GST E-Invoicing in India: IRN Rules, the 30-Day Limit and ITC Deadlines

GST e-invoicing requires covered suppliers to register invoice data with an IRP. Learn how turnover history, the 30-day reporting rule and separate ITC conditions affect businesses and recipients.

GST e-invoicing in India is an invoice-registration requirement, not a requirement to create invoices on a government portal. A covered supplier prepares an invoice in its own billing or accounting system and reports its details to an Invoice Registration Portal (IRP), which returns an Invoice Reference Number (IRN) and QR code information. The current 30-day IRP reporting restriction applies to taxpayers with aggregate annual turnover (AATO) of ₹10 crore or more, effective 1 April 2025. Whether a recipient can claim input tax credit (ITC) is a separate question governed by the recipient’s documents, compliance and statutory deadlines.

What is an IRN in GST e-invoicing?

An Invoice Reference Number (IRN) is the unique 64-character number generated when an IRP registers the details of a covered GST invoice or other reportable document. The supplier first prepares the document in its billing, accounting or ERP system, then submits the required particulars to the IRP. The IRP validates and registers those details, returns the IRN and QR code information, and transmits relevant data to GST systems.

The IRN is generated using the supplier’s GSTIN, financial year, document type and document number. IRP technical guidance describes the document codes as INV for an invoice, CRN for a credit note and DBN for a debit note. Registration does not mean that the supplier should silently edit the invoice afterward; corrections must follow the prescribed cancellation or amendment process applicable to the case.

The IRP’s guidance states: “An e-invoice is valid only when it is registered on the e-invoice portal.” This explains the supplier-side registration requirement, but it does not by itself decide every recipient-side ITC dispute or the effect of every possible document defect.

Who is required to generate e-invoices under GST?

The mandate is based on turnover history, not solely on the business’s turnover in the current financial year. IRP guidance says the relevant test includes AATO in any preceding financial year from FY 2017-18 onward. A business should therefore check its historical turnover, registration category and applicable exclusions against the operative notification, rather than relying on the current year alone.

The IRP’s published rollout history is:

These are the phased AATO thresholds described by the GSTN IRP; they are not a complete list of who must comply. IRP guidance identifies regular taxpayers and SEZ developers among eligible categories and says the supplier generates the e-invoice, rather than the recipient or transporter. Check the current notification for the exact covered persons, transactions and exclusions before deciding that a particular GSTIN is in or out of scope.

What is the 30-day e-invoice rule?

From 1 April 2025, taxpayers with AATO of ₹10 crore or more must report invoices, credit notes and debit notes to an IRP within 30 days of the document date, according to IRP guidance. The portal restricts IRN generation after that window for these taxpayers. The IRP says the restriction previously applied to taxpayers with AATO of ₹100 crore and above.

This is a portal reporting restriction for the specified turnover group, not a universal 30-day deadline for every taxpayer. Businesses within scope should build an internal reporting target comfortably earlier than day 30 so that validation errors or operational delays do not consume the available window.

Is the IRN deadline the same as the deadline to issue an invoice?

No. Invoice issuance and reporting to an IRP are separate clocks. Under CBIC invoice rules, a tax invoice for taxable services is generally to be issued within 30 days from the supply; the period is 45 days for insurers, banking companies, financial institutions and non-banking financial companies, subject to the precise rule and transaction. Other supplies have their own invoice-issuance timing under the CGST Act. The IRP’s 30-day restriction, by contrast, measures the time to report a document after its date and applies to the AATO ₹10 crore-or-more group described above.

Meeting one clock does not establish that the other has been met. Businesses should identify the applicable invoice-issuance rule for each transaction and separately monitor IRP reporting where the mandate applies.

Can I claim ITC without an IRN?

An IRN is not, by itself, proof that the recipient is entitled to ITC. If a supplier is covered by the e-invoicing mandate, the supplier must comply with the registration requirement for the covered document. But whether a recipient may claim credit depends on the governing law and the recipient’s facts; the IRP’s validity guidance alone does not establish that every recipient automatically loses ITC in every no-IRN situation.

CBIC’s Section 16 and related rules require a qualifying invoice or other permitted document and satisfaction of recipient-side conditions. These include receiving the goods or services, tax being paid to the government and furnishing the required return. Other restrictions, including blocked-credit rules and supplier reporting or compliance conditions, may also affect a claim. An IRN should therefore be checked as part of the document and compliance review, not treated as a substitute for it.

The rules also address cases where a recipient does not pay the supplier the value of the supply and tax within 180 days: credit may need to be reversed, with re-availment when payment is made, subject to the detailed rule and exceptions.

What is the last date to claim GST input tax credit?

The general Section 16(4) deadline reproduced in CBIC Circular 237/31/2024-GST is 30 November following the end of the financial year to which the invoice or debit note pertains, or the date the relevant annual return is furnished, whichever is earlier. Apply the current statutory text to the relevant period and taxpayer rather than treating that general wording as an exception-free answer.

The circular, dated 15 October 2024, discusses retrospective relief under Sections 16(5) and 16(6) for specified cases. Those provisions do not establish a general extension for every missed claim. A taxpayer considering a late claim needs to check whether the relevant period and circumstances fall within the specified relief, along with other applicable conditions and restrictions.

How should a business operationalize e-invoicing?

  1. Check applicability: Review the GSTIN’s AATO for every relevant preceding financial year beginning with FY 2017-18, then verify the registration category and exclusions against the current notification.
  2. Map covered documents: Identify invoices, credit notes and debit notes in the billing workflow, and ensure the necessary fields are captured for the notified schema.
  3. Submit through an IRP: Configure the billing, accounting or ERP process to report covered documents promptly and handle validation errors before they cause delays.
  4. Retain evidence: Keep the returned IRN, signed invoice and QR code information, submission response and reconciliation records with the transaction file.
  5. Set a reporting control: If AATO is ₹10 crore or more, monitor the 30-day reporting restriction effective 1 April 2025 and set an internal deadline earlier than the portal cutoff.
  6. Reconcile ITC separately: Match recipient documents against receipt of supply, applicable supplier and tax reporting requirements, payment status, returns and the claim time limit.

When assessing billing or ERP processes, useful operational criteria include IRP connectivity, schema and field validation, support for invoices and credit/debit notes, exception handling, retention of IRN and QR records, and reconciliation with GST returns. These criteria describe workflow needs; they are not certification of any particular software product.
