Since 22 September 2025, qualifying individual life and health insurance policies—including family floater health plans—have been exempt from GST. Employer-sponsored group health and group life policies are different: they remain subject to 18% GST. So the change may affect an employee who buys an individual policy, but it did not make workplace group cover tax-free.
What changed, and when?
The GST Council recommended exempting individual life and health insurance at its 56th meeting on 3 September 2025. The exemption took effect on 22 September 2025 under Notification No. 16/2025-Central Tax (Rate), dated 17 September 2025. The Department of Financial Services says it covers all individual life and health insurance policies, including family floaters. The Department’s FAQ explains the scope and implementation; the recommendation and notification are also recorded in the Rajya Sabha answer on the GST exemption.
Does the exemption apply to employer health insurance?
No. The exemption applies to individual policies, not employer-sponsored group insurance. The Department of Financial Services FAQ states that employer-sponsored group health and group life policies continue to attract 18% GST. An employee enrolled in workplace cover and someone who buys an individual policy therefore fall into different GST categories.
| Coverage | Who arranges or holds it? | GST treatment under the official FAQ |
|---|---|---|
| Individual life or health policy, including a family floater | An individual buys the policy for themselves or their family | Exempt from GST from 22 September 2025, according to the Department of Financial Services FAQ |
| Employer-sponsored group health or life policy | An employer arranges group cover for employees | 18% GST continues to apply, according to the Department of Financial Services FAQ |
This tax distinction does not, by itself, show which coverage is better value. Group and individual policies can differ in benefits, exclusions, continuity and employer arrangements; the GST sources do not compare those features. An employee considering extra individual cover should assess the policy terms and their existing protection separately from the tax treatment.

What does the change mean for premiums?
For a covered individual policy, the GST exemption removes the tax that previously applied to the premium. The government presented affordability and wider insurance adoption as expected benefits, not as measured results. In the Rajya Sabha answer, Minister of State for Finance Pankaj Chaudhary said: “This is expected to make insurance more affordable to citizens, especially the underserved population in rural and urban areas.” The answer does not quantify household savings, report insurer-by-insurer price changes or establish an increase in insurance uptake. The 18% figure is a tax rate, not a guaranteed 18% reduction in the total price of every policy.
Why did the Council act?
The 54th GST Council meeting minutes in 2024 provide background, not the final decision. They record a Department of Financial Services request to reduce GST on individual term or pure-protection plans from 18% to 5%, alongside concern that the tax burden could deter people from obtaining insurance. The later recommendation and notification established the exemption for individual life and health policies.

What if a premium was due around the start date?
The effective date alone may not settle the GST treatment of every payment made near the transition. The Department of Financial Services FAQ addresses due dates, payment receipts, advances, instalments and other timing situations. For a renewal or invoice around 22 September 2025, check the relevant FAQ guidance against the actual premium due date, payment and invoice details rather than relying only on the policy issue date.
