Pearling and trade supported communities before oil; the pearling industry was later battered by economic depression and cultured pearls. Oil revenues then helped fund development, while federation created a shared political framework. The sequence matters: oil supplied resources, but the sources do not establish it as the sole explanation for later prosperity.
What supported the region before oil?
Before oil became central, pearling and trade were important parts of the region’s economy. This history counters the misleading idea that desert landscapes meant an absence of society or economic life.
The UAE Ministry of Foreign Affairs says the pearling industry was badly damaged by the economic depression of the late 1920s and early 1930s, alongside the advent of cultured pearls. The available account identifies these pressures but does not quantify the industry’s decline or compare its contribution with other sectors.
How did oil change development?
Abu Dhabi
According to the Ministry of Foreign Affairs, oil revenues under Sheikh Zayed helped fund schools, housing, hospitals, and roads across Abu Dhabi. The account describes investment in public development; it does not establish that oil alone explains the UAE’s later prosperity.

Dubai
Dubai began exporting oil in 1969, according to the Ministry’s historical account. Sheikh Rashid used new oil revenues for programs intended to improve people’s quality of life. These facts show oil’s role as a source of development funding, not a complete explanation of Dubai’s subsequent economic trajectory.
Why did federation form?
The political transition took place as Britain prepared to withdraw from the Gulf by the end of 1971. The official UAE timeline records that Sheikh Zayed and Sheikh Rashid met on 18 February 1968, followed by discussions among the rulers. Sheikh Zayed had expressed support for a union after becoming ruler of Abu Dhabi in 1966: “In harmony, in some sort of federation, we could follow the example of other developing countries.”

On 18 July 1971, the rulers of six emirates agreed to form a union. The declaration at that meeting described the UAE as “an independent sovereign state being a part of the Arab World.” The official account does not attribute that declaration’s wording to a named speaker.
- 2 December 1971: Six emirates formally established the United Arab Emirates.
- 10 February 1972: Ras Al Khaimah joined the federation.
The union gave the emirates a shared political framework during the transition from British protection. Oil-backed development and federation were linked parts of the story: one expanded available resources, while the other established a national structure for cooperation.
What does the population figure tell us?
The UAE Cabinet reports a population of 10,678,556 from the Federal Competitiveness and Statistics Centre’s 2020 census. This is a dated population count, not a current estimate and not a measure of wealth or economic growth.

The evidence supports a clear sequence: livelihoods including pearling and trade preceded oil; pearling faced severe pressures; oil revenues funded public development; and federation established a new political framework. It does not provide a quantified account of how much each sector contributed, a measure of the change in national wealth, or a detailed comparison of the emirates’ modern economies. The phrase “from desert to riches” captures a dramatic transformation, but should not erase the region’s earlier economic life or make oil the only cause.
