Which programs may help depends on the type of loss, your coverage and enrollment, local conditions, and current deadlines—there is no single USDA payment that automatically covers every flooded farm.
What to do first after flood damage
- Make safety the priority. Keep people and animals away from unsafe structures, contaminated water, and other hazards. Once it is safe, document affected fields, crops, livestock, buildings, equipment, and conservation features for your records.
- Report damage to insured crops. Call your crop insurance agent and ask how to file a Notice of Loss and document the claim. USDA’s Risk Management Agency (RMA) gives general guidance to report damage within 72 hours of discovering it and follow up in writing within 15 days. Confirm the specific requirements in your policy and with your agent; these general timeframes do not replace policy instructions. RMA disaster guidance
- Contact your county USDA Service Center. Ask to speak with FSA about eligible crop, livestock, farmland, and physical or production losses, and with NRCS about conservation recovery and technical assistance. USDA directs affected producers to local offices because available help and requirements can depend on location and circumstances. NRCS disaster recovery guidance
- Ask about watershed damage. If the flood caused debris in waterways, streambank damage, or other broader watershed hazards, ask your county or local government whether it or another eligible sponsor is pursuing Emergency Watershed Protection (EWP) assistance.
- Keep a dated record. Log what you observed, when you contacted agencies or your insurer, and what follow-up they requested. A waterproof field notebook is one optional way to organize notes; it is not a USDA requirement and does not replace required forms or insurance documentation.
Which USDA office or program may fit the loss?
Start with the loss itself, then verify program rules and current signup details with the administering office. The programs below address different situations; inclusion here does not mean a particular loss qualifies.

FSA also lists Disaster Set-Aside assistance for eligible borrowers with existing direct loans. Ask FSA if that category could apply to your loan situation. The FSA disaster assistance page provides the current program list and links.
How to find county-specific help
Use the NRCS disaster recovery page to understand NRCS’s recovery role and find the direction to local offices, and review the FSA disaster assistance programs page for program categories. Then contact the local USDA Service Center and describe the county, flood event, affected acreage, crops or livestock, physical damage, and any existing insurance or program coverage. Ask which office handles each part of the loss, what records or forms are needed, and whether an application period or local declaration affects the next step.

Program availability can be location- and event-specific. For example, FSA published a Texas flood assistance announcement on July 24, 2026; that release illustrates event-specific communication and does not establish that the same declaration, program, or deadline applies elsewhere. Supplemental Disaster Relief Program: check the dates and scope
RMA’s Supplemental Disaster Relief Program (SDRP) FAQ, updated August 28, 2026, describes a two-stage process for eligible natural-disaster impacts from 2023 and 2024. Stage 1 uses existing RMA and FSA claim data. Stage 2 addresses eligible producers who were not paid in Stage 1 and certain gaps. This is not an automatic entitlement for a new flood, and the FAQ alone does not establish that applications are currently open. What to verify before relying on assistance
- Coverage and enrollment: Confirm whether the crop was insured, whether NAP or another program applies, and whether required coverage was obtained for the relevant year.
- Loss category: Ask whether the damage is treated as crop, livestock, farmland-restoration, conservation, production, physical, or watershed loss; different programs address different categories.
- Local status and timing: Verify county-specific eligibility, declarations or other event requirements, application periods, and current funding with the administering office.
- Required documentation: Ask your insurer and each USDA office what evidence, notices, forms, and follow-up are required. Keep records, but do not assume notes substitute for official filings.
USDA’s program pages describe possible routes, not a guaranteed payment or a national ranking by benefit amount or approval speed. Local FSA and NRCS staff, your crop insurance agent, and the applicable local authority are the right sources for deciding what applies to your farm.
