For new work in 2026, the federal homeowner credits under Sections 25C and 25D are no longer available: the IRS cutoff for both was December 31, 2025. Some state, territory, and Tribal Home Energy Rebate programs may still be available, but eligibility, funding, and purchase rules depend on the local administrator. If you completed qualifying work in 2025, you may still be able to claim the applicable credit on your 2025 tax return.
What changed for home energy incentives in 2026?
The federal tax credits and locally administered rebates have different rules and timelines. The Internal Revenue Service’s Publication 530 (2025) says residential clean energy credits cannot be claimed for expenditures made after December 31, 2025, and energy-efficient home improvement credits cannot be claimed for property placed in service after that date. The IRS’s Form 5695 instructions also describe these cutoffs.
That means the former federal credits are relevant to eligible 2025 work being reported on a 2025 return, not to a new project installed in 2026. By contrast, the Department of Energy (DOE) says Home Energy Rebates are available in select states, territories, or Tribal jurisdictions. Availability is local; a national program page does not establish whether a particular area is accepting applications, has funds remaining, or covers a particular product or contractor.
Which upgrades qualified for the 2025 home improvement credit?
The Section 25C energy-efficient home improvement credit covered specified improvements to an existing home, subject to product standards, installation rules, and applicable limits. The table summarizes categories and limits described in the IRS’s 2025 FAQ, updated January 17, 2025. These are limits, not guaranteed payments, and individual items are subject to broader category and annual rules.

The listed amounts should not be added together as if every household could claim their sum. Section 25C had an overall annual cap as well as category-specific limits. The IRS’s exact FAQ and Form 5695 instructions for the relevant return year govern the calculation.
What counted as a qualifying energy audit?
For the 2025 Section 25C credit, the audit had to involve an inspection and a written report for a U.S. dwelling owned or used by the taxpayer as a principal residence. The report had to identify significant cost-effective energy improvements and estimate their savings. It also had to be conducted and prepared by a qualified auditor meeting applicable requirements. An informal walk-through or a generic online checklist was not, by itself, the qualifying audit described by the IRS.

What did the residential clean energy credit cover?
For eligible expenditures made by the cutoff, Section 25D covered certain residential solar, wind, geothermal, solar water-heating, fuel-cell, and battery-storage costs, subject to the applicable requirements. It is not a credit for a new 2026 installation. Readers reporting eligible 2025 expenditures should use the applicable Form 5695 instructions.
Which Home Energy Rebates may be available locally?
DOE’s Home Energy Rebates program has two components. DOE advertises program maximums, but local administrators determine implementation, eligible products, household requirements, and the amount available for an individual project.

The $8,000 and $14,000 figures are DOE-advertised program maximums, not estimates of what a particular household will receive. DOE’s homeowner guidance directs people to their state, territory, or Tribal energy office or program administrator for local status and eligibility. Check with that administrator before buying equipment, hiring a contractor, or starting work: a program may not be open in your area, may have limited funds, or may impose product, contractor, income, or pre-approval requirements.
How to check eligibility before you spend
- Identify when the work was, or will be, completed. For federal homeowner credits, separate qualifying 2025 expenditures or property placed in service by the relevant cutoff from projects planned for 2026 or later.
- For a possible local rebate, find your jurisdiction’s official program administrator. Use DOE’s Home Energy Rebates status information and the state, territory, or Tribal energy office to confirm that applications are being accepted, funds remain, and the planned work and products qualify.
- Confirm project-specific rules before purchasing. Ask whether the program requires a participating contractor, pre-approval, an energy assessment, particular efficiency certifications, or household income or residence qualifications.
- For a 2025 federal credit, match each item to the tax-year rules. Check the IRS FAQ and Form 5695 instructions for the exact property type, efficiency criteria, installation requirements, applicable limits, and reporting requirements.
- Keep project records. Retain itemized invoices, installation or placed-in-service dates, manufacturer and product details, and any audit or program approval documents. Use them to complete the correct return or rebate application.
For specified Section 25C property placed in service on or after January 1, 2025, the IRS generally required a qualified manufacturer PIN to be reported on the tax return. The IRS describes exceptions, including insulation or air-sealing materials and enabling property, as well as special QM-code treatment for some 2025 property. Check the instructions for the specific item rather than assuming every product has the same reporting rule.

How do tax treatment and carryforwards differ?
Section 25C was a nonrefundable personal tax credit: it could reduce or eliminate tax owed, but could not create a refund beyond the taxpayer’s liability. The IRS says unused Section 25C credit cannot be carried forward. Section 25D has separate treatment; Form 5695 instructions allow unused residential clean energy credit to be carried forward. Do not apply one credit’s rule to the other.
A state or utility incentive called a “rebate” does not automatically receive the same treatment under federal tax law. The IRS notes that some incentives described as rebates may not qualify as rebates for federal tax purposes. For a tax return involving both a local incentive and a federal credit, check the applicable IRS instructions or consult a qualified tax professional.

Weatherization Assistance Program
DOE’s Weatherization Assistance Program operates through state and local agencies to help eligible low-income households reduce energy costs and improve home safety and comfort. Eligibility and application routes are local, so contact the relevant agency for current requirements.
Small air-sealing projects
Weatherstripping for doors and windows can be a practical air-sealing material, but purchasing a product does not by itself qualify it for a tax credit or rebate. The former federal home improvement credit does not cover property placed in service after December 31, 2025, and any current local incentive depends on that program’s specific terms.
