Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteTo sell an Android app safely, decide whether the buyer is taking over the whole Google Play developer account or only the app. Then handle the Play Console transfer separately from the sale of the code, brand, backend, user-data responsibilities, and business relationships. Google provides official processes for both account-owner changes and app transfers; handing over a login is not a substitute.
For most sales of a single app from a developer’s portfolio, an app-only transfer is the cleaner route. A whole-account transfer may suit a sale of the entire app business, but it moves account-level assets and obligations together. This guide covers the choice, the official steps, what needs separate handover, and how to verify the app after closing.

Choose whether to transfer the app or the whole developer account
Google Play distinguishes changing ownership of a developer account from transferring individual apps. The right route depends on what the purchase agreement includes, not simply on who will maintain the code.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
| Situation | Usually appropriate route | Why |
|---|---|---|
| Selling one app from a portfolio | Transfer the app | Keeps the seller’s unrelated apps and account assets separate. |
| Selling the whole app business or portfolio | Consider an account-owner transfer or entity sale | May suit a buyer acquiring the account’s portfolio and administration as part of the business. |
| Moving an app from an individual to a company | Usually transfer the app to the company’s developer account | Separates the app from the individual account; eligibility for an account-owner switch depends on account type. |
| Monetizing personal developer account | Create a new developer account and transfer the app | Google currently directs monetizing personal accounts to the app-transfer route rather than direct account-owner switching. |
| Buyer wants code but not the Play listing | Asset sale without Play transfer | The buyer must publish separately; do not assume existing listing continuity, reviews, or package identity will be preserved. |
| App relies on subscriptions, ads, Firebase, or game services | App transfer plus a detailed service handover | The Play transfer does not itself transfer or reconfigure every connected service. |
A whole-account transfer can bring every app and account-level obligation with it. That may be appropriate if the entire operation is being acquired, but it can expose the buyer to unresolved policy, payment, or verification issues and can deprive the seller of access to unrelated account resources. See Google’s account-owner transfer guidance and app-transfer guidance.

Define what the buyer is actually acquiring
A Play Console transfer changes platform control; it is not, by itself, a complete business sale. The agreement should identify each asset, right, liability, and account that changes hands. A buyer may receive the listing but still lack the rights or access needed to operate the app.
- Play presence: app listing, package name (application ID), store assets, and the intended developer-account route.
- Product and intellectual property: source code, build scripts, documentation, app name, logo, artwork, music, characters, trademarks, domains, and social accounts. Confirm that employee and contractor work was assigned and that third-party asset licenses permit the intended use.
- Release security: Play App Signing and upload-key arrangements, CI/CD configuration, release credentials, and a tested process for publishing an update.
- Operations: backend code and hosting, databases and backups, APIs, cloud accounts, monitoring, customer support, email, analytics, advertising, and game operations.
- Commercial relationships: ad networks, publishers, payment arrangements, SDK and API contracts, and other vendor agreements. Check assignment and change-of-control restrictions.
- User information: data locations, processing roles, user notices, consent records, retention and deletion duties, and any processor or subprocessor agreements.
Set out included and excluded assets in the purchase agreement. A lawyer experienced in software acquisitions, intellectual property, and privacy can help address jurisdiction-specific terms; a Play Console transfer is not a substitute for that agreement.
Complete buyer due diligence before committing to close
Check the app and its Play Console history
- Confirm the package name, current release, supported Android versions, supported countries, and whether the app is public, private, or otherwise restricted.
- Review policy warnings, strikes, suspensions, rejected releases, open support cases, and account verification status. Resolve material issues before relying on a transfer date.
- Review crash and ANR performance, dependencies, security issues, and whether essential SDKs or services are still supported.
- Verify the account and app are active and that no account-type change, payment-profile change, upload-key reset, or competing transfer is pending.
Target API requirements change. Google’s target API requirements page lists current requirements and exceptions by app category; check it at closing rather than relying on an old version of the rule. Android developer verification is also being introduced in stages during 2026. Check the current verification overview, regional guidance, and Android announcement for requirements that apply to the buyer and app at closing.

- Review available revenue history, separating gross bookings from net proceeds and breaking down subscriptions, ads, and other channels.
- Examine subscription churn, refunds, chargebacks, acquisition costs, country concentration, seasonality, and reliance on one ad network or account.
- Identify outstanding taxes, deferred revenue, unpaid vendor balances, promotional credits, and customer-support or refund obligations.
- Ask how much of the reported business comes from Play versus external billing, advertising, or contracts.
Inspect the technical and legal handover
- Obtain the full source repository, build instructions, dependency versions, reproducible release steps, infrastructure-as-code, database schema, backup process, and disaster-recovery documentation.
- Review signing and CI/CD arrangements, secrets, API credentials, security vulnerabilities, and access to crash, analytics, and monitoring tools.
- Confirm ownership or transfer rights for code, inventions, trademarks, domains, images, fonts, music, and other licensed assets.
- Review publisher, influencer, advertising, cloud, SDK, API, and support contracts for assignment restrictions, termination rights, and change-of-control terms.
Check account eligibility and prepare both sides
For either route, confirm the source and target accounts are registered, active, accessible, and appropriately verified. The buyer must be able to operate the app and its connected services in the relevant markets. A paid app or one using in-app products may require an appropriate payments setup in the target account. An organization account-owner change can require identity documents, organization details, contact verification, and a Google Payments profile. Follow the current Google account-owner requirements.

For an app-only transfer, Google requires the target account’s developer-registration transaction ID. The account holder can find it in Google Payments or in the original registration email; consult Google’s transfer instructions for the current steps. A new target account generally requires Play Console registration and a US$25 registration fee. Google says the fee may be refundable if the original account is closed after transfer, subject to its process and conditions.
Before submitting an app transfer, download bulk export, payout, and earnings reports and retain the tax, accounting, subscription, and refund records needed for the seller’s own books. They do not all move with the app. Agree on a precise closing time and time zone, revenue cutoff, access changes, and who handles pre-closing orders, refunds, and customer requests.
Transfer the whole Google Play developer account
Use this route only when the deal is meant to transfer account ownership, not merely the listing. Google’s documented process, as of October 3, 2026, starts in Play Console:
- Sign in to Google Play Console and open Users and permissions.
- Find the prospective owner among the account’s users and select Manage.
- Select Make account owner.
- Choose the applicable change: same organization, new organization, or individual account.
- Select or create the required Google Payments profile and provide the requested identity, organization, contact, and developer information.
- Select Submit account owner transfer, then confirm the request.
- Wait through the seven-day cooling-off period. During this period, account users can cancel the request.
- The prospective owner follows the email invitation and completes final setup. Once that finalization process starts, other users can no longer cancel through the normal process.
Google currently excludes monetizing personal accounts from this direct owner-switch process and directs them to create a new developer account and transfer their apps instead. Eligibility and interface labels can change, so verify them in Google’s current account-owner instructions before starting.

Transfer one or more apps to another developer account
Prepare the app and connected services
- Confirm the app and source account comply with Play policies and that both accounts are active.
- Download reports and records needed for historical financial, tax, and operational reconciliation.
- Obtain the target account’s developer-registration transaction ID and confirm any required payments profile is active.
- Review Play App Signing and upload-key arrangements, then plan the buyer’s release path before removing the seller’s access.
- List service changes for Firebase, Analytics, Google Developers Console projects, Play Games Services, AdMob, backend systems, and any other SDK or vendor connection.
- Complete or cancel translation work that cannot continue through transfer, and plan to recreate testing groups and any needed tester enrollment.
- Agree in the contract on the transfer date, revenue cutoff, escrow or payment conditions, transition support, and responsibility if Google delays or rejects the request.
Submit and approve
- The seller submits the app-transfer request from the original developer account using Google’s official app-transfer process.
- The request is sent to the target developer account for review and approval.
- Google Play support reviews the request. Google says it replies to transfer requests within two business days; that is a stated response expectation, not a guarantee that the complete transfer will finish in that time.
- After approval, both parties complete the separate service, access, financial, and technical handover steps in their agreement.
Know what moves with the app and what needs separate work
| Item | What to expect |
|---|---|
| Users, download statistics, ratings, reviews, content ratings, and store listing information | Google lists these as transferring with the app. |
| Subscriptions and app-related data and comments | Google lists these as transferring; verify purchase and restore flows after the move. |
| Bulk export, payout, and earnings reports | Do not assume these move. Download and retain the seller’s records before submission. |
| Historical orders | Orders created before transfer remain in the original account. Refunds for them may need to be handled there or through the Google Play Developer API. |
| Promotions and test groups | Require separate handling; recreate testing groups and plan for tester re-enrollment where needed. |
| Firebase and Analytics | Project linkage, permissions, billing, and historical access need separate review and configuration. |
| Google Developers Console projects and game services | Add the target account with appropriate ownership and permissions; some Play Games Services arrangements may need support assistance. |
| AdMob and other ad settings | Update relevant ad SDK identifiers and account settings so traffic and payment attribution go to the intended account. |
| Payment, merchant, tax, and vendor relationships | Do not treat these as transferred with the listing; confirm assignment or set up replacement arrangements. |
| Source code, keys, backend, domains, and user-data rights | Handle through the sale agreement, secure technical handover, vendor contracts, and applicable privacy obligations. |
Google’s app-transfer documentation describes the Play-side transfer and associated exceptions; it does not replace a separate transfer plan for systems outside Play Console.
Protect signing keys and the release process
The upload key is used by a developer to upload a release. The app-signing key is used by Google Play to sign distributed builds when Play App Signing is enabled. Do not assume the buyer automatically receives either private key as a consequence of transferring the listing. Google advises the parties to consider key security, and the target account may request a new upload key. A signing-key upgrade can have consequences for new installs and should not be treated as routine.
- Document which keys exist, who controls them, how they are used, and what recovery process applies.
- Do not send private keys in plain-text email. Use encrypted, access-controlled transfer or a suitable escrow arrangement.
- Rotate CI/CD secrets and other credentials as part of closing, and confirm that the buyer can build and publish an update before seller access ends.
- Keep a restricted, encrypted recovery copy of critical material where the agreement and security policy require it.
- Preserve the existing package identity for updates; do not casually change the application ID.
Reconnect services and operational access
Firebase, Analytics, and Google API projects
Firebase is separate from the Play listing. Confirm project ownership and permissions, billing, Authentication, database rules, Storage, Cloud Functions, App Check, and API keys. The parties may need to unlink a Firebase project from the original Play Console account and link it to the target. For Google Analytics, provide the buyer appropriate property permissions and agree whether the seller retains historical access. Add the target account as an owner of relevant Google Developers Console projects used for Google APIs, Google sign-in, or Play Games Services. Google outlines these service considerations in its transfer guidance.

For AdMob or another ad SDK, identify the app ID, ad-unit IDs, mediation groups, floors, consent-management setup, SDK versions, payment recipient, tax profile, and the agreed historical-revenue cutoff. Google says ad SDK integrations may need updates in the app’s APK files so post-transfer traffic is credited to the correct account.

Verify any Play Games Services transfer requirements with Google support.
Backend, support, and other vendors
Transfer or replace hosting, databases, backups, domains, email, monitoring, crash reporting, customer-support tools, and production API credentials. Test least-privilege access and rotate secrets. Review each provider’s contract rather than assuming a Play transfer assigns the account or permits a change of control.
Settle revenue, refunds, and taxes in the agreement
The sale contract should specify the exact closing date, time zone, and revenue cutoff, then allocate money and responsibilities that cross that line. Address who receives revenue earned before closing but paid later, pre-transfer orders, refunds and chargebacks, subscriptions renewing across closing, deferred revenue, ad revenue generated before closing but paid afterward, taxes, promotional credits, and customer refund requests.
Recommended Free Tools
Google states that pre-transfer orders remain in the original account and that earnings and payout reports do not transfer automatically. Do not assume the seller’s bank account, tax profile, merchant account, AdMob account, or payment history follows the app. The seller may need the original account to reconcile old orders and handle refunds, so do not close or relinquish it prematurely.

Treat user data as a privacy and legal workstream
A business acquisition does not automatically authorize unrestricted export or reuse of a user database. Google’s user-data policy guidance recognizes certain legally justified transfers, such as a merger or acquisition, subject to adequate notice and continued compliance with applicable requirements.
- Map data held in the app, Firebase, custom servers, analytics, crash tools, support systems, and email platforms.
- Review privacy notices, Data Safety disclosures, processing agreements, user deletion features, retention schedules, and consent records.
- Check treatment of children’s, health, financial, location, advertising, and other sensitive data, as well as cross-border transfers and subprocessor contracts.
- Assign responsibility for responding to access, deletion, correction, and other user requests during and after transition.
For a substantial database or an app involving children, health, finance, location, or other sensitive information, obtain privacy counsel before transferring data or changing its use.
Use a controlled closing sequence
- Sign the purchase agreement with a specific asset schedule, liabilities, revenue cutoff, transition support, and conditions for closing.
- Meet the agreed payment or escrow conditions before releasing control-critical materials.
- Download historical Play reports and save accounting, tax, subscription, and refund records.
- Snapshot production systems, confirm backups, document service dependencies, and prepare the agreed key and credential handover.
- Submit the appropriate Google account-owner or app-transfer request; do not substitute a shared login.
- Approve and monitor the transfer, then verify the listing and connected services before removing access.
- Rotate credentials, grant least-privilege buyer access, and remove former users once transition obligations are met.
- Keep a documented support channel open for the contractual transition period and retain records needed to resolve pre-closing transactions.
Verify the app after transfer
Before declaring the handover complete, have the buyer test the production app and the operational workflows that matter to its users and revenue.
Quick Recap
- Install the app as a new user and update an existing installation.
- Test login, account recovery, backend API calls, and account deletion.
- Test subscription purchase, restore, renewal handling, and the agreed refund path.
- Confirm ad delivery and revenue attribution, consent behavior, and analytics events.
- Verify push notifications, crash reporting, cloud saves, and game services where applicable.
- Confirm customer-support contact details and the buyer’s ability to upload a new release through the intended signing and CI/CD setup.
