The FTC’s $2.5 billion settlement with Amazon has two separate parts: a $1 billion civil penalty and $1.5 billion in consumer redress. The redress is for eligible U.S. Prime customers; it is not a $2.5 billion refund pool. Under the FTC’s current guidance, qualifying customers can receive up to $200 in total, automatically, without filing a claim.
What the $2.5 billion settlement includes
On September 25, 2025, the Federal Trade Commission announced a stipulated order with Amazon.com, Inc. and senior executives Neil Lindsay and Jamil Ghani. The FTC described the total monetary relief as $2.5 billion: $1 billion in civil penalties and $1.5 billion in consumer redress. The agency said it estimated the redress could provide full relief to 35 million people affected by unwanted Prime enrollment or deferred cancellation. The penalty and redress serve different purposes. The civil penalty is not money available for individual refunds; eligible customers’ payments come from the consumer-redress portion. What the FTC alleged—and what the order requires
The FTC alleged that Amazon enrolled consumers in Prime without their knowledge or consent and knowingly made cancellation difficult. The case concerned the Restore Online Shoppers’ Confidence Act (ROSCA) and the FTC Act. The order requires Amazon to stop unlawful enrollment and cancellation practices and make changes to its sign-up and cancellation flows. The FTC says the required changes include:
- A clear and conspicuous way to decline Prime.
- Clear disclosure of material enrollment terms, including the price, when and how often charges occur, automatic renewal, and how to cancel.
- A cancellation process that is easy—not difficult, costly, or time-consuming—and available through the same method used to sign up.
The FTC described the evidence in its 2025 announcement as showing “sophisticated subscription traps designed to manipulate consumers into enrolling in Prime” and a cancellation process that was “exceedingly hard” to complete. Who may qualify for an Amazon Prime refund now
According to the FTC’s current refund guidance, all three conditions must apply:
- You are an Amazon Prime customer in the United States.
- Between June 23, 2019, and June 23, 2025, you signed up through one of the challenged enrollment flows or tried to cancel online but could not.
- You used no more than 20 Prime benefits in any 12-month period following enrollment.
The FTC names four challenged enrollment flows: the universal Prime decision page, the shipping selection page, single-page checkout, and the Prime Video enrollment flow. How the refund process works
Eligible payments are automatic. The FTC says customers do not need to file a claim, respond to a notice, or complete forms to receive a payment. Refunds may arrive as a mailed check or through PayPal or Venmo. A payment expires 60 days after it is issued, so recipients should accept it promptly. FTC Amazon refunds page
The current maximum total payment is $200. The earlier round was capped at $51; the revised order allows a further payment of up to $149 for qualifying customers who already received and accepted a payment. Timing for the expanded group
The FTC said automatic redress for customers who used between 11 and 20 Prime benefits in a 12-month period would begin October 1, 2026. If the relevant accepted-payment threshold is not reached by February 2027, customers who already accepted a payment may qualify for an additional payment of up to $149, with that supplemental round starting by April 2027. The FTC says it is not contacting people about Amazon refunds, and neither the FTC nor Amazon will ask for money to obtain one. Do not pay anyone who promises special access or a guaranteed refund, and do not share personal information with someone who contacts you unexpectedly.
