On January 28, 2021, it said it “aspires to eliminate tailpipe emissions from new light-duty vehicles by 2035.” That is a corporate goal for new vehicles, not a requirement for current owners to give up cars they already own.
What GM said it would do by 2035
GM’s 2021 statement set an aspiration to eliminate tailpipe emissions from its new light-duty vehicles by 2035. The company described moving its portfolio toward battery-electric vehicles and other zero-emissions vehicle technology. The word “aspires” matters: the announcement expressed a goal, not a binding sales prohibition or proof that the goal has been achieved.
The pledge concerns tailpipe emissions. It does not mean that the vehicles have no emissions over their entire lifecycle, including electricity generation, manufacturing, or supply chains.
What the pledge means for drivers
It does not require owners to retire gas cars
The announcement addressed new-vehicle sales and did not require people to scrap, sell, or stop driving gasoline vehicles they already own. It also did not set a deadline for used-car sales or for existing vehicles to leave the road.

It covers light-duty vehicles
GM’s wording was about new light-duty vehicles, a category that includes passenger cars and light-duty trucks such as many pickups and SUVs. It was not a promise to end every kind of combustion-engine vehicle or all use of gasoline by 2035. GM also said it would continue improving the fuel efficiency of conventional internal-combustion vehicles.
It is an aspiration, not a law
GM’s announcement was a voluntary company commitment. It did not itself create a legal ban, and it does not establish that every GM model sold in every market will be emissions-free on that date.

How GM’s other electrification targets fit in
GM announced several related milestones in 2021. They have different scopes and should not be mistaken for results already achieved.

How this differs from vehicle regulations
Some governments have set rules for future new-vehicle sales, but those rules are separate from GM’s corporate aspiration and vary by jurisdiction. California’s Advanced Clean Cars II framework established an increasing annual path toward 100% zero-emission sales of new light-duty vehicles by 2035; its zero-emission category includes plug-in hybrids. It is a regulatory program, not GM’s pledge. See the California Air Resources Board’s ACC II overview.
The legal landscape has also been contested and is time-sensitive. GM’s 2025 annual report said that Congress passed resolutions in June 2025 invalidating EPA waivers for California’s ACC II and Advanced Clean Trucks programs, with challenges to those resolutions ongoing as the filing described them. The same report said Canada had launched a review after announcing removal of the 2026 federal EV Availability Standard target; Quebec had announced it would lift its new-vehicle internal-combustion-engine ban and reduce its 2035 zero-emission sales requirement; and British Columbia’s 100% new-EV sales requirement for 2035 remained unchanged. These are descriptions in GM’s 2025 filing, not a guarantee of the current legal status. Consult the relevant government sources for up-to-date rules before making decisions based on them. GM’s 2025 annual report discusses these developments.

In short, a company’s global aspiration and a jurisdiction’s sales regulation are different kinds of commitments. A rule in one market does not establish a worldwide ban.

GM said charging infrastructure was necessary to meet its electrification goals and described working with EVgo to expand public fast charging. That makes charging access part of the practical transition: drivers considering an electric vehicle need to weigh access to reliable public charging or a suitable home-charging setup. GM’s announcement does not endorse a particular home charger, and installation suitability depends on a home’s electrical capacity, parking arrangement, and local requirements.
