GST 2.0: What Sitharaman’s “99% of Issues Resolved” Claim Means

Sitharaman called 99% of GST 2.0 rate and process issues resolved, but the reported percentage has no published methodology. Refund changes discussed at the 57th GST Council meeting also lack confirmed implementation dates in the report.

Finance Minister Nirmala Sitharaman said GST 2.0 had resolved 99% of issues concerning rates and processes, according to Moneycontrol on October 9, 2026. The report does not explain which issues were counted or how the percentage was calculated, so 99% is her assessment—not an independently verified measure. The same report describes refund-process changes discussed at the 57th GST Council meeting on October 8, but does not establish that all of them are already in force.

What the 99% figure does—and does not—tell taxpayers

Sitharaman’s remark was about issues involving GST rates and processes. Moneycontrol did not publish a denominator, calculation method, or independent evidence supporting the 99% figure. It should therefore be read as the finance minister’s characterization of progress, not as a statistic showing that 99% of taxpayers’ problems have been resolved.

At the 57th GST Council meeting, held on October 8, the Council addressed a second phase of GST 2.0 process reforms, following rate rationalisation in September 2025, the report says. Sitharaman was quoted at the press briefing as saying: “There’s nothing more to look at on rates right now. Don’t think there are any major outstanding issues which are fundamental to ease of doing business, rates and processes,”

The report also says rate reductions covered more than 300 items. It gives an effective GST rate of 10.84% after the September 2025 cuts, compared with 11.74% before them, but does not explain the calculation. Those figures are the report’s figures, not independently verified official statistics in the available account.

What refund changes were reported

Moneycontrol described several proposed or decided process changes at the meeting. Its account does not provide the implementing notifications or a complete effective-date schedule, so the details below should not be treated as confirmation that each measure is operational.

Refund step What Moneycontrol reported Status qualification
Claim acknowledgement The stated period would fall from 15 days to 10 days. If neither an acknowledgement nor a deficiency memo is issued within the new period, the claim would be treated as acknowledged. The report does not establish the operative notification or start date.
Initial sanction The system would sanction 90% of a claim based on risk assessment. The report does not establish that this rule is in force or explain its detailed conditions.
Refund order An order would issue within three working days after acknowledgement, compared with seven days currently, according to the report. The report does not establish implementation or define how the timeline is applied in practice.
Excess cash-ledger balance Excess balances would become eligible for fully automatic refunds without officer intervention. The report does not identify the governing notification or effective date.

Who could be affected by the reported refund measures

The report identifies exporters and businesses with an inverted duty structure as likely beneficiaries of refund changes. An inverted duty structure generally refers to a situation in which tax on inputs exceeds tax on the output supply; eligibility and the amount recoverable depend on the applicable GST rules and the taxpayer’s circumstances. The report’s general description is not a determination of any individual claim.

Moneycontrol says around 65% of refund claims relate to exports or inverted rates, and another 19% relate to existing cash-ledger balances. It does not provide the underlying dataset, so these proportions should be attributed to the report rather than treated as independently verified GST statistics.

What is still needed to confirm the changes

The news report provides an account of the minister’s remarks and the refund measures described at the meeting, but does not settle their legal wording or implementation dates. Official GST Council minutes, Finance Ministry releases, and implementing notifications would be needed to confirm the decisions and when taxpayers can rely on them. Until then, businesses should distinguish the reported timelines from the rules currently applicable to a particular refund.
