Has NVIDIA Resumed H20 Shipments to China? What the Filings Say

NVIDIA’s July 2025 license application was not proof of deliveries. Its 2026 filing describes China restrictions on H20 sales, while a later restart remains unconfirmed.

No later restart is confirmed in the available company disclosures. In July 2025, NVIDIA said it would apply for licenses to sell its H20 AI accelerators to China. It later reported that the United States granted certain licenses, but China restricted sales and NVIDIA could not sell its H20 inventory under them. Its August 2026 filing does not establish that H20 shipments subsequently resumed.

What did NVIDIA announce in July 2025?

On July 14, NVIDIA said it was “filing applications to sell the NVIDIA H20 GPU again.” The next day, the Associated Press reported that CEO Jensen Huang said the U.S. government had approved the company filing licenses “to start shipping H20s.” Neither statement confirmed that licenses had been issued or that GPUs had reached Chinese customers. They described the application process, not completed deliveries. (NVIDIA, July 2025; Associated Press, July 15, 2025)

What happened after the applications?

NVIDIA’s fiscal 2027 second-quarter Form 10-Q, published August 27, 2026, says the U.S. government granted licenses in August 2025 for certain H20 products and China-based customers. The same filing says the PRC government restricted sales and NVIDIA was unable to sell its H20 inventory under those licenses. The filing therefore does not support describing the July announcement as a resumed flow of shipments. (NVIDIA fiscal 2027 Q2 Form 10-Q)

What the H20 figures do—and do not—show

  • $4.5 billion charge: NVIDIA reported this charge in its fiscal 2026 first quarter in connection with H20 excess inventory and purchase obligations after the new U.S. licensing requirement reduced demand. It is not a measure of shipments to China. (NVIDIA fiscal 2026 Form 10-K)
  • Approximately $60 million in revenue: NVIDIA’s fiscal 2026 annual filing said it generated approximately this much H20 revenue under the August 2025 licenses. That reported revenue does not establish a later or continuing shipment restart. (NVIDIA fiscal 2026 Form 10-K)
  • 15% or more revenue expectation: NVIDIA said U.S. officials expressed an expectation that the U.S. government would receive 15% or more of revenue from licensed product sales. NVIDIA also said no regulation codifying that expectation had been published. This was an expectation described in the company’s filing, not evidence of a published fee or rule. (NVIDIA fiscal 2026 Form 10-K)

Why H200 news does not answer the H20 question

NVIDIA’s fiscal 2027 second-quarter filing discusses H200 licensing and limited H200 shipments separately from H20. Developments involving H200 cannot be treated as evidence that H20 shipments resumed; the products and their disclosures are distinct. (NVIDIA fiscal 2027 Q2 Form 10-Q)

How to tell a licensing update from a shipment restart

Reports about exports can refer to different milestones. For H20, those milestones matter because a U.S. licensing step did not by itself establish permission to sell in China or prove delivery to a customer.

  1. Policy announcement or assurance: A government signals a possible path forward.
  2. License application: The exporter requests authorization. This was the stage NVIDIA described in July 2025.
  3. License issuance and conditions: The U.S. grants authorization for specified products, customers, or terms.
  4. Destination-country approval or restriction: The government where the customer is located may separately permit or restrict sales.
  5. Completed shipment or recognized sale: Evidence confirms goods were delivered or a sale was recorded. A statement about applying for a license is not evidence of either.

What is known as of October 4, 2026?

The latest cited company filing, published August 27, 2026, describes the restrictions on H20 sales under the August 2025 licenses. The evidence available here does not establish whether shipments resumed after that filing. The accurate answer is therefore that a later restart is unconfirmed—not that shipments definitely did resume, nor that the filing proves they never resumed afterward.
