About 3,470 positions across GM-related EV and battery operations were affected by layoffs identified in a UAW report—but that total includes both temporary and indefinite layoffs, not 3,470 confirmed permanent job eliminations. The actions affected assembly and battery facilities in Michigan, Ohio, Tennessee and New York. GM said it was scaling near-term EV capacity to match lower-than-planned adoption; it did not announce an end to its EV or battery programs.
Which facilities were affected?
The figures below come from a UAW General Motors Department chairperson’s report. They add up to approximately 3,470 affected positions. That is a union-reported tally across listed facilities, not a company-confirmed count of permanent job cuts.

These classifications and timelines are from the UAW chairperson’s report. A temporary layoff is not the same as a permanent job elimination. An indefinite layoff means no firm return date was given; the term alone does not establish that a worker was terminated. The report’s planned mid-2026 returns are not confirmation that each restart or return occurred.
Factory ZERO is an assembly plant, not a battery plant
Factory ZERO, in Detroit, assembles electric vehicles. Ultium Cells facilities make battery cells. The distinction matters: a reduction in assembly staffing and a pause or cut in battery-plant staffing affect different operations in the EV supply chain. GM’s original Factory ZERO investment announcement described the site’s role in its electric-vehicle plans (GM announcement).

Why did GM reduce EV and battery capacity?
GM’s October 2025 shareholder letter said near-term EV adoption was expected to be lower than the company had previously planned. It cited changing regulatory expectations and the end of federal consumer incentives as part of the changed outlook, and said the capacity review was intended to reduce EV losses. These are GM’s stated reasons, not proof that any one factor alone caused each facility’s layoff.
The underlying business issue was a mismatch between the production capacity GM had been building and the EV volume it then expected to sell. Battery factories require substantial capital and are most efficient when operating at high utilization. If vehicle output falls short of forecasts, the cell capacity built to serve it can become surplus. Battery production also has to align with vehicle launches, cell quality and the chemistry suited to each vehicle and price range.
GM said it expected internal-combustion vehicle volumes to remain higher for longer while continuing to invest in EVs and batteries. Its Q3 2025 shareholder letter framed the move as a reassessment of pace and scale, rather than the end of electrification.

What did the reset cost, and what changed afterward?
GM’s January 2026 filing disclosed approximately $1.6 billion in EV-capacity-review charges in the third quarter of 2025 and approximately $6 billion in fourth-quarter charges. Those are accounting charges associated with the broader reset, not a measure of worker wage losses or the cost of these specific layoffs. The filing also documented further changes to GM’s plans (GM Form 8-K; see also the GM investor presentation).
- GM pivoted its Orion, Michigan, assembly plant away from EVs toward full-size internal-combustion SUVs and pickups.
- GM sold its interest in the Lansing, Michigan, Ultium battery facility to joint-venture partner LG Energy Solution.
- GM ended production plans for the BrightDrop electric commercial van.
Together, those decisions show a substantial retreat in near-term EV capacity, spending and product plans. They do not establish that GM canceled all EV development or abandoned battery manufacturing.
Did GM abandon its EV strategy?
No—but it scaled back the timing and size of its U.S. manufacturing buildout. The layoffs, Orion pivot, Lansing transaction and multibillion-dollar charges indicate a sharper focus on capacity that GM believes it can use profitably. At the same time, GM continued to describe EVs as a long-term priority and pursued changes intended to lower battery costs.

Battery plans shifted rather than disappearing
GM and LG Energy Solution continued operating battery facilities in Warren, Ohio, and Spring Hill, Tennessee. GM announced that Spring Hill would be upgraded to add lithium-iron-phosphate (LFP) battery production, with commercial production targeted for late 2027. Warren was to continue making high-nickel cells, which suit a different mix of vehicle requirements. A change in chemistry can keep a plant in the EV supply chain while requiring retooling and disrupting current work.
GM’s Spring Hill announcement set out the LFP target; its battery strategy overview described the planned chemistry mix. Earlier filings referred to a broader planned Ultium network, including Warren, Spring Hill and Lansing. Those were historical expansion plans, not a description of the current footprint (GM annual filing).

The UAW report uses temporary layoff (TLO) and indefinite layoff (ILO) classifications. Those labels describe the reported status and expected timing; they do not, by themselves, settle an individual worker’s benefits, seniority, transfer rights or eventual employment outcome.

- Temporary layoff: A return date or window was reported for some groups. A planned return is not a guarantee that every worker returned on schedule.
- Indefinite layoff: No firm return date was reported for the affected group. “Indefinite” should not be rewritten as “permanent” without evidence of termination or position elimination.
- Transfer opportunities: The report said transfer offers were reportedly expected for Brownstown Battery workers. It did not establish the outcome for every worker.
Workers at Ultium Cells are employed within a GM–LG Energy Solution joint venture, so their employment relationship and labor arrangements should not automatically be treated as identical to those of GM assembly-plant employees. The available facility-level figures do not establish individual contract terms or benefit outcomes.
What does this mean for the affected communities?
Detroit’s Factory ZERO workforce is part of a local assembly and supplier network. Lordstown’s battery operation is tied to the Mahoning Valley, while Spring Hill sits within Middle Tennessee’s growing vehicle and battery-manufacturing cluster. Layoffs can affect contractors, logistics providers, suppliers and nearby businesses as well as plant employees.
The scale of any local economic loss cannot be calculated from the reported headcounts alone. Temporary pauses can become longer if production remains below plan, while a shift in battery chemistry or vehicle mix may preserve some manufacturing activity but change which jobs and skills are needed. The reported figures do not establish the effect on local tax revenue, supplier employment or the final duration of the layoffs.

The UAW report gave mid-2026 as the expected return window for temporary layoffs at Lordstown and Spring Hill, and January 5, 2026, for Pontiac Stamping and Rochester GMCH. The available company filing and union report establish those plans, but do not independently confirm whether every affected worker returned or whether the 550 Lordstown indefinite layoffs received return dates. Factory ZERO was expected to operate one shift in 2026; the cited materials do not establish whether staffing later returned to a prior level.
The initial wave was reported on October 29, 2025 (TechCrunch). Subsequent filings show that GM’s capacity reset continued into 2026, but they should not be mistaken for plant-by-plant confirmation of workers’ final status.
