Re:

Honda’s Data-Center Work Is Real—but a Colorado Project Is Unverified

No authoritative source identified a Honda data-center plan in Colorado as of August 18, 2026. Honda’s confirmed data-center power demonstrations are in California and Japan.

As of August 18, 2026, no authoritative source identified a Honda plan to build a data center in Colorado. Honda has announced data-center-related power demonstrations in California and Japan, while Colorado’s separate data-center growth and policy debate may help explain the confusion. Those facts do not establish a Honda site, investment, or application in the state.

What Honda has announced

Torrance, California: backup power for a campus data center

Honda began operating a stationary fuel-cell power station at its American Honda campus in Torrance, California, in March 2023. It provides emergency backup power to the campus data center. Honda described the installation as a demonstration toward future commercialization of zero-emission backup generation; it is not an announcement that Honda is building a new data center. Honda’s 2023 announcement identifies the California location and the system’s purpose.

Shunan, Japan: a data-center power demonstration

In August 2025, Honda announced a joint project with Tokuyama Corporation and Mitsubishi Corporation in Shunan, Yamaguchi Prefecture, Japan. The project combines by-product hydrogen, stationary fuel-cell systems designed to reuse systems recovered from fuel-cell vehicles, grid electricity, battery storage, renewable energy, and an energy-management system. Honda described possible uses including backup power, off-grid primary power, peak shaving, and balancing electricity supply and demand.

Honda listed a standard configuration of up to four 250-kilowatt units, or 1 megawatt total, with multiple sets connectable in parallel. The announced demonstration period was tentatively August 2025 through March 2026. These are details of the Japanese demonstration, not a Colorado proposal. Honda’s announcement describes the system and its planned trial.

The distinction matters: a fuel-cell system that supplies power to a data center is not the same thing as a data-center building owned or developed by Honda. Neither announcement identifies a Colorado project, a commercial data-center construction business, or a Colorado expansion.

Why Colorado may be part of the claim

Colorado has an active data-center market and policy debate, but the sources below concern the state’s broader development environment—not Honda.

State legislation

Colorado’s 2025 Senate Bill 25-280 proposed a data-center development and grid-modernization program involving state economic-development, utility-regulation, and energy agencies. Fiscal material described a potential requirement for qualifying projects to commit at least $250 million to facility construction and equipment within five years of certification. That threshold was part of the proposal described in the fiscal material; it does not show that Honda applied for or received certification. See the bill page and fiscal analysis.

Two 2026 proposals also addressed data centers, but neither establishes Honda involvement. HB26-1030 proposed an incentive and development program with infrastructure, jobs, labor, energy-efficiency, water-stewardship, and backup-generation requirements; it was postponed indefinitely on May 7, 2026. SB26-102 proposed accountability requirements for large-load data centers, including electricity and water reporting and a future examination of hourly clean-energy matching; it was postponed indefinitely on May 11, 2026. The status and text are on the HB26-1030 page and SB26-102 page.

Electricity costs and new projects

On April 2, 2026, Xcel Energy said it had submitted a proposal to the Colorado Public Utilities Commission addressing large electricity customers, including data centers, with the stated aim of preventing existing customers from subsidizing large new customers. That is a real Colorado grid issue, but it does not connect Honda to a site. Xcel’s announcement describes the proposal.

Other Colorado developments are also separate. PCL announced structural completion in March 2026 on a Denver-area data center described as a $192 million, 22.5-megawatt project with about 277,000 square feet and five colocation data halls; its announcement does not identify Honda as owner, operator, tenant, or customer. PCL’s release covers that project.

PuebloPlex markets a 1,111-acre industrial development east of Pueblo that lists data centers among potential uses; its site says the property became PuebloPlex property on September 24, 2025, and does not establish a Honda connection. Colorado Springs has also seen activity around the reported 50-megawatt Project Taurus, which coverage identifies as a Colorado Springs development rather than a Honda project. See PuebloPlex and the Project Taurus report.

What would verify a Honda project in Colorado?

A credible claim should identify more than a company name or a headline. Look for an official Honda announcement, a government or local planning filing, a utility document, a signed economic-development announcement, or a permit or environmental review that names Honda or a clearly identifiable Honda-controlled entity.

A project record should also make it possible to identify the proposed location and scope:

  • City and county, parcel address or legal description, project name, and planning-case or permit number.
  • Applicant and property owner, and whether Honda would be the owner, operator, tenant, power-system supplier, or another participant.
  • Proposed electrical capacity, building size, number of data halls, expected workloads, and construction and operating dates.
  • Serving utility, estimated water needs and source, cooling design, and backup generators and fuel.

A social-media post, anonymous tip, real-estate marketing page, or headline alone does not establish those facts. A planning approval would also not necessarily mean construction had begun: land-use approval, utility approval, building permits, and construction are distinct milestones.

What Colorado residents would need to assess if a project is confirmed

No Colorado-specific Honda details were verified, so the following are questions for any proposed large data center—not impacts that can be attributed to Honda. Residents reviewing a future filing can use the project documents and public hearings to examine:

  • Electricity and bills: the facility’s expected load, required grid upgrades, who pays for them, and how the utility would prevent other customers from bearing costs for infrastructure built for a large new customer.
  • Water and cooling: the proposed cooling system, water source, estimated consumption, and whether the design relies on evaporative cooling or a closed-loop system.
  • Noise and air: cooling-equipment noise and the type, fuel, emissions, and testing schedule of backup generators.
  • Land use and construction: zoning, public-hearing opportunities, traffic, construction disruption, and any environmental review.
  • Jobs and incentives: committed permanent and temporary employment, public costs, and the exact incentive program or certification involved.
  • Power claims: whether renewable-energy claims describe annual purchases or hourly matching, and what happens when renewable supply is unavailable.

Honda’s fuel-cell demonstrations cannot establish that an unverified Colorado facility would use hydrogen, have zero-emission power, or operate without grid electricity. In Honda’s Japanese announcement, the described fuel-cell system’s zero-CO₂ and NOx exhaust specifications apply to that system under its stated operating conditions, not automatically to an entire data center or another location.
