Woolworths Group’s redevelopment plan for Glengarry Shopping Centre in Duncraig was approved by the Metro Outer Development Assessment Panel in September 2025, in a four-to-one vote. The proposal is a mixed-use centre with two supermarket tenancies, specialty shops, food and beverage businesses, upper-level offices and parking. Construction was reported as progressing in September 2026, but no confirmed opening date has been established.
What is planned for Glengarry Shopping Centre?
The site is the existing Glengarry Shopping Centre at 59 Arnisdale Road, Duncraig, Western Australia. A 2024 planning application report prepared by Urbis for Woolworths (Fabcot Pty Ltd) gives the site area as 1.0918 hectares. The proposed redevelopment includes:

The application report describes the existing centre as having an IGA and 18 small specialty retailers, and says it was built in the late 1970s. Woolworths said its aim was to modernise the centre, add services and convenient shopping options, and create a place for small businesses and the community. Those are the company’s stated aims, not guarantees about the completed centre or its effects.
Why do published floor-area and parking figures differ?
Two planning documents describe different configurations. Their figures should not be combined as if they were one final specification: they are from different dates and may use different measurement bases.

The February assessment labels its scheme indicative. These numbers describe the respective planning documents; they do not establish the dimensions or parking count of a completed centre.
What was approved, and what was the City’s objection?
The Metro Outer Development Assessment Panel approved the application in September 2025 by four votes to one, according to PerthNow. The City of Joondalup had recommended refusal, but its objection was focused on the proposed delivery-truck route to the Woolworths loading dock from Culloden Road. The City did not oppose redevelopment of the site in principle.

The City said the truck access would “unreasonably impact” amenity and safety for residents and road users on Glengarry Drive and Culloden Road, and potentially Carlyle Crescent and Kinloch Place. Residents also raised concerns about truck movements, tree removal, light and noise pollution, and whether the development would fit the neighbourhood. These were objections and predicted impacts, not established outcomes of the operating centre.
What concerns were raised about nearby shops?
A representative of three nearby IGA stores argued that the redevelopment could affect their sales. PerthNow reported Deputy Presiding Member Karen Hyde as saying a City-commissioned peer review found that nearby centres’ post-development trading levels would be within a “normal competitive range.” That reported finding is a forecast about trading levels, not a promise that individual businesses will be unaffected.

Is construction underway, and when will it open?
PerthNow reported on 25 September 2026 that work was progressing. That report did not provide a reliable opening date, and the available coverage does not establish a confirmed date. Nor does it establish a final tenant list for the completed centre. In the 2024 application report, leasing negotiations for specialty tenancies had yet to take place.
The September 2026 update also reported a small number of complaints alleging breaches of timed parking restrictions on Culloden Road. City CEO Craig Lloyd said the City had engaged with the site manager, who reminded staff and contractors of their parking obligations. The report describes complaints and the City’s response; it does not establish a broader finding about parking compliance.
