Choose a home equity loan when your project scope and price are known and you want one lump sum with generally predictable payments. Choose a HELOC when costs will arrive in stages or the final amount is uncertain and you need the ability to draw repeatedly. The tradeoff is flexibility versus certainty: HELOC rates and payments are usually variable, and the payment can rise when the draw period ends. Both products are secured by your home, so missed payments can ultimately put the property at risk.

What “home improvement loan” usually means in this comparison
People use “home improvement loan” to describe several kinds of borrowing, including unsecured personal loans and financing secured by home equity. Here, the relevant comparison is between a home equity loan (a closed-end second mortgage) and a home equity line of credit (HELOC). If a contractor or lender is offering an unsecured personal loan, compare that contract separately: it will have different collateral, rates, fees and approval criteria.
A home equity loan gives you a defined principal amount at closing. A HELOC establishes a revolving credit limit against your home equity. The Consumer Financial Protection Bureau explains the core distinction in its consumer comparison: a home equity loan provides a lump sum, while a HELOC can be drawn repeatedly during its draw period.

Home equity loan: one disbursement, a planned payoff
How the funds arrive
The lender advances the approved amount once. You normally cannot return part of the money and then redraw it as you could with a revolving line. If the renovation later costs more, you would generally need a new loan application or another source of funds.
How repayment normally works
The loan is repaid through scheduled installments over a specified term. The Consumer Financial Protection Bureau says, “A home equity loan usually has a fixed interest rate–one that will not change.” Fixed pricing is common, although adjustable-rate home equity loans exist, so read the offer rather than assuming the rate type.
A fixed rate makes the principal-and-interest portion of each scheduled payment predictable. Your total housing outlay can still change if taxes, insurance or other escrow items are involved, and the loan may have fees that are not part of the monthly principal-and-interest figure.

HELOC: reusable credit for a staged or uncertain project
How draws and repayment interact
A HELOC gives you a maximum credit limit rather than one mandatory advance. You can draw only what you need during the plan’s draw period, subject to the agreement’s minimum draw amounts and other conditions. As you repay principal, available credit generally becomes available again.
HELOCs normally have two phases. During the draw period, you can access the line and make the payments required by the plan. When that period ends, new borrowing stops and the account enters its repayment period. The payment can increase substantially at that point because the balance must be amortized over the remaining term. Some plans can require the outstanding balance to be paid at once rather than over regular installments. The CFPB describes these phase changes in its HELOC explainer.

Flexibility is not free. A HELOC can be frozen or reduced if the lender believes a significant fall in home value or a change in your finances threatens repayment. The line’s availability is therefore not an unconditional emergency fund.

Choose the loan structure when certainty is the priority
A home equity loan is generally the cleaner fit when you can state the amount you need today, prefer a payment that is easier to budget, and do not expect to reuse the credit. Obtain a written scope, include a realistic contingency, and avoid borrowing the contingency twice. A lump sum can also reduce the temptation to spend an unused line on unrelated purchases.
Choose the line structure when timing is the priority
A HELOC can be more practical when the contractor bills by milestone, work will span months, or the cost cannot be responsibly reduced to one number before construction starts. Drawing only the amount needed can reduce interest during the early stages. That advantage disappears if you leave the line open for years, pay recurring fees, or allow the balance to grow without a repayment plan.
Use the payment question, not the teaser rate, as the tie-breaker
Ask whether your household could make the payment if the HELOC’s rate rose under its contractual caps and whether you could afford the repayment-phase payment after draws end. If a rate increase or phase change would force you to miss essentials, the flexible product is not affordable merely because its initial minimum is low.

Understand rate and payment mechanics before applying
Fixed and adjustable pricing
Most home equity loans quote a fixed annual interest rate. Most HELOCs use a variable rate tied to an index plus a lender margin. The rate can change according to the contract, so an initial payment is not a forecast of every future payment.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteSome HELOCs let you convert all or part of a drawn balance to a fixed-rate segment. The CFPB notes that the fixed rate is usually higher than the variable rate, but the conversion can make that portion more predictable. Check whether conversion is available for new draws, whether there is a limit on the number or size of conversions, and whether a conversion fee applies.
Minimum payments and the draw-to-repayment jump
During a HELOC draw period, the minimum may be based on interest, a percentage of the balance, or another formula stated in the agreement. A low minimum can therefore repay little principal. Request an amortization illustration showing the payment at today’s rate, at each stated rate cap, and after the draw period ends.
Do not assume that making the minimum during the draw period will retire the debt. Confirm the repayment term, the formula used once draws stop, and whether a balloon or immediate-payoff provision exists.
Fees, APR and disclosures to compare
Possible HELOC charges
A HELOC may include an application or origination charge, appraisal and title costs, other closing costs, annual or membership fees, inactivity fees, an early-cancellation fee, and a fee for converting a balance to a fixed rate. The lender and plan determine which charges apply. The CFPB lists these possibilities in its HELOC fee guidance.

A home equity loan can also have appraisal, title, recording, origination and other closing costs. Compare the written fee schedule rather than assuming that a “no-closing-cost” offer is free; costs may be added to the balance or reflected in the rate.
Why APR is not a complete apples-to-apples test
APR incorporates certain interest and fee costs, but the calculation and timing differ between a closed-end loan and a revolving HELOC. A HELOC’s actual cost depends on when and how much you draw, how long balances remain outstanding, and whether the rate changes. The CFPB explains the distinction between an interest rate and APR at its APR guidance page.
Compare the dollars you would pay under a realistic draw and repayment schedule, including recurring fees, instead of ranking offers by the advertised APR or the lowest first-month payment.
Read the application disclosures
For a HELOC, the disclosures should state the draw and repayment lengths, fees and third-party costs, the minimum-payment calculation, and how the APR can change. For a line secured by your principal dwelling, federal guidance describes a three-business-day cancellation right after account opening, subject to the conditions in the agreement. The CFPB explains changed HELOC terms and this right at its disclosure guidance. Do not treat the cancellation period as a substitute for reviewing the offer before closing.

Collateral risk and affordability checks
Both products place a lien on your home. Failure to make required payments can lead to foreclosure. A HELOC lender may also restrict future draws if the property value drops materially or your financial circumstances change in a way that threatens repayment. A loan secured by a home should be evaluated through the full repayment period, not only while construction is underway.

Run a three-case payment test
- Base case: calculate the payment using the current quoted rate and the amount you actually expect to borrow.
- Stress case: calculate the payment at the contract’s maximum or a materially higher rate, using the lender’s stated caps and adjustment rules.
- Transition case: for a HELOC, calculate the payment after the draw period, when the balance must be repaid over the remaining term.
Keep a separate cash reserve for project overruns and ordinary household emergencies. Do not rely on a future refinance or sale to make the debt affordable; those outcomes depend on rates, property value, underwriting and your finances at that time.
Application and comparison process
- Define the project: collect contractor bids, a payment schedule, permit estimates and a contingency that reflects the project’s uncertainty.
- Calculate available equity: estimate your home’s current value, subtract the existing mortgage and other liens, and ask each lender how its combined-loan-to-value limit is applied. The lender’s appraisal and underwriting determine the final amount.
- Request comparable quotes: ask for both a home equity loan and a HELOC when you are undecided, using the same requested amount and documentation so the costs can be compared.
- Map the cash flow: for a loan, show when the lump sum will be spent. For a HELOC, list each anticipated draw, the expected balance and the date the repayment phase begins.
- Interrogate the contract: ask about the index, margin, rate floor and ceiling, adjustment frequency, minimum-payment formula, draw and repayment lengths, conversion features, annual fees, cancellation fees and any balloon payment.
- Price the total borrowing: add upfront charges, recurring fees and projected interest under base, stress and transition cases. Keep the lender’s disclosures with your calculations.
- Confirm closing and funding: verify whether the lender funds a loan in one advance or permits staged draws, how contractors are paid, and what documentation is required for each draw.
Alternatives to a home equity loan or HELOC
The CFPB identifies cash-out refinancing and personal lines of credit as alternatives to a HELOC, and its booklet discusses credit cards and other borrowing sources. A cash-out refinance replaces your existing mortgage, which can change the rate, term, closing costs and payment on your entire first-lien balance. An unsecured personal loan or line does not put the home directly up as collateral, but its rate, fees and term may differ. Credit cards can offer convenience but may carry a higher variable rate and a shorter repayment horizon.
There is no universal cheapest option without borrower-specific offers. Compare collateral, total cost, payment volatility, speed, tax treatment as applicable to your circumstances, and the consequences of default. Review the CFPB’s alternatives guidance alongside the comparison booklet.
