The video named “Hobbs Sees Europe as a Possible Haven as Chips Slump” could not be verified: its speaker, date, transcript and reasoning remain unknown. Separate Bloomberg reports describe a semiconductor-stock selloff and concerns about European chipmaking investment, but neither establishes that Europe is a safer place to invest in chip stocks.
What is known about the video
The exact-title search did not identify the video, and a broader search did not confirm who “Hobbs” is or what evidence supports the title’s characterization of Europe as a possible haven. The title’s wording should therefore be treated as a premise, not as a verified quotation or investment conclusion. Without the original video or transcript, it is not possible to say which European companies or markets it discusses, what it compares them with, or what period it examines.

That distinction matters to investors: “haven” could mean that a market fell less than another during a particular selloff, that its companies have steadier earnings, or simply that a commentator expects better prospects. Those are different claims and require different evidence. The available reports do not establish which meaning applies here.
What separate reports say about the chip selloff
Bloomberg’s September 15, 2026 video
In a separate video, Bloomberg described a semiconductor-stock selloff that coincided with President Donald Trump’s rejection of AI safety guardrails. The report discussed regulatory uncertainty. It is relevant context for possible pressure on chip shares, but it is not the unverified Hobbs video and does not establish that regulation caused the slump or explain the target title’s argument.

Bloomberg’s September 22, 2026 report on European investment
Bloomberg reported that ASML executive vice president for global public affairs Frank Heemskerk said the company was not selling chipmaking machines in Europe because the region was not investing and no chip factories were being built there. Speaking at an event in Amsterdam late Monday, Heemskerk said: “We’re not selling anything at all in Europe. That’s because Europe isn’t investing and because no chip factories are being built there.” This is an executive’s assessment of European investment and fabrication capacity; it is not a comparison of stock-market returns or evidence that European semiconductor shares are less risky.
Broader supply-chain context
A May 6, 2026 Bloomberg Law video described global tensions and rising demand as pressures on semiconductor supply chains. That provides general industry context, but it neither identifies the target video nor demonstrates that Europe is a haven.

What would establish whether Europe is a haven
A meaningful comparison needs a defined time window and a clear set of alternatives. “Europe” might mean individual companies, a semiconductor index, or a broader regional market; those are not interchangeable. A claim about relative resilience also needs to compare like with like rather than infer safety from a market’s location.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minute- Share-price performance: Compare the same period across the specific European shares or index and the named alternatives. A market that falls less during one interval is not necessarily safer over a longer one.
- Valuation and earnings expectations: Consider what investors are paying relative to expected earnings, and whether those expectations have changed. The available reports provide no comparable valuation or earnings figures.
- Business exposure: Semiconductor companies operate in different subsectors. Their sensitivity to AI investment, chip demand, manufacturing capacity and regulation can vary, so regional labels alone do not describe their risks.
- Policy and supply-chain exposure: Export controls, regulatory decisions, global tensions and customer demand can affect companies differently. The related reports supply context, not a company-by-company comparison.
- Concentration and currency risk: An investor’s result can depend on a small number of holdings and on the currency in which an investment is denominated. The title does not identify an index or portfolio on which to assess these factors.
No common dataset, comparison period, named index or verified statistic supporting the title’s relative-investment claim is established by the available material. A ranking of Europe against other markets would therefore be unsupported.

What investors can conclude—and what they cannot
The related coverage supports a limited set of conclusions: a separate Bloomberg report linked a semiconductor-share selloff with uncertainty around AI safety regulation; an ASML executive described weak investment in European chipmaking and an absence of new chip factories; and a Bloomberg Law video pointed to global tensions and rising demand as supply-chain pressures. These points concern market context and industrial capacity, not proof of Europe’s relative investment safety.
Investors should not treat the target title as a verified recommendation or as evidence that European chip stocks will outperform. Until the original video, its speaker and its comparison are confirmed, the central “possible haven” proposition remains unsubstantiated. Even if the video is located, its claim would need to be assessed against the specific securities, time period and measures it uses.
