Choose the GST composition scheme only when your business is eligible, sells within its restrictions, serves customers who do not need GST input tax credit, and benefits more from simpler compliance than from claiming credit on purchases. Choose regular GST registration when you need eligible input tax credit (ITC), tax invoices for GST-registered customers, substantial interstate sales, or the flexibility of the normal GST system.
Composition is optional, not a shortcut around GST rules. Your preceding-year aggregate turnover, PAN-level businesses, state, type of activity, and supply pattern determine whether it is available. Thresholds, rates and conditions can change, so verify the current notification and portal validation before making an election.

What the two GST options mean
Composition levy
The composition scheme is a simplified method for eligible small taxpayers. Instead of calculating GST under the normal provisions on each taxable supply, the taxpayer pays a prescribed composition amount based on turnover and business category. The GST Portal guide describes quarterly payment through CMP-08 and an annual GSTR-4 return.
The trade-off is significant: a composition taxpayer cannot collect GST separately from customers, cannot claim ITC on purchases, and faces restrictions on interstate outward supplies and specified activities. Sales are documented with a bill of supply carrying the required composition wording rather than a taxable GST tax invoice. The rules also require the prescribed composition information to be displayed on business signboards.

Regular GST registration
A regular taxpayer follows the normal GST provisions. For taxable supplies, the business may issue GST tax invoices and charge the applicable GST. It can claim eligible ITC, subject to the conditions in the GST law, and generally has a more workable structure for interstate business and sales to GST-registered customers.
Normal registration brings more reporting responsibility. GSTR-1 outward-supply reporting applies to normal taxpayers, monthly or quarterly where the taxpayer is eligible and chooses the relevant option. GSTR-1 is only one part of the normal compliance calendar; other applicable returns, reconciliations and payment obligations still have to be considered.
Composition vs regular GST: the practical differences
| Decision factor | Composition levy | Regular registration |
|---|---|---|
| How tax is paid | A prescribed composition amount based on turnover and eligible business category; the portal guide describes quarterly CMP-08 payments and an annual GSTR-4. | Tax is calculated under normal GST provisions on taxable supplies, with the applicable normal payment and return obligations. |
| Customer invoice | No separate GST collection. Issue a bill of supply with the required composition wording. | Issue GST tax invoices for taxable supplies and charge applicable GST. |
| Input tax credit | ITC on purchases cannot be claimed. | Eligible ITC may be claimed when the statutory conditions are met. |
| Interstate outward supplies | Restricted; the exact statutory conditions must be checked for the supply and taxpayer. | Generally the more workable route for interstate business, subject to ordinary GST requirements. |
| Outward-supply reporting | The portal guide states that a composition taxpayer does not file GSTR-1 for periods as a composition taxpayer. | GSTR-1 applies, monthly or quarterly where eligible, alongside other applicable normal returns. |
| Best customer fit | Often suits a small business selling mainly to final consumers that does not depend on ITC. This is a practical inference from the no-ITC and no-separate-GST rules. | Often suits businesses selling to GST-registered customers who expect tax invoices and credit, or businesses with meaningful eligible input taxes. |
Check eligibility before comparing cost
Aggregate turnover is not just one shop’s sales
Composition eligibility is tested against the taxpayer’s aggregate turnover and the applicable rules. The GST Portal checks PAN-level turnover for the current and immediate preceding financial years when validating an application. That means businesses linked to the same PAN, including registrations in different states, can affect the calculation.

Assemble the turnover of the relevant PAN-level businesses and separate supplies that the law includes or excludes. Your state and the nature of each supply also matter.
Activity and supply restrictions matter as much as turnover
Section 10 of the Central Goods and Services Tax Act and the related rules determine which taxpayers and activities can use composition. Eligibility can be affected by whether you sell goods, provide services, make mixed supplies, deal in excluded categories, or make supplies that do not fit the scheme’s geographic conditions.

A business that expects regular interstate outward sales should examine regular registration first. Composition restrictions on interstate supplies can make an apparently attractive election unusable for the intended sales model. Similarly, a business that changes from goods to services, adds a new line, or begins a restricted activity must recheck its status immediately rather than waiting for the next return.
Threshold figures are orientation, not a permanent guarantee
The GST Portal’s 2025 welcome kit presents these commonly cited limits:
| Business description in the guide | Figure presented | How to use it |
|---|---|---|
| Goods suppliers | ₹1.5 crore | Orientation figure for the standard goods threshold in the guide; verify the current notification and conditions. |
| Specified states | ₹75 lakh | Figure presented for specified states; confirm whether your state and activity fall within the current provision. |
| Service or mixed suppliers under the relevant option | ₹50 lakh | Orientation figure for the service/mixed-supply option; check the current rule before relying on it. |
These are composition eligibility limits, not a universal GST registration threshold and not a promise that every taxpayer below the figure qualifies. No single consolidated, current notification resolves every state-specific variation. Treat the figures as a starting point for a legal check, not as a final eligibility opinion.
Use current rules rather than a legacy FAQ
Older CBIC FAQ examples contain historical figures alongside useful explanations. A figure in an old FAQ can therefore be out of date even when the general description remains helpful. For an actual application, current portal validation, the latest notification and the applicable rules take precedence.
Where the economics really come from
The composition amount is not the whole cost
Comparing a composition rate with the GST rate printed on a regular invoice can produce the wrong answer. Composition removes the right to claim ITC and prevents separate GST collection. The business therefore has to absorb GST charged by eligible suppliers as part of its cost, unless that cost can be recovered through pricing.

Under regular registration, eligible ITC can reduce the net GST payable, but only when the statutory requirements are satisfied. The value of that credit depends on your purchase mix, documentation, supplier compliance and the proportion of purchases used for eligible taxable business activity.

Illustrative purchase-credit test
Suppose a business expects ₹20,000 of eligible GST on business purchases during a period. A composition taxpayer cannot claim that ₹20,000 as ITC; it becomes part of the business’s cost. A regular taxpayer may be able to claim the eligible amount, subject to the law and records. This illustration does not establish a tax rate or guarantee that any particular invoice qualifies.
Now consider the opposite situation: a retailer buys mostly from unregistered or small suppliers and sells to household consumers who do not request GST credit. The potential value of ITC may be low, while the simpler composition routine may be valuable. The correct comparison is the total after-tax margin and administrative cost, not the headline percentage alone.
Customer type changes the answer
A final consumer usually cannot claim GST credit, so a bill of supply may be acceptable if the final price is competitive. A GST-registered business customer may expect a tax invoice and may value the ability to claim ITC. A composition supplier cannot provide that credit because it cannot charge GST separately and cannot issue a taxable GST invoice.
If losing business customers or forcing them to treat your invoice as a non-creditable cost would require a lower selling price, quantify that effect before choosing composition. Customer concentration matters: one large registered customer can make invoice treatment more important than a simpler return calendar.

Invoicing, pricing and records under composition
What you can and cannot show to customers
- Do not collect GST as a separate line item from customers under composition.
- Issue a bill of supply containing the required composition wording.
- Do not describe yourself as charging normal GST merely because your selling price is higher than your purchase cost.
- Display the required composition information on business signboards.
Your accounting system and quotations should match this treatment. A sales template that automatically adds a GST line can create an avoidable compliance problem. Configure invoices, point-of-sale receipts and online listings before the first composition sale.
Records still matter
Simpler returns do not eliminate the need to preserve purchase invoices, sales records, turnover calculations, bank evidence and details supporting eligibility. You need those records to test the PAN-level threshold, monitor excluded supplies, calculate the composition payment and respond if the tax authority questions your status.
Interstate and changing business plans
Composition restrictions on interstate outward supplies are one of the most important planning issues. If your business will sell from one state to customers in another, confirm whether the specific supply is permitted before opting in. A business that plans to add marketplaces, distributors or out-of-state wholesale customers should not assume that a composition election made for today’s local sales will remain workable.
Regular registration is generally the more practical structure for interstate outward supplies, but ordinary GST requirements still apply. Registration does not remove the need to classify supplies correctly, maintain documentation or file returns on time.
Compliance workload: simpler does not mean optional
| Task | Composition taxpayer | Regular taxpayer |
|---|---|---|
| Periodic payment | CMP-08 quarterly payment as described in the GST Portal guide. | Normal GST payment process based on taxable supplies and eligible credits. |
| Annual return | Annual GSTR-4 as described in the portal guide. | Applicable normal annual and periodic returns, depending on registration, turnover and filing option. |
| Outward-supply statement | No GSTR-1 for periods as a composition taxpayer, according to the guide. | GSTR-1 monthly or quarterly where eligible, plus other applicable filings. |
| Invoice controls | Bill of supply; no separate GST collection; composition wording required. | Tax invoice for taxable supplies, with GST charged and invoice data reported. |
| Credit records | Purchase GST cannot be claimed as ITC. | Maintain records needed to support eligible ITC and reconcile them with returns. |
Because normal taxpayers have more reporting fields and reconciliations, regular registration may cost more in bookkeeping time or professional fees. Conversely, the lost ITC and customer discounting risk can make composition more expensive economically. Estimate both compliance effort and tax leakage.

A decision process you can apply
- Map the business. List every activity, product and service, each state in which you are registered or operate, and the customers you expect to serve.
- Calculate PAN-level turnover. Gather current and preceding-financial-year turnover for businesses linked to the PAN. Do not use one outlet’s sales in isolation.
- Test scheme eligibility. Check section 10, the related rules, current notifications, excluded activities and the conditions for your type of supply and state.
- Forecast interstate sales. Separate local sales from planned outward supplies to other states. If interstate business is central to growth, treat regular registration as the default option to investigate.
- Measure eligible ITC. Review purchase invoices and estimate the GST that would genuinely qualify for credit under normal registration. Exclude unsupported, non-business or otherwise ineligible amounts.
- Classify customers. Estimate the share of sales to GST-registered businesses, final consumers and intermediaries. Ask whether customers require a tax invoice and usable ITC.
- Model prices. Compare the composition payment, embedded purchase GST, likely customer discounts and compliance cost with the regular system’s output tax, eligible ITC and filing cost.
- Stress-test growth. Model the result if turnover approaches the applicable limit, a new state is added, a major customer demands tax invoices, or the business starts a restricted activity.
- Document the conclusion. Keep the turnover calculation, eligibility checklist, customer assumptions and ITC estimate with your tax records. Revisit them when the business changes.
Switching between composition and regular taxation
Moving into composition
An eligible regular taxpayer generally opts into composition from the beginning of a financial year. The election is not a way to erase earlier normal-tax obligations. Confirm the effective date, update invoice formats, notify customers and prepare the records needed for the composition payment and annual return.
Leaving composition voluntarily
A taxpayer can withdraw and choose normal taxation when the business needs tax invoices, ITC, interstate flexibility or another feature of the regular system. Plan the effective date so that invoices, pricing, stock records and customer communications change together.
Leaving because conditions no longer apply
If the taxpayer ceases to meet the composition conditions, the rules require transition to normal tax treatment and the relevant withdrawal action. Do not continue issuing composition bills while relying on an assumption that a later correction will fix the position.
Stock credit is conditional
Moving to regular taxation may permit ITC on eligible stock or inputs, but the amount is governed by statutory requirements and documentation. A switch does not automatically restore every credit that was unavailable during composition. Preserve dated invoices, stock details and transition records, and obtain advice where the amount is material.
Common mistakes that change the answer
- Choosing from an old threshold: Historical FAQ figures may no longer reflect the current notification or state position.
- Comparing only nominal rates: Ignoring unclaimable purchase GST can reverse the apparent saving.
- Assuming customers are indifferent: Registered business customers may need tax invoices and ITC.
- Using composition for planned interstate growth: Supply restrictions can conflict with the sales model.
- Treating simplified returns as relaxed eligibility: CMP-08 and GSTR-4 do not permit excluded activities or excess turnover.
- Issuing a normal GST invoice by mistake: Composition suppliers cannot collect GST separately; align software and staff training.
- Assuming a switch guarantees stock credit: Transition credit depends on statutory conditions and evidence.
- Ignoring mixed activities: Adding services or a new product line can alter both eligibility and threshold treatment.
Who usually benefits from each option?
Composition is worth investigating when
- The business is comfortably within the applicable, currently verified limit.
- Sales are predominantly within the permitted geography and activities.
- Customers are mainly final consumers rather than GST-registered businesses.
- Eligible purchase GST is modest compared with the compliance benefit.
- The owner values a quarterly payment and annual-return routine and can maintain the required records.
Regular registration is usually the stronger starting point when
- Customers expect GST tax invoices and want to claim ITC.
- Purchases carry substantial eligible GST.
- Interstate outward supplies are planned or already material.
- The business has mixed activities, multiple registrations or rapid expansion plans.
- Suppliers, distributors or institutional customers require a normal GST workflow.
- Turnover may approach the composition limit, making a near-term switch likely.
When professional review is sensible
Use a GST practitioner or chartered accountant when the business has multiple PAN-linked registrations, mixed goods and services, uncertain state treatment, significant stock at a planned transition, or a customer contract that depends on ITC. Ask for a written comparison showing eligibility, expected composition payments, eligible regular-system ITC, invoice consequences and the steps required if turnover or activities change.
Accounting and return-preparation software can help maintain sales, purchase, stock and turnover records, but software does not decide legal eligibility. Configure the system only after the applicable scheme, effective date and invoice wording have been confirmed.
