Payment resilience: Whether the budget still works if recurring costs change or an adjustable-rate loan’s payment later increases.
Use this full-cost ceiling to test both home prices and financing choices. A preapproval can help establish what a lender may offer, but it does not decide what payment is right for you.
Choose a loan structure you can live with
Fixed-rate or adjustable-rate
A fixed-rate mortgage keeps its interest rate steady over the loan term. An adjustable-rate mortgage may begin with a lower rate, but its rate can change after an initial fixed period. Before considering an adjustable loan, understand when adjustments can happen, how they are calculated, what caps apply, and how the payment could change under the loan’s terms.

Shorter or longer term
A shorter term usually requires higher monthly payments but results in less interest over the life of the loan. A longer term generally lowers the required payment while increasing total interest over time. Compare the payment and overall cost against how long you expect to own the home and your other financial priorities. The CFPB’s mortgage shopping guide explains common loan choices and what to consider.
Get comparable offers and use the Loan Estimate
The CFPB advises buyers to seek at least three preapprovals or mortgage offers. Ask lenders for the same loan type, term, down payment, and other assumptions so differences reflect the offers rather than mismatched scenarios. Rates can change daily, so note when each quote was issued.

- Request offers on matching terms. Tell each lender the same target loan amount, loan type, term, and down payment. Ask whether the quoted rate is locked and, if so, when the lock expires.
- Review each Loan Estimate. Compare the interest rate and APR, monthly principal and interest, estimated total monthly payment, mortgage insurance, lender charges, lender credits, and estimated cash to close. The CFPB explains how to request and review multiple Loan Estimates.
- Separate lender-controlled costs from other estimates. Compare fees and credits the lender can influence separately from items such as property taxes and homeowners insurance, which may rely on assumptions. Use the CFPB’s Loan Estimate review guide to understand the form.
- Compare costs over a useful period. Look beyond the initial payment and headline rate. The Loan Estimate provides a five-year cost figure that can help compare offers, alongside the monthly payment and the costs due at closing. The CFPB’s offer comparison guide covers comparing and negotiating Loan Estimates.
The interest rate is not the same as APR: APR reflects the rate plus certain loan costs and can help reveal differences in pricing. Neither figure replaces checking the payment, fees, cash to close, and assumptions behind the estimate.
Negotiate the offer, not just the rate
Written Loan Estimates give you a concrete basis to ask a lender whether it can reduce charges, offer lender credits, or improve the rate. When comparing a revised offer, check what changed elsewhere in the deal: a lower rate may come with different upfront costs, while credits may affect pricing or the payment. Make sure the loan terms and assumptions remain comparable.

“No closing costs” does not necessarily mean the loan has no costs. Ask how charges are handled and whether they are reflected in the rate, payment, or other loan terms. The CFPB’s guidance on mortgage costs explains expenses associated with taking out a loan.
Understand what a rate lock does—and does not do
A rate lock generally protects the agreed rate only for a specified period and while the relevant application conditions remain satisfied. Duration, cost, extension rules, and other lock terms vary by lender. A lock may also mean you do not receive a lower rate if market rates fall before closing.

Before locking, ask the lender to confirm in writing:
- How long the lock lasts and its expiration date.
- Whether it costs anything and what an extension would cost.
- What happens if closing is delayed beyond the lock period.
- Whether changes to your application or loan details could affect the locked rate.
- Whether the lock has any option or policy for a lower rate if market rates fall.
The CFPB explains rate-lock terms and what borrowers should ask in its rate lock guidance. Do not assume a lock automatically covers a delayed closing or protects against every change to the application.
Make the decision from your budget and written terms
Rates can move, but a forecast cannot tell you whether a particular home and loan will remain comfortable for your household. Decide what total monthly cost and cash-to-close amount you can sustain, test homes and loan structures against those limits, and compare multiple written offers on equal assumptions. Ask lenders to explain any rate, fee, credit, or lock term you cannot reconcile before choosing.
