Counterfeit integrated circuits (ICs) are not limited to newly made fake chips: they can include harvested parts sold as new, chips remarked to claim a higher grade, defective components that enter commerce, and copied or deliberately modified designs. In a January 21, 2022, EE Times Weekly Briefing episode, University of Florida associate professor Domenic Forte and EPS News editor Barbara Jorgensen discuss the risks, procurement safeguards and inspection methods. Their account points to traceable sourcing and qualified testing as stronger safeguards than appearance alone.
What counts as a counterfeit IC?
The EE Times episode describes several forms of counterfeiting. A chip may be genuine silicon but still be misrepresented, defective or otherwise unfit for the use it is sold for.
- Recycled: A used chip is harvested from older equipment, refurbished and sold as new. Prior wear may shorten its useful life, and heat or moisture during removal can damage it.
- Remarked: Markings are changed to make a component appear more capable or to claim a higher grade than it actually has. A commercial-grade part may not tolerate conditions expected of a military or aerospace component.
- Defective or out of specification: A part intended to be discarded makes its way into commerce.
- Copied or modified: A clone, knockoff or intentionally altered design is sold as an authentic component.
The concern can extend beyond a single chip: the episode also discusses counterfeit boards and substituted components on boards. These categories describe risks, not proof that every used or relabeled component will fail.
Why does counterfeit risk matter?
A component that is worn, damaged, defective or falsely graded may not perform as expected in the equipment where it is installed. In demanding applications such as vehicles or weapons systems, a failure can have consequences beyond the cost of replacing a part.

Forte cited an estimate of $7.5 billion per year from the Semiconductor Industry Association (SIA). That figure is an estimate attributed to SIA in the 2022 episode; the episode transcript does not establish its methodology, reference year or current validity. It should not be read as a verified current market total.
How can buyers reduce procurement risk?
Jorgensen calls authorized distribution the procurement “gold standard,” citing manufacturer oversight and access to traceability information. The episode says that records may identify a part’s lot, factory, packaging and assembly partner. Traceability gives a buyer a way to assess where a component came from and how it moved through the supply chain.

Some independent distributors may also keep strong records and test lots, while other sellers may offer little documentation or substandard product. A channel label alone does not establish a seller’s controls. Buyers can make provenance and documentation part of supplier evaluation:
- Ask for lot and origin information, including available factory, packaging and assembly records.
- Assess the seller’s traceability and quality controls rather than treating low price or apparent availability as evidence of legitimacy.
- For higher-risk purchases, consider whether a batch should be evaluated by a qualified test lab.
What can inspection reveal?
Inspection methods provide different kinds of evidence. The episode mentions visual examination, X-ray and other imaging, electrical tests, and combined checks performed by qualified labs. None of the visual methods described independently proves authenticity.

For buyers weighing an inspection, the episode’s distinction is practical: microscopy can reveal surface irregularities, whereas lab testing can combine physical and electrical evaluation. The appropriate approach depends on the application and the evidence available; the episode does not set a universal testing threshold.
