Greece Named No. 1 in International Living’s 2026 Retirement Index

Greece ranked No. 1 in International Living’s 2026 Annual Global Retirement Index, but the score is a starting point—not a guarantee of costs, care or residency access.

Greece ranked first in International Living’s 2026 Annual Global Retirement Index, scoring 90.1 overall. The ranking also gave Greece scores of 89 for healthcare, 88 for housing and 89 for climate. Those results make Greece a destination worth investigating, not a universal answer: the index is International Living’s comparative framework, and your costs, care needs, residency options and weather preferences may point elsewhere.

What the No. 1 ranking says—and what it doesn’t

International Living presents its index as a way to compare lifestyle, value and ease of moving abroad. Its 2026 edition draws on correspondent experience and on-the-ground reporting, data, and category scores. The publisher also includes subjective judgments, such as “affinity”—including how easy a newcomer may find it to make friends. It is therefore best read as a publisher’s decision framework, not an official or universally applicable verdict on the best country for retirement.

In the index infographic, Greece’s overall score is 90.1. Panama placed second at 89.3 and Costa Rica third at 87.6. International Living’s infographic lists Greece’s category scores below; they are comparative index scores, not direct measurements of individual outcomes.

The highest listed category score is affinity, not healthcare, housing or climate. Those three headline areas matter, but they are only part of the comparison.

How to interpret the healthcare score

Greece’s healthcare score of 89 is a rating within International Living’s index, not a clinical assessment of care quality or a guarantee of access, coverage or cost for a particular retiree.

In the Greece section, correspondent Leena Horner describes paying €250 per month for private insurance covering herself and her husband, with a €2,500 deductible and coverage aimed primarily at catastrophic costs. She says routine care is often paid out of pocket. She also recounts a retinal treatment and follow-up for her husband that cost €250 total. These are personal examples, not national averages, standard insurance quotes or proof that another person would qualify for the same coverage or pay the same amount.

Before estimating your retirement budget, check what coverage you would be eligible for, what it excludes, how deductibles and routine care work, and whether your intended residence status affects access. The index account does not establish public healthcare eligibility for an individual reader.

What the housing examples can—and can’t—tell you

Greece received a housing score of 88. Horner reports that she and her husband bought a house on Corfu in 2022 for €250,000; she says the purchase qualified them for a Golden Visa. She reports that similar homes in the area later listed closer to €400,000. The article also describes a friend’s €36,000 inland Crete townhouse purchase, which needed cosmetic work, paint, appliances and furniture.

These accounts illustrate how location, timing and condition can change the cost of buying. They do not establish current nationwide prices, typical rents or what a comparable home would cost today. Build a location-specific budget that accounts for the property’s condition and the costs of making it usable; do not treat a correspondent’s purchase as a forecast or market average.

What “weather” means in the index

The index calls this category “climate” and gives Greece a score of 89. International Living says its climate evaluation considers factors such as temperature, rainfall, humidity, sunshine and the variety of climate options. A single national score cannot tell you whether a particular place will suit you.

Horner says much of Greece receives more than 300 days of sunshine annually. Describing Corfu’s Ionian coast, she reports hot, humid summers, crisp winters and seasonal variation. Those are her observations, not a guarantee for every Greek region or year. Consider the specific area and seasons you would live through, especially if humidity, summer heat or winter conditions affect your comfort.

Residency deserves its own verification

International Living’s Greece account discusses three routes: the Financially Independent Person permit, the Golden Visa and the Digital Nomad Visa. It also says residency is not dependent on buying a home, while noting that property buyers may pursue the Golden Visa. These descriptions do not establish current eligibility, investment thresholds, processing times, tax consequences, healthcare access or a path to citizenship for any particular applicant.

Immigration rules can change and depend on individual circumstances. Before making plans or paying for property, confirm current requirements with Greek government or consular sources and get qualified advice on tax and legal questions. Do not rely on an index article to determine which route you qualify for.

How to use the ranking in your own retirement decision

Use Greece’s first-place position as a prompt to investigate, then compare it against your own priorities. Panama and Costa Rica were close behind in this edition, but a narrow difference in publisher scores does not show which destination is best for your household.

  • Set a realistic budget using current, location-specific housing and healthcare information rather than the individual examples above.
  • Identify the care you need and verify eligibility, coverage, out-of-pocket costs and provider access for your circumstances.
  • Compare the climate of specific locations and seasons, not just a country-level score.
  • Confirm that you meet the current requirements for a residency route before treating it as available to you.
  • Decide how much weight to give lifestyle fit and social connection alongside cost, healthcare and housing.

International Living executive editor Jennifer Stevens characterized Greece as “a beautiful, welcoming, and affordable European base with accessible residency options and a lifestyle that feels rich in every sense.” That is her description of the destination, not a promise about affordability or access for every retiree.
