India’s GST Council was scheduled to discuss process reforms on October 7, 2026, but the detailed “GST 2.0” package described in pre-meeting reports should be treated as proposals—not changes taxpayers can rely on yet. The most consequential reported idea would protect a genuine buyer’s input tax credit (ITC) when the buyer has an invoice, received the goods or services, and paid the supplier in full, even if a supplier further up the chain failed to pay GST.
What is being proposed under GST 2.0?
NDTV Profit reported on October 6, citing Finance Ministry sources, that the Council was considering a package spanning ITC, refunds, registration processing and tax treatment of platform-based services. The Economic Times reported additional detail on October 5, also before the meeting. Neither report establishes that the Council adopted these measures.

How would the proposed genuine-buyer ITC protection work?
Under the proposal described by NDTV Profit, the buyer’s protection would turn on three facts: the buyer has the invoice, has taken delivery, and has paid the supplier in full, including the tax amount. If those conditions are met, the buyer would receive ITC unconditionally even if a supplier further up the chain failed to pay tax, according to the report.
This is a reported proposal, not a confirmed entitlement. The reports do not provide final statutory language, explain how a buyer would prove each condition, or state how the change would interact with existing compliance and invoice processes. Businesses should not assume that an upstream supplier’s default can no longer affect a claim unless and until an official measure says so.

What do the reported processing figures mean?
NDTV Profit attributed the figures below to Finance Ministry sources. They are not independently verified service standards in the material reviewed, and they describe different kinds of measures: one reported existing result, one expected outcome, and two proposed targets.

What is known about the Council meeting and e-invoicing?
Business Standard reported that Finance Minister Nirmala Sitharaman said the Council was scheduled to discuss process reforms, including e-invoicing and ITC rules, on October 7, 2026. Asked whether e-invoicing extension and ITC rationalisation could be part of GST 3.0, she replied: “Not yet at 3.0. In 2 itself we are doing it.” The remark describes the reform framing; it does not confirm each detailed proposal in the pre-meeting reports.

There is relevant earlier context, but it should not be confused with the reported 2026 package. The official GST Council-hosted release for its 54th meeting describes a voluntary B2C e-invoicing pilot and an invoice management system for accepting, rejecting or holding invoices for ITC purposes. The official circular index also lists 2024 circulars addressing ITC for Ex-Works deliveries and ITC claimed by e-commerce operators for specified platform services. Those are existing formal measures or guidance; they do not establish that the new proposals have been approved.
Why are advisers highlighting blocked credit and refunds?
EY partner Bipin Sapra told The Economic Times that unlocking blocked ITC under Section 17(5) “can lower costs across industry and make Indian goods and services more competitive globally.” He also said that refunding accumulated GST credit on inverted duty structures “can turn locked-up working capital into growth capital, giving industry a capex stimulus comparable to a PLI scheme without creating a new subsidy.” These are Sapra’s analysis of potential effects, not an official forecast or a confirmed estimate of savings.

When would any change take effect?
The reports available around the scheduled October 7 discussion do not establish what the Council decided, whether it recommended any of these specific measures, or when a change would begin. A Council recommendation alone does not make a detailed tax change legally effective: the official GST Council release for the 54th meeting explains that recommendations are given effect through relevant circulars, notifications or amendments to law, which carry the force of law.
For an actual claim, registration or refund decision, look for the relevant official notification, circular or law amendment and its effective date. Until those details are published, treat the reported ITC protections, refund changes and processing targets as proposals rather than rules already in force.
