Free AML Software for Small Businesses: What’s Actually Free in 2026?

Free AML options for small businesses are usually narrow tools, open-source components, trials, or startup programs—not complete compliance platforms. Learn what fits your needs and where manual checks fall short.

Completely free, end-to-end anti-money laundering (AML) software is uncommon. No-cost options usually cover one task—such as searching sanctions lists—or are open-source components, time-limited trials, or startup offers with eligibility rules. The right choice depends on what your business must do: occasional sanctions screening, customer or business verification, ongoing monitoring, or transaction monitoring.

This guide distinguishes those options and explains what a small business can do at zero software cost without mistaking a name search for a complete AML program. Product prices and offers below are those stated in vendor information cited here; confirm current terms before signing up.

Does every small business need AML software?

No. “Small business” is not, by itself, a regulatory category that determines AML duties. Requirements depend on jurisdiction, business activities, products, customers, and transaction flows. Some financial institutions and other regulated businesses must maintain AML controls; an ordinary small business may not have the same formal obligations.

Even where a business is not directly subject to a particular AML rule, its bank, payment processor, marketplace, investor, or business partner may require customer or counterparty checks. Screening can also be a voluntary way to manage fraud and reputational risk. Confirm your status with the relevant regulator and qualified counsel rather than assuming that a software purchase—or a lack of one—settles the question.

In the United States, FinCEN’s CDD Rule applies to covered financial institutions. FinCEN describes customer due diligence as including procedures to identify and verify beneficial owners, understand the nature and purpose of customer relationships, develop customer risk profiles, and conduct ongoing due diligence. See FinCEN’s CDD Rule FAQs. International standards and obligations differ; FATF’s June 2025 guidance describes core CDD elements including customer and beneficial-owner identification, understanding ownership and control, and ongoing due diligence and transaction scrutiny (FATF guidance).

Businesses that commonly need to assess AML controls include money services and remittance businesses, fintechs and payment companies, crypto-asset businesses, banks and lenders, securities firms, casinos, and certain dealers in precious metals or jewels. Real-estate and professional-service firms may be covered in some jurisdictions. Marketplaces handling third-party funds and businesses serving high-risk international customers or suppliers may also face partner requirements or choose voluntary checks. The rules are not identical across these sectors.

What does AML software actually need to do?

AML is a set of controls, not a single database search. A business should first identify the control it needs and then check whether a tool performs it, for which people or entities, and with what evidence. FATF’s guidance sets out CDD as a broader process than screening alone.

Customer identification and verification

Depending on the business and applicable rules, onboarding may require government-ID checks, non-documentary verification, address or contact checks, and sometimes liveness or face matching. Duplicate-account detection can also help. A sanctions-search API does not necessarily verify that a customer is who they claim to be.

Business verification and beneficial owners

Know-your-business (KYB) checks can include confirming an entity’s legal existence, collecting its ownership and control structure, and screening beneficial owners, directors, officers, or representatives as appropriate. FinCEN’s CDD FAQ describes beneficial owners for covered institutions as individuals who own 25% or more of a legal entity, plus an individual with significant responsibility to control, manage, or direct it. The rule’s application depends on the institution and circumstances; see the FinCEN CDD Rule FAQs.

Sanctions, PEP, and adverse-media screening

Sanctions screening compares names and other identifiers with relevant sanctions lists. Better matching can account for aliases, transliterations, dates of birth, nationality, and addresses rather than relying on exact spelling alone. Politically exposed person (PEP) screening and adverse-media searches are separate functions, and possible results require human assessment. Coverage varies by provider and jurisdiction.

Transaction monitoring and case handling

Transaction monitoring evaluates activity for patterns that may warrant review, such as unusual volume or velocity, rapid movement of funds, or activity involving higher-risk geographies or counterparties. It should support alert review, investigation notes, decisions, and escalation. Screening a customer’s name does not monitor that customer’s transactions.

Evidence and governance

A usable process needs records of what was checked, when, by whom, against which sources, and how a possible match was resolved. Depending on the workflow, useful controls include user permissions, timestamps, case history, exportable records, retention rules, and approval steps. No software product on its own supplies an AML risk assessment, written policies, training, management oversight, or a reporting process.

What kinds of “free” AML tools are available?

Type What it means Typical limitation
Free public tool or data No-cost access to a narrow resource, such as an official sanctions search Usually lacks workflow, automated rescreening, or case management
Free tier A limited number of checks, users, records, or features Limits may prevent reliable production use or make scaling costly
Free trial Temporary access to a paid product It is not a permanent plan; confirm when access ends and what happens to records
Startup program No-cost or subsidized access for qualifying companies Eligibility, duration, usage, and production terms may be restricted
Open-source software Code that can be inspected, modified, or self-hosted under its license Engineering, security, maintenance, and commercial data rights remain the user’s responsibility

A free signup, demo, trial, checklist, or open-source codebase is not necessarily a free AML service. Check what is included and what the vendor or data provider charges for.

Genuinely free resources and no-cost approaches

OFAC’s sanctions-list search

For occasional U.S. sanctions checks, start with the U.S. Treasury’s official OFAC Sanctions List Search. It is a public search tool, not a complete AML platform. A result is not automatically a confirmed match: compare additional identifiers and escalate uncertain results rather than treating a similar name alone as proof.

Manual searches are most defensible when the business records the date, source, identifiers searched, result, reviewer, and decision rationale. They do not automatically check every relevant jurisdiction’s lists, rescreen customers when lists change, verify identity, screen PEPs or adverse media, or monitor transactions. A manually saved result may also fail to show the precise search parameters or why a possible match was cleared.

OpenSanctions for non-commercial use and development

OpenSanctions offers entity-search and matching APIs covering sanctions, PEPs, enforcement, and related datasets. Its documentation says the service is free for non-commercial users, while businesses need a data license; consult its FAQ and API documentation before use. The commercial API page lists €0.10 per query and a 30-day trial for business-email signups; those are vendor-stated terms, not a permanent free business plan (OpenSanctions API).

Technical teams can also consider yente, an open-source entity-matching service that can be self-hosted. Self-hosting does not remove commercial data licensing requirements or the need to pay for infrastructure, updates, engineering, security, matching configuration, human review, and evidence controls. It is a poor fit for a nontechnical business looking for turnkey onboarding or transaction monitoring.

A controlled spreadsheet for very low volume

For a small, low-volume process, a restricted spreadsheet can help document checks. A record might include:

  • Customer or counterparty name and only the additional identifiers that are necessary and lawful to collect.
  • Screening date, source or lists searched, and search result.
  • Reviewer, decision rationale, and escalation status.
  • Next review date and the location of supporting evidence.

A spreadsheet is a recordkeeping aid, not an automated AML system. It is weak at continuous monitoring, fuzzy matching, high-volume work, access control, segregation of duties, immutable audit logging, transaction analysis, and complex ownership structures. Restrict access to sensitive personal information and define who can change or approve records.

ComplyAdvantage’s ComplyLaunch startup program

ComplyAdvantage advertises ComplyLaunch, a free AML-solutions program for qualifying early-stage startups on its pricing page. It is not a universally available permanent free plan. Before relying on it, confirm eligibility, duration, usage ceilings, supported features, production-use terms, jurisdiction availability, data export, and what pricing applies when access ends.

Free trials and lower-cost paid options

The following vendor pages provide different kinds of commercial signals; they are not equivalent offers. Prices and eligibility can change, so verify the current terms directly and assess whether the functions match your actual controls.

Option What the cited page says Potential fit Important limitation
ComplyAdvantage ComplyLaunch is free for qualifying early-stage startups. The vendor’s Starter Plan page lists Essentials from $99/month with annual billing and says annual billing saves 20% (pricing; Starter Plan). Startups seeking screening and compliance intelligence, especially if eligible for ComplyLaunch. Confirm program eligibility and plan scope. Not necessarily an identity-verification or complete onboarding stack; annual billing applies to the listed starting price.
OpenSanctions API The vendor lists €0.10 per query and a 30-day API trial for business-email signups (API). Developers building sanctions, PEP, or entity-matching workflows. Trial is temporary; commercial data use requires appropriate licensing. Not a turnkey KYC/KYB or transaction-monitoring suite.
Sumsub The pricing page lists a Compliance plan at $1.85 per verification and a $299 monthly minimum; it also lists a Basic plan at $1.35 per verification without the same compliance features (pricing). Businesses seeking integrated identity verification and compliance checks. The stated monthly minimum can outweigh per-check economics for occasional screening. A free signup should not be mistaken for a permanent free full AML plan.
sanctions.io Its API reference describes a free trial and APIs for sanctions, PEP, and watchlist screening (API reference). Teams evaluating API-based screening. The cited information does not establish a permanent free plan or public current price.
SEON Its product page describes AML screening, transaction monitoring, and case-management capabilities (AML transaction monitoring). Businesses assessing a broader commercial monitoring workflow. The cited information does not establish a permanent free plan or public current price.

For very low-volume screening, a paid platform is not automatically better value than a documented manual process. Compare minimum commitments, per-check and API charges, included list coverage, rescreening, reviewer tools, and whether you can export records. A product that checks identity and screens sanctions addresses a different need from one that analyzes transaction behavior.

How to build a zero-software-cost screening process

This is a basic operational framework, not a substitute for legal advice or a required program design. Keep the scope proportionate to your business and applicable obligations.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Establish why you are screening. Identify legal obligations and any requirements imposed by your bank, processor, marketplace, or counterparties. Note the jurisdictions and products involved.
  2. Define who and what must be checked. Depending on the risk and rules, this may include customers, beneficial owners, controllers, representatives, vendors, beneficiaries, senders, recipients, or other counterparties—not only the account holder.
  3. Set a minimum-necessary data rule. Decide which identifiers you need to resolve similar names, collect them lawfully, and limit access and retention.
  4. Choose relevant official sources. For U.S. sanctions checks, use the OFAC search. A U.S.-only check does not cover every jurisdiction’s sanctions or other AML screening needs.
  5. Record each search. Log the source, date, identifiers, result, reviewer, decision, rationale, and supporting evidence. Store records in a controlled location.
  6. Resolve possible matches carefully. Compare additional identifiers such as date of birth, nationality, address, or entity details where available. Escalate unresolved cases to a designated reviewer; do not treat a preliminary name similarity as a confirmed sanctions match.
  7. Set review and rescreening triggers. Decide when a customer must be checked again, such as on a relevant change or scheduled review. Manual records will not notify you when a list changes.
  8. Protect and test the process. Limit spreadsheet permissions, assign approval responsibilities, check that evidence can be retrieved, and periodically review whether the process still fits your risk and volume.

When manual or free tools stop being enough

Consider licensed automation when the volume or risk makes manual review unreliable, when you need repeatable onboarding across jurisdictions, or when a regulator or business partner expects evidence of a controlled process. A paid system may be justified when you need scheduled rescreening, multiple reviewers, beneficial-owner workflows, reliable audit records, or transaction alerts. The relevant question is not simply whether software is free, but whether the total cost of checks, review, errors, and recordkeeping is lower and the controls are adequate.

Before adopting a product, ask vendors:

  • Which jurisdictions, sanctions lists, PEP sources, and adverse-media sources are covered, and how often are they updated?
  • Does the service perform ongoing or scheduled rescreening, or only a one-time check?
  • Can it screen entities, beneficial owners, directors, representatives, and other relevant parties?
  • Are identity verification and transaction monitoring included, or sold separately?
  • How are possible matches reviewed, documented, and cleared?
  • Can reviewer identities, decisions, evidence, and timestamps be exported for an audit?
  • Are there minimum monthly commitments or per-check, user, alert, or API charges?
  • Is the underlying data licensed for your commercial use, and where is customer data stored?
  • What happens if the API or data feed is unavailable, and can you migrate your history if you change vendors?

Common failure modes to avoid

Assuming any possible name match is a confirmed hit

Common names, transliterations, aliases, shared addresses, and incomplete birth dates can produce false positives. Entity names can also be confused across parent and subsidiary structures. A potential match needs additional review; a name-search result alone is not a sound basis for treating someone as a confirmed sanctioned party.

Screening only the customer

Depending on the business and its risk assessment, relevant checks may extend to beneficial owners, controllers, senior managers, directors, authorized representatives, payment beneficiaries, vendors, or transaction counterparties. The correct scope varies; a customer-only search may miss relevant parties.

Using stale data or weak matching

A manually saved result can become outdated, while exact-name matching can miss aliases or spelling variations. Confirm list-update arrangements and matching capabilities if the control requires repeatable or ongoing screening.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Treating open-source code as free commercial data

Software and data can have different licensing terms. Confirm that both the matching software and the underlying dataset may be used for your commercial purpose, and budget for updates, infrastructure, security, and engineering.

Confusing U.S. BOI reporting with customer due diligence

On March 26, 2025, FinCEN announced an interim final rule exempting U.S.-created entities and U.S. persons from federal Corporate Transparency Act beneficial-ownership information (BOI) reporting, while certain foreign entities registered to do business in the United States remained subject to reporting requirements. This filing change is separate from CDD or other customer due-diligence duties that may apply to covered financial institutions. See FinCEN’s BOI page for current information.

FinCEN’s CDD FAQ also reflects later developments: it includes a February 13, 2026 Account Opening Exceptive Relief Order, with the FAQ updated on May 6, 2026. Do not apply that later relief retroactively to describe what was in force throughout 2025; check the current CDD FAQs for its scope and status.

Which option makes sense for your business?

  • Occasional U.S. sanctions checks: Use OFAC’s official search and keep a controlled record of each check. This does not cover other AML functions.
  • Very low-volume, nontechnical operation: A restricted spreadsheet can document a manual process, provided someone owns reviews, evidence, and escalation.
  • Eligible early-stage startup: Check ComplyLaunch’s current terms before relying on it, including access duration and post-program pricing.
  • Technical team building custom screening: Evaluate OpenSanctions API or yente, after confirming commercial data rights and the engineering and audit work you will own.
  • Business needing ID checks plus AML screening: Compare integrated onboarding vendors such as Sumsub against your expected volume and any monthly minimum.
  • Payments, crypto, or other business needing transaction alerts: Evaluate products that specifically support transaction monitoring and case management; a sanctions name search is not a substitute.

Whatever the tool, the business remains responsible for deciding what controls it needs, reviewing results, documenting decisions, and maintaining any required policies and escalation procedures.
