There is no single GST rate for every product or service in India. To find the right rate, identify exactly what is being supplied, determine its likely HSN (for goods) or service classification/SAC, locate the matching entry in the GST portal and official schedules, and then verify that entry against the current CBIC notification, amendments, conditions, exemptions and effective date. The tax component also depends on whether the supply is interstate or intrastate.
Why a product name alone cannot determine GST
GST classification is a legal and technical exercise, not a simple lookup of a brand or common name. Two items that consumers call by the same name can fall under different tariff entries because their material, composition, processing, form, intended use, packaging, value or other characteristics differ. The same principle applies to services: a marketing label may conceal several different activities with different classifications.

For that reason, a rate copied from an old chart, invoice or search result is only a starting point. The legally relevant answer is the rate attached to the precise entry that matches the supply and remains effective on the transaction date. A product may also have a taxable entry, an exemption entry and a compensation-cess provision that must be read together.

HSN for goods
HSN means Harmonized System of Nomenclature. Goods are organized into chapters, headings and subheadings, with more specific digits identifying the product category. A description search can suggest a candidate code, but the code alone is not enough: the wording, inclusions, exclusions and conditions in the rate entry control the result.

SAC or service classification
Services are classified separately from goods. You may see service-accounting or service-classification (SAC) numbers in schedules and invoices. Describe the activity actually performed, including who performs it, for whom, and what the customer receives. Do not select a code solely because it resembles a commercial name.
Rate, exemption and cess
A matching entry may be taxable at a specified percentage, exempt, nil-rated or subject to an additional levy such as compensation cess. An exemption can have its own conditions and may apply only to a defined recipient, use, quantity, value or type of transaction. Check each of these fields rather than reading only the headline percentage. “Exempt,” “nil-rated” and “zero-rated” should not be treated as interchangeable descriptions without checking the applicable legal provision.
What information to collect before searching
A short preparation step prevents most failed searches. For goods, collect the commercial invoice description, technical specification or catalogue, material and ingredients, manufacturing or processing steps, physical form, dimensions, packaging, intended use and any value or quantity threshold. Note whether accessories are supplied with the main item and whether the item is sold as a kit or set.

A single invoice line can conceal more than one activity, so list the elements separately before deciding whether they are supplied together.
These facts are also the evidence you will need if a classification is questioned. A screenshot of a search result without the underlying specification does not show why the entry applies.
Step-by-step: find a GST rate for a product
- Write a technical description. Record the product’s material or ingredients, level of processing, physical form, intended use, packaging, brand-independent characteristics and any threshold or quantity mentioned in the relevant tariff language.
- Search for a candidate HSN. Use the HSN search facility on the GST portal, searching both the description and possible code. The GST Council has also pointed users to customs-tariff resources and CBIC rate schedules and updated notifications. Treat every search result as a candidate, not as final legal confirmation.
- Compare neighboring headings. Do not stop at the first phrase that resembles your product. Open nearby headings and subheadings and compare their scope, exclusions and notes. A heading based on composition may differ from one based on use or degree of processing.
- Read the complete entry. Open the heading and subheading and compare your product with every phrase, note, exclusion, condition, value limit and packaging requirement. A near match can still be wrong if one defining characteristic differs.
- Check the current goods-rate notification. Confirm the percentage, exemption status and any cess in the applicable CBIC notification and its amendments. Note the notification number and the date on which the rate became effective.
- Check later changes. Search for subsequent notifications, corrigenda or substitutions before relying on a cached table. A schedule shown on an information page may not include a later amendment.
- Apply the supply context. Determine whether the supply is interstate or intrastate and whether a special place-of-supply rule changes the analysis. The component decision is separate from classification.
- Save your evidence. Keep the product description, candidate and final HSN, exact entry text, notification reference, effective date and supporting specifications with the invoice or tax workpapers.
Step-by-step: find a GST rate for a service
- Describe the deliverable. State what the provider actually does, the customer’s status, the location and nature of performance, and whether the arrangement includes goods, licensing, transport, accommodation, access or another bundled element.
- Separate bundled activities. Identify the principal deliverable and the other elements promised to the customer. Do not assume that an invoice label such as “consulting package” or “subscription” determines the classification.
- Find a likely service classification. Search the GST portal and the official services classification or schedule for descriptions that match the actual activity. A business’s internal service name is not a classification rule.
- Check the full schedule wording. Read inclusions, exclusions, recipient categories, geographic or value conditions and any notes attached to the entry.
- Verify against later notifications. The GST Council services schedule landing page identifies its listing as dated February 2024. It is useful for locating an entry, but that date means you must check later CBIC notifications before treating it as current law.
- Confirm exemption and transaction rules. A service can be exempt only when the exact exemption entry and its conditions apply. Also verify place-of-supply and interstate or intrastate treatment.
- Document the conclusion. Preserve the service description, classification, notification, effective date and the facts that satisfied any condition.
How to use official sources in the right order
The most reliable sequence is classification first, operative notification second. Start with the GST portal’s search tools and official schedules to locate a likely heading. Then move to the current CBIC rate information and the applicable notification. Read the notification itself, including tables, footnotes, explanations, amendments and commencement clauses.
Use the tax-information links on the CBIC rates page to locate the relevant legal material. Check that the document is a notification or amended notification, not merely a summary, calculator or blog post. Keep a copy or stable reference of the version consulted, because online pages can be reorganized.
CBIC FAQs can clarify how a classification issue is approached, but they are educational guidance rather than a substitute for the legal notification. The CBIC GST Rates FAQs carry this disclaimer: Answer is only for educational and guidance purposes and do not hold any legal validity. If an FAQ example and a later notification differ, the operative notification and amendments take priority.
What changed in the goods-rate notification framework in September 2025?
A PIB FAQ dated 18 September 2025 identifies Notification 9/2025-Central Tax (Rate) as superseding the earlier goods-rate notification. It separately identifies Notification 10/2025 for exempt goods and names separate notifications dealing with handicrafts and compensation cess. This is an important dated reference point when you encounter older tables that still cite the former notification.
The statement does not prove that no subsequent amendment exists. For a transaction today, search the latest CBIC material and confirm the effective date of every change. Record the notification that was in force on the date of supply, not merely the notification that appears in a historical article. If an amendment has a future commencement date, distinguish it from the rule applicable to supplies made before that date.
Interstate and intrastate tax components
The government’s service description distinguishes the components generally used for different movements of goods or services:
Free tools Windows power users keep installed

- Interstate supply: IGST is generally charged.
- Intrastate supply: CGST plus SGST, or CGST plus UTGST where the destination is a Union territory, is generally charged.
This is a component rule, not a shortcut around classification. Place-of-supply provisions, imports, exports, supplies to or from special territories, and transaction-specific facts can change the result. Establish the place of supply and the parties’ locations before preparing the invoice. A correct HSN or SAC with the wrong tax component still produces an incorrect invoice.
How to resolve two conflicting search results
When the portal, a spreadsheet and a third-party chart disagree, compare the underlying evidence in this order:
| What to compare | Question to ask |
|---|---|
| Exact description | Does the wording cover your product or the service actually performed, rather than a broad commercial label? |
| HSN or service classification | Are the heading, subheading and explanatory notes the same? |
| Composition and form | Do material, ingredients, processing, physical form or packaging satisfy the entry? |
| Use and recipient | Does intended use, customer type or recipient status trigger a different entry? |
| Thresholds and conditions | Are there value, quantity, geographic, time or documentation limits? |
| Tax status | Is the item taxable, exempt, nil-rated or subject to compensation cess under the exact entry? |
| Notification date | Which notification and amendment was effective on the supply date? |
| Tax component | Does the place-of-supply analysis require IGST or CGST with SGST/UTGST? |
Give priority to the operative notification and its amendments over an undated summary, an old schedule or a search snippet. If the wording remains ambiguous, stop rather than choosing the lower rate by assumption. Note both possible entries and the fact that makes the difference; that makes a professional review faster.
Mixed supplies, kits and bundles
Classification becomes harder when an invoice covers a kit, a package or several deliverables. List every component and ask whether the customer receives one inseparable supply or separate supplies. The classification and rate may depend on the actual contents, the principal purpose and the wording of the applicable entries. Do not infer the answer merely from the name of the package or from the rate of its most expensive component.
Recommended Free Tools
For a software arrangement, for example, distinguish a licence, hosted access, implementation, support and training in the contract. For a machine sale, identify whether installation, warranty, spare parts or consumables are included. These facts can affect both classification and the tax treatment of the transaction. Where the bundle is material or recurring, obtain a written professional view before standardizing the invoice.
A practical worksheet for one item
Use a separate record for each materially different product or service. A useful worksheet contains:
- Plain-language description and technical specifications.
- Material, composition, processing, form, packaging and intended use for goods.
- Actual activity, deliverables, recipient and performance facts for services.
- Candidate HSN or service classification and the search date.
- Exact final entry wording and any exclusion or explanatory note.
- Taxable, exempt, nil-rated or cess treatment.
- Notification number, amendment reference and effective date.
- Place-of-supply conclusion and tax component.
- Person who approved the classification and the date for the next review.
Save the supporting catalogue, specification sheet, contract or statement of work. If the product changes ingredients, packaging or intended use, reassess the classification instead of reusing the old code automatically. Give the worksheet a version number so older invoices can be tied to the rule that applied on their supply date.
Invoice HSN/SAC disclosure: a dated compliance reference
A GST Council release described invoice requirements effective from 1 April 2021. It stated that taxpayers with preceding-financial-year turnover above ₹5 crore were required to furnish a six-digit HSN or SAC on taxable-supply invoices, while taxpayers up to ₹5 crore were required to furnish a four-digit HSN on B2B invoices. These thresholds and descriptions are tied to that release and effective date; verify the current invoice rules and any later relief, sector-specific rule or amendment before using them as present-day compliance instructions.
Correct disclosure does not by itself prove that the rate is correct. The code, description and rate must still match the legally applicable entry. Also check whether the invoice is B2B, B2C or another prescribed type before applying a turnover-based disclosure rule.
Common mistakes and how to fix them
Using a broad product name
Problem: “Powder,” “machine,” “software” or “consulting” can describe multiple entries.
Fix: Add composition, technical function, processing, intended use, deliverable and recipient facts before searching.
Stopping at the first HSN result
Problem: Search tools identify possible matches but may not resolve exclusions or conditions.

Confusing a current rate with a future rate
Problem: A notification may be published before its effective date, or a later amendment may apply only from a stated date.
Fix: Record both the publication and commencement information and match it to the date of supply.
When to obtain professional classification advice
Ask a qualified GST professional to review the file when two headings plausibly apply, an exemption has several conditions, a bundled supply contains goods and services, a large or recurring transaction is involved, or the place-of-supply analysis is unusual. Provide the professional with the technical description, contract, invoices, samples or specifications and the notifications you considered. A reasoned written classification is more useful than a percentage copied from a general chart.
Professional review is also sensible when the financial effect of a classification is significant, when customers require a particular HSN or SAC, or when previous invoices used inconsistent codes. Ask for the reasoning and effective date, not just a number, so the conclusion can be maintained if the product or law changes.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How often should you recheck a GST rate?
Recheck before launching a new product or service, changing its composition or contract, entering a new state or customer category, issuing a high-value invoice, or relying on an older internal master. Also review after a Union Budget, GST Council recommendation, CBIC notification or exemption amendment. Keep the effective date beside the rate so staff do not confuse a future change with the rate applicable to an earlier supply.
For recurring supplies, assign an owner to monitor CBIC updates and set a review interval appropriate to the business. A master-data system can store the HSN or SAC, rate, notification reference and effective-from date, but software does not replace checking the underlying legal entry. Retain superseded versions for historical invoices rather than overwriting them.
Frequently asked questions
Can I find a GST rate using only a product name?
You can use a product name to begin an HSN search, but it may not settle the classification. Confirm composition, form, processing, intended use, packaging and every condition in the matching entry.
Is the HSN search result legally conclusive?
No. It is a practical way to locate a likely heading. The applicable current CBIC notification, its amendments and the facts of the supply determine the legal result.
Best Value
Where can I check the latest GST rates in India?
Start with the GST portal’s HSN search and official schedules, then verify the result in current CBIC rate information and the operative notification. Check the notification date and later amendments rather than relying on an undated chart.
How do I find a GST rate for a service?
Describe the activity and deliverables, locate the likely service classification in the official services schedule, read its conditions and exclusions, and confirm the result against later CBIC notifications and exemption provisions.
Does the same rate apply to interstate and intrastate supplies?
The underlying classification rate may be expressed differently in the tax components. Interstate supplies generally use IGST; intrastate supplies generally use CGST with SGST or UTGST. Place-of-supply rules and special facts must still be checked.
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Clear out junk files and repair common Windows errorsFree Scan →Do I need to buy a printed GST rate book?
No. The core lookup can be performed using official online portal searches, schedules and notifications. Printed charts can become outdated, so always verify any reference against current CBIC material.
Key takeaways
- GST lookup begins with a precise description, not a universal rate table.
- HSN and service-classification searches locate candidates; the current notification establishes the applicable legal entry.
- Read conditions, exclusions, exemptions, cess and effective dates in full.
- The September 2025 PIB FAQ identifies Notification 9/2025-Central Tax (Rate) as replacing the former goods-rate notification and Notification 10/2025 for exempt goods; check for later amendments.
- IGST versus CGST with SGST/UTGST depends on the supply context and place-of-supply rules.
- Keep a dated classification record and obtain professional advice where the facts or legal wording are genuinely ambiguous.
Frequently Asked Questions
What is the fastest reliable way to find a GST rate?
Prepare a precise product or service description, search the GST portal for a candidate HSN or service classification, and then verify the complete entry in the current CBIC notification, including conditions, exemptions, cess and effective date.
Why can two websites show different GST rates?
They may describe different classifications, use different assumptions about composition or use, or rely on notifications from different dates. Compare the exact entry and prioritize the operative notification and amendments.
Can a service have more than one possible classification?
Yes. A commercial label can cover different activities or a bundle of deliverables. Separate the actual activities, read inclusions and exclusions, and seek professional advice if two entries remain plausible.
Free tools Windows power users keep installed
One-click scans. No signup required.
What should I save after deciding a rate?
Keep the technical or service description, final HSN or classification, exact entry wording, notification and amendment references, effective date, place-of-supply analysis and supporting specifications or contract.
Are the ₹5 crore invoice HSN thresholds still current?
The GST Council release described six-digit HSN/SAC above ₹5 crore and four-digit HSN for B2B invoices up to ₹5 crore from 1 April 2021. Verify current rules and later amendments before applying those thresholds today.
The Bottom Line
To find an India GST rate, classify the exact supply first and verify the matching entry in the current CBIC notification. Use the GST portal and official schedules to locate candidates, then check wording, conditions, exemptions, cess, effective dates and place-of-supply rules. Keep a dated evidence trail and obtain qualified advice when the classification is genuinely uncertain.
