Honky Tonk Blues proposed adding a first-floor function and tavern space at its 81 High Street venue in Fremantle. PerthNow reported the plan could accommodate 300 additional patrons, but the City of Fremantle’s June 2025 agenda described a proposed upstairs occupancy of 200 people. Those are different figures, and the agenda records a staff recommendation for conditional approval—not confirmation that Council approved the proposal or that the upper floor opened.
What Honky Tonk Blues proposed
Honky Tonk Blues opened in July 2023 on the ground floor of the former Wyola RSL hall at 81 High Street. Its owners proposed using the first floor for additional venue capacity, functions and line-dancing classes. The venue’s co-owner, Joshua Paparo, told PerthNow that the Saturday queue ran from 6pm until midnight, and said the upstairs space could help bring people waiting on the street inside. PerthNow reported the proposal and Paparo’s comments on 15 May 2025.
Why the capacity figures differ
Three figures appeared in reporting and City documents. They refer to different things; they should not be added together or treated as a single approved capacity.
| Figure | What it refers to | Source and status |
|---|---|---|
| 300 additional patrons | The reported potential increase associated with the second-storey proposal. | PerthNow’s 15 May 2025 report; a news report of the proposal, not an approved occupancy figure. |
| 200 people | The proposed occupancy of the first-floor tavern/function space. | City of Fremantle’s 11 June 2025 Council agenda; part of an officer recommendation for conditional approval. |
| 300 people | The existing ground-floor tavern’s public-building approval capacity. | City of Fremantle’s 11 June 2025 Council agenda. |
The newspaper’s “300 additional” description and the City agenda’s proposed 200-person upstairs occupancy are not equivalent measures. The City agenda separately records the ground floor’s existing approved capacity as 300 people. The documents do not establish a final combined capacity for an operating venue.

What happened in the planning process
- 14 May 2025: Council deferred the planning decision so the applicant could provide further information. Issues included venue management and queues, acoustics, waste, hours, fire exits, patron numbers and nearby amenity.
- 21 May 2025: The applicant supplied additional plans and management documents, according to the City’s subsequent agenda.
- 11 June 2025: The City agenda recommended conditional approval for the first-floor tavern/function use. That recommendation was made by officers; it does not establish the outcome of a final Council vote.
The distinction matters: a deferral is not an approval, and a staff recommendation is not evidence that Council adopted it. The available records do not verify the final decision or whether the upper floor later opened. The City of Fremantle’s 11 June 2025 agenda sets out the proposal and recommended conditions.
Noise, parking and waste were central considerations
Noise was among the concerns raised in submissions and was part of the reason the matter was deferred. The June agenda proposed noise-limiting measures, tighter limits at certain times, acoustic performance requirements for internal spaces and reporting before occupation. These are conditions described in an officer recommendation, not proof that the proposal received final approval or that any conditions were implemented.

In a 23 May 2025 report, PerthNow quoted a City spokesperson saying monitoring had not observed non-compliance at the existing venue at that time, while also noting monitoring was ongoing. That statement described the City’s then-current monitoring, not a finding about the proposed upstairs space or a present-day compliance status. PerthNow reported the deferral and the City’s statement on 23 May 2025.
Parking shortfalls, waste collection and effects on the laneway also appeared in the City’s May meeting records and planning considerations. The June agenda discussed parking access and a waste-management plan. The City’s 14 May 2025 meeting records document the deferral and issues raised.
