He made that case in an interview published May 26, 2025, after the House passed the bill 215–214 but before the Senate acted. The measure later became Public Law 119-21 on July 4, 2025. The claim is Thompson’s political assessment—not an independent calculation of which households benefited most.
What Thompson said farmers would gain
In the interview with Agri-Pulse Newsmakers, published by Successful Farming on May 26, 2025, Thompson cited both tax policy and farm programs. His examples included:
- Taxes: estate-tax provisions, the Section 199A deduction, and individual tax provisions. Thompson said the bill would prevent what he called “the largest tax increase in history”; that was his political characterization.
- Farm support: increased commodity-program support, new base for some farmers, Dairy Margin Coverage, and changes intended to improve crop-insurance affordability and versatility.
- Education loans: changes to education-loan eligibility affecting farm children.
The interview did not calculate the effect of these provisions on a particular farm or household. Tax outcomes depend on the applicable law and a family’s own financial and farm circumstances.
What changed between the House bill and the law
At the time of Thompson’s interview, the House had passed the reconciliation bill by a single vote, 215–214, and the bill was headed to the Senate. It became Public Law 119-21 on July 4, 2025. The enacted law’s agriculture title reaches nutrition, forestry, commodity programs, disaster assistance, crop insurance, and other rural investments. The Congressional Research Service (CRS) describes it as amending selected farm-bill policies, not as a complete reauthorization of every farm-bill area.

CRS reported that the law amended and reauthorized most commodity programs for five years. Other areas—including some conservation, trade, and nutrition policies—were changed in funding, eligibility, or benefit calculations without being fully reauthorized. That distinction matters: a law can make consequential changes to farm policy without settling every issue normally addressed in a farm bill.
Farm provisions came with a reported nutrition-program tradeoff
The Successful Farming account said the bill boosted farm programs and extended tax breaks while cutting SNAP spending. Its May 2025 program transcript cited a projected $295 billion reduction in SNAP spending. That figure was the article’s reported projection, not an estimate of the bill’s impact on farm families or a measure of how much any individual household gained or lost.

Thompson described the measure as a $60 billion investment in farmers and rural America. That was his characterization in the interview; it should not be read as an independently verified total for the final law. The same program cited 216 Chapter 12 farm bankruptcies in 2024, up 55% from 2023, as context—not as evidence that the bill caused or would reverse those bankruptcies.
What remained for a future farm bill
Thompson said issues omitted from reconciliation—including Proposition 12, hemp, pesticide labeling, and rural broadband—could be addressed in a later farm bill. That was his stated plan, not a guarantee that Congress would enact those provisions. In a September 2025 report, CRS said no farm bill had been introduced in the 119th Congress as of that report. That is a dated status point, not confirmation of the bill’s status after September 2025.

How to interpret the “biggest winners” claim
The interview is a primary source for what Thompson argued, but it does not rank beneficiaries or compare outcomes by farm type, income, or household circumstances. The enacted law and CRS’s explanation establish the statutory changes and their scope; they do not, on their own, show how much a given farm family benefits. Treat “among the biggest winners” as a political judgment about the bill, not a household-level financial conclusion.
