Ford agreed to a National Highway Traffic Safety Administration (NHTSA) consent order carrying a $165 million total civil penalty after the agency found failures in the company’s handling and reporting of rearview-camera recalls. The amount includes $65 million due upfront, $55 million held in abeyance, and $45 million tied to performance obligations. The order also requires changes to Ford’s recall and safety-investigation processes.
Why NHTSA penalized Ford
On November 14, 2024, NHTSA announced that it had entered a consent order with Ford Motor Company following an investigation into defective rearview-camera recalls and related reporting. The agency said Ford failed to act on recalls in a timely manner and did not provide accurate and complete recall information required by the National Traffic and Motor Vehicle Safety Act. Its settlement listing also describes an inaccurate defect report, late quarterly recall reports, and failure to make recall information publicly available.
NHTSA Deputy Administrator Sophie Shulman said, “Timely and accurate recalls are critical to keeping everyone safe on our roads.” The agency described the $165 million penalty as the second-largest civil penalty in its history at the time of the 2024 announcement, behind the Takata airbag consent order. How the $165 million penalty is structured

The figures and conditions are set out in NHTSA’s consent order. The $165 million is the total announced penalty, not a statement that every dollar was an immediate cash payment.

What Ford must do under the order
The order has a three-year base term. NHTSA reserved the option to extend all or part of it for a fourth year. Required measures include:
- Develop safety-data analytics infrastructure and an end-to-end interface containing relevant information and documents for internal and NHTSA-initiated investigations.
- Build a multi-modal imaging test lab focused on low-voltage electronics and invest in VIN-based traceability for components.
- Review recalls issued during the prior three years and make needed changes to recall decision-making and data analysis.
- Improve information sharing, update compliance procedures, and hold quarterly meetings with NHTSA.
- Provide complete and accurate safety evaluation lists and maintain Ford’s VIN lookup tool.
The order establishes these obligations and oversight period; it does not by itself establish whether Ford has completed every requirement.

How to check whether your Ford has an open recall
The consent order concerns Ford’s recall processes; it does not determine whether an individual vehicle has an open recall. Check the vehicle identification number (VIN) for your own car in NHTSA’s recall lookup. Follow the instructions shown for any open recall and contact a local Ford dealership about the manufacturer’s remedy. NHTSA says recalls do not expire, so an unrepaired recall is still worth addressing even if the vehicle is older.
