GSTR-2A vs GSTR-2B: Which Statement Should You Use to Reconcile ITC?

GSTR-2B is the main statement for period-wise ITC checks against GSTR-3B, but invoices can appear later and legal eligibility still requires a separate review.

Use GSTR-2B as your main period-wise statement when checking reported input tax credit (ITC) against the relevant sections of GSTR-3B. The GST Portal expressly says taxpayers should use GSTR-2B to take the right ITC in those sections. Then reconcile it with your purchase register and books, check later statements for supplier filings that missed the period cut-off, and assess legal eligibility separately.

Which statement should you use?

For period-wise ITC review, start with GSTR-2B. The GST Portal identifies it as the statement to use when taking ITC in the relevant GSTR-3B sections. GSTR-2B is a read-only, static auto-drafted statement: you cannot add a missing invoice or edit its contents as the recipient.

GSTR-2A can still help you examine supplier-reported inward-supply information and investigate particular reporting differences. But the official material cited here does not establish a complete general specification of how GSTR-2A refreshes in every case. Treat it as a diagnostic view, not a replacement for the GST Portal’s instructions on using GSTR-2B.

How the statements differ in practice

Question GSTR-2A GSTR-2B
How to use it for ITC The GST Portal’s documented example concerns a particular reporting discrepancy; it does not provide a full general definition in that passage (GST Portal known issues). The GST Portal says to use it to take the right ITC in the respective GSTR-3B sections (GST Portal GSTR-2B FAQs).
Period presentation A documented issue says a related accrued-ITC report may be monthly while a quarterly recipient’s GSTR-2A form consolidates the quarter in its final month (GST Portal known issues). Generated monthly or quarterly on the 14th day of the following month or quarter, respectively; filings after the applicable cut-off go into the next open statement (GST Portal GSTR-2B FAQs).
Can the recipient edit it? Not stated in the cited official material. No. It is read-only; the recipient cannot add or change documents (GST Portal GSTR-2B FAQs).
Does it decide legal eligibility? The cited passage does not establish that GSTR-2A settles eligibility. No. It indicates availability in the statement, but other restrictions may apply and require taxpayer self-assessment (GST Portal GSTR-2B FAQs).

Why an invoice may appear in a later GSTR-2B

GSTR-2B period assignment is not determined by the invoice date alone. The statement draws on supplier or e-commerce-operator filings through GSTR-1, GSTR-1A or IFF; GSTR-5; ISD details from GSTR-6; and import-of-goods information from ICEGATE, including imports from SEZ units or developers.

According to the GST Portal FAQ, monthly GSTR-2B is generated on the 14th day of the succeeding month. For a quarterly recipient, the quarter’s statement is generated on the 14th day of the month after the quarter. The FAQ gives a monthly GSTR-1/1A cut-off running from 00:00 on the 12th of the relevant month to 23:59 on the 11th of the succeeding month. Quarterly supplier filings and GSTR-5/GSTR-6 use a stated window from the 14th to the 13th. Supplier or ISD details filed after the applicable cut-off appear in the next open GSTR-2B, regardless of the document’s issue date.

These are operational details published in the GST Portal FAQ, not a guarantee that schedules will never change. Check the live portal’s instructions for the period you are reconciling before relying on a cut-off date.

A practical GSTR-2B reconciliation workflow

  1. Download the statement for the correct period. Confirm whether the taxpayer files monthly or quarterly and use the corresponding GSTR-2B. Keep periods consistent when comparing records.
  2. Match documents to the purchase register. Compare supplier GSTIN, invoice or debit-note number and date, taxable value, tax amounts, amendments and credit notes. The GSTR-2B FAQ describes document-level supplies and amendments.
  3. Check filing timing. For an unmatched invoice, check when the supplier or ISD filed the relevant details and whether they fell after the period’s cut-off. Look at the next open GSTR-2B before treating the item as an unexplained mismatch.
  4. Classify each difference. Investigate whether it reflects timing, an omission, an amendment, a duplicate, a book-entry issue or a different reporting view. Correct source data through the relevant supplier or filing process; the recipient cannot edit GSTR-2B.
  5. Assess the claim before finalizing GSTR-3B. Reconcile the statement to your books, avoid claiming the same document’s credit twice, apply reversals required under GST law and account for reverse-charge tax as applicable. The portal’s indication is not a substitute for checking statutory entitlement.
  6. Retain a period-by-period trail. Record the document, the difference, its explanation and any adjustment so the reconciliation can be followed later.

How to investigate a GSTR-2A reporting difference

The GST Portal documents a specific mismatch between “ITC as per GSTR-2A (ITC accrued)” in a Credit and Liability Statement and the GSTR-2A form. It identifies three possible reasons: the accrued report is monthly while a quarterly recipient’s form consolidates the quarter in its final month; the report considers submitted invoices while the form can display saved as well as submitted invoices; and invoices added after the report cut-off may appear only in the form.

For that particular issue, the portal advises comparing the quarter’s accrued ITC with submitted invoices for the quarter. This is a troubleshooting example for that report/form discrepancy, not a general rule describing every GSTR-2A update.

What GSTR-2B does not settle

The GST Portal says the “ITC not available” indication in GSTR-2B covers specified scenarios only. Other legal restrictions may not be generated by the system, so taxpayers must self-assess eligibility under the applicable rules and their own facts. A line appearing as available is therefore an input to the review, not a legal ruling.

The portal also published an April–June 2024 functionality update describing automated Form GST DRC-01C intimation when the comparison of GSTR-2B ITC with ITC claimed in GSTR-3B crossed a predefined limit. That update said table 4A(3), reverse-charge supplies, was excluded from the computation it described. It does not establish a current threshold; do not infer one from that historical update.
