A major AWS outage in Northern Virginia on 20 October 2025 disrupted services used by UK organisations including HM Revenue & Customs and Lloyds Banking Group. The incident has prompted questions for HM Treasury, HMRC and financial regulators about whether critical UK services rely too heavily on overseas cloud infrastructure—and whether “UK-hosted” systems are genuinely independent of a failure in the United States.
The available evidence does not show that HMRC or Lloyds simply stored all their data in America. It does show how a UK-based application can depend on a particular cloud region through DNS, identity, databases, management services, software suppliers or a global control plane.

What happened in the AWS outage?
The disruption began shortly before 8am UK time on 20 October 2025. The affected AWS region was US-East-1, in Northern Virginia. AWS reported increased error rates and latency across multiple services, with the initial trigger involving DNS resolution problems affecting regional DynamoDB endpoints.

The incident was recorded by AWS as beginning on 19 October in some time zones, but UK reporting referred to the event on 20 October. Recovery was not identical for every service: AWS described work involving EC2 launches, networking and service backlogs rather than one universal outage duration.

According to Computer Weekly, UK organisations reported as affected included HMRC and Lloyds Banking Group. That reporting does not, by itself, establish which specific HMRC or Lloyds systems failed, how long each service was unavailable or whether the dependency was direct or supplied through another technology company.
AWS’s incident record said that services and features relying on US-East-1 endpoints could also be affected. It identified a service and DNS failure—not a cyberattack—as the cause described in the public record.
Why could a US cloud failure affect UK services?
A cloud region is not the same thing as the customer’s geographical location. An organisation may run its main workload in AWS’s UK region while still depending on systems connected to another region or to a global AWS service.

Possible dependency paths include:
- an application or database calling US-East-1 directly;
- DNS resolution or service-discovery systems needed to find an application;
- identity and access-management services used to authenticate users or issue permissions;
- global control-plane or management functions used to configure regional resources;
- cross-region replication, failover or database features;
- deployment, monitoring, networking or API services;
- a software-as-a-service supplier whose own infrastructure depends on US-East-1; and
- recovery systems that require the same cloud credentials, DNS or management APIs as the failed production system.
This is an illustrative dependency model, not a confirmed map of HMRC’s or Lloyds’ architecture:
UK application → UK AWS region or SaaS platform → identity, DNS or control-plane dependency → US-East-1
Two AWS regions can improve resilience, but “multi-region” does not automatically mean independent. If both regions rely on one identity path, deployment system, DNS provider or cloud control-plane function, a regional failure can still obstruct the failover.

Does “hosted in the UK” guarantee resilience?
No. “UK-hosted” can describe data location without describing every system required to operate the service.

| Data residency | Where data is stored | That every operational dependency is in the UK |
| Processing location | Where data may be handled or analysed | That identity, DNS or support systems are UK-contained |
| Operational dependency | Infrastructure and services needed to keep an application running | That a UK datacentre can operate independently of its provider |
| Control-plane dependency | Management, authentication, deployment and configuration functions | That a workload will continue operating if those functions fail |
AWS has operated a UK region since 2016, according to Computer Weekly. Its existence does not mean every AWS service, global function or supplier used by a UK customer is contained within the UK.
The distinction matters for public services and banking. A workload can meet a data-location requirement while remaining vulnerable to an outage affecting a foreign region, a global provider function or an upstream software supplier.
What questions has Parliament raised?
Meg Hillier, chair of the Treasury Select Committee, reportedly asked Economic Secretary to the Treasury Lucy Rigby why AWS and other major technology companies had not been designated as Critical Third Parties despite the UK regime’s powers being available.
The questions included:
- how dependent UK financial institutions are on overseas infrastructure;
- what HM Treasury was doing with HMRC to understand the disruption;
- what could prevent a similar incident;
- when technology suppliers would be brought into the Critical Third Parties regime; and
- whether the government had sufficient visibility of the infrastructure supporting essential services.
These were questions raised by a parliamentary committee chair, not established findings that the government breached its duties or that AWS was legally required to have been designated before the outage.
What is the Critical Third Parties regime?
The UK’s Critical Third Parties regime is intended to give financial regulators direct oversight of important technology suppliers whose failure could threaten financial stability. It extends resilience supervision beyond banks and insurers to selected external providers.

Designation can allow regulators to scrutinise a supplier’s resilience, incident management, testing and systemic importance. It does not mean that every large cloud provider is automatically designated, nor does designation eliminate the possibility of an outage.
Computer Weekly reported that the regime followed changes to the Financial Services and Markets Act 2020 in November 2024, with relevant powers reportedly available from January 2025. The existence of those powers does not establish that AWS had to be designated by the date of the incident.
The central policy question is whether the regime gives regulators enough visibility and influence over providers on which many unrelated financial institutions depend. Supervision of individual banks may not reveal a concentration risk shared across the whole sector.

It is not a useful binary choice.
AWS is responsible for the resilience of the cloud services it provides. Customers remain responsible for their application design, configuration, redundancy, dependency mapping and recovery plans. A customer can create a single point of failure by relying on one region, one identity route, one DNS path or one SaaS supplier.
At the same time, managed services can hide dependencies that customers cannot easily inspect. A business may believe it has built a regional failover while still relying on a provider-level service or third-party platform connected to the failed region.
Forrester analysts quoted by Computer Weekly said the outage suggested that at least some affected customer environments depended on US-East-1. That may reflect an architectural choice, but it is not automatically evidence that the customer caused the outage or that AWS had no responsibility.

The more important accountability question is whether customers, auditors and regulators had enough information to identify and manage the dependency before it became a public-service disruption.

AWS’s public status record described DNS resolution problems affecting DynamoDB regional endpoints in US-East-1. The resulting disruption spread to other services that depended on those endpoints or on related regional functions. AWS also described effects on EC2 instance launches, networking and service backlogs during recovery.
AWS maintains a post-event-summary programme intended to explain the scope, contributing factors and remedial actions for significant incidents. A technical explanation of the AWS failure is not, however, the same as a public explanation of each UK organisation’s architecture or why its own failover did or did not work.
What remains unknown?
The public material available for this article does not establish:
- which HMRC services or functions were affected;
- which Lloyds services were affected or whether customers experienced the same impact;
- whether the relevant dependency was directly on US-East-1, indirectly through SaaS, or connected to a global AWS service;
- what redundancy and manual fallback arrangements were available;
- whether the organisations had tested loss of the relevant identity, DNS or control-plane services;
- what information was supplied to regulators; or
- whether AWS was later designated as a Critical Third Party or otherwise subjected to enhanced oversight.
Those gaps matter. Saying that an organisation was affected by the outage does not prove that its data was stored in Northern Virginia, that the entire UK banking system was impaired or that the government failed to regulate the provider.
Would a sovereign cloud solve the problem?
Not by itself. Cloud sovereignty has at least three dimensions:
Best Value
- Dual band router upgrades to 1200 Mbps high speed internet (300mbps for 2.4GHz plus 900Mbps for 5GHz), reducing buffering and ideal for 4K stream
- Full Gigabit Ports - Gigabit Router with 4 Gigabit LAN ports, ideal for any internet plan and allow you to directly connect your wired devices
- Boosted Coverage - Four external antennas equipped with Beamforming technology extend and concentrate the Wi-Fi signals
- MU-MIMO technology - (5GHz band) allows high speeds for multiple devices simultaneously
- Access Point Mode - Supports AP Mode to transform your wired connection into wireless network, an ideal wireless router for home
- Operational sovereignty: can the UK continue delivering a critical service if a foreign supplier fails?
- Regulatory sovereignty: can UK regulators supervise and enforce resilience requirements over a provider headquartered abroad?
- Strategic sovereignty: is it acceptable for critical services to depend heavily on a small number of foreign technology companies?
A domestic datacentre may help with data residency, jurisdiction or some network risks. It does not automatically remove common software, identity, connectivity, supplier-support, power, operator or provider-control-plane dependencies.
Nor does a second cloud automatically create resilience. A genuine multi-cloud design requires portable applications, independently accessible data, separate identity and DNS paths, compatible security controls, trained staff and tested operating procedures. If the second provider is only used for dormant backups that cannot be restored without the first provider, it may offer less protection than its architecture diagram suggests.
What safeguards could reduce the risk?
For public bodies and financial firms
- Map dependencies beyond the datacentre. Record regional and global cloud services, SaaS suppliers, identity systems, DNS, monitoring, deployment tools and recovery credentials.
- Test loss of the whole dependency chain. Exercises should cover the primary region, identity provider, DNS, management APIs and key suppliers—not just a virtual-machine failure.
- Separate recovery access. Keep emergency credentials, communications and management routes independently accessible during a provider outage.
- Maintain independently usable backups. A backup is not a recovery plan if restoring it requires the failed cloud, account or network.
- Use active-active or active-passive failover where justified. The right model depends on the service’s recovery-time and recovery-point requirements.
- Keep manual fallback procedures. Tax administration and banking operations need documented ways to handle essential work when automated systems are unavailable.
- Require supplier transparency. Contracts should address material dependencies, incident reporting, recovery objectives, testing rights and subcontractors.
- Measure recovery, not only uptime. A service-level objective should address how quickly a critical function can be restored and how much data or functionality may be lost.
For regulators and government
- assess concentration risk shared across multiple banks and public services;
- require clearer reporting of regional and global cloud dependencies;
- test whether regulated firms can operate during a provider-wide incident, not merely a local server failure;
- coordinate oversight of cloud providers with supervision of their customers; and
- publish follow-up findings where possible so organisations can learn from the incident without exposing sensitive security details.
These safeguards have costs. Multi-region and multi-cloud designs increase complexity, duplicated skills, data-transfer risks and operational expense. But resilience cannot be demonstrated by architecture diagrams alone: it must be demonstrated through realistic failover and recovery exercises.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsThe wider lesson for UK taxpayers and banking customers
The issue is not simply that AWS is an American company or that a US datacentre experienced a failure. Large cloud platforms provide valuable scale and resilience, but their shared services can also create concentration risk across organisations that believe they are independent.
The practical test is straightforward: could HMRC, a bank or another critical service continue delivering its essential function if US-East-1, a global cloud control-plane function, its identity path or its main SaaS supplier became unavailable?
Until organisations and regulators can answer that question with evidence from tested recovery plans, “hosted in the UK” should be treated as a statement about location—not a guarantee of operational independence.
