HAL and BAE Systems UK signed a memorandum of understanding in May 2015 covering a proposed Hawk Mk132 upgrade and development of a Combat Hawk for Indian and export markets. The MoU set out a collaboration framework; it did not, by itself, confirm a finalized upgrade package or aircraft modified and delivered. The agreement is historical, not a new 2026 announcement.
What the 2015 MoU covered
In a written reply published on 11 December 2015, India’s Ministry of Defence said Hindustan Aeronautics Limited (HAL) had signed an MoU with BAE Systems UK in May 2015 “for HAWK MK-132 upgrade and development of combat HAWK for Indian and export markets.” The ministry’s reply is the clearest official confirmation of the date and core scope.
A contemporaneous account published by Indian Defence Review on 26 May 2015 also described work on maintenance solutions for the Hawk and Jaguar fleets. It reported that HAL General Manager (Aircraft) M. N. Shrinath and BAE Systems Managing Director (Defence Information, Training and Services) Steve Timms signed the MoU, with Chris Boardman leading the BAE delegation.
The report quoted HAL chairman and managing director T. Suvarna Raju saying the teams needed to “finalise the scope of Hawk Mk132 Upgrades and other work packages under the MoU agreement at the earliest.” That indicates the technical scope and related packages still needed definition when the announcement was made; the MoU should not be mistaken for a completed specification.

What the Hawk Mk132 is
HAL’s Hawk brochure describes the Mk132 as a transonic, tandem-seat advanced jet trainer and ground-attack aircraft, powered by an Adour Mk871 turbofan. HAL manufactures the aircraft under licence from BAE Systems.
The Ministry of Defence’s 11 February 2008 induction announcement described the Hawk’s training role as a bridge between slower jet trainers and frontline fighters. It said the 2004 contract envisaged 66 aircraft: 24 to be built in the United Kingdom and 42 license-produced by HAL. Those are historical procurement figures, not a current fleet count.

How Advanced Hawk relates to the proposal
At Aero India in 2017, BAE Systems presented its Advanced Hawk concept, describing collaboration with HAL on an updated training platform. The announced features included:
- A large-area cockpit display.
- A new wing with an active slat and combat flap.
- Simulated radar, weapons and defensive aids.
This announcement documents a concept and its proposed capabilities. It does not establish that those features were installed on Indian Hawk Mk132 aircraft or that they constituted the final package contemplated by the 2015 MoU.

What is and is not established
The record confirms a May 2015 MoU and describes its intended upgrade, Combat Hawk and maintenance work. It does not establish whether HAL and BAE finalized a detailed Hawk Mk132 configuration, whether a proposed Combat Hawk entered service, or whether the 2015 work resulted in an implemented fleet modification. BAE separately reported in 2017 that the Hawk Mk132 had reached 100,000 flying hours with the Indian Air Force and Indian Navy; that is a historical figure reported by the company at that time, not a current total. The available announcements also do not verify the simulator’s completion or the present status of the historical support arrangements.
