Fixed-Rate vs. Time-of-Use Electricity Plans: Which Is Better When Demand Rises?

A flat electricity rate is more predictable, while time-of-use pricing can pay off when you can move meaningful use into cheaper hours. Compare the complete tariff against your actual usage before switching.

Neither plan is always cheaper. A flat fixed usage rate makes the per-kilowatt-hour charge predictable throughout the day. A time-of-use (TOU) plan can lower costs if you can move enough electricity use into its cheaper periods—but it may cost more if substantial use stays in peak hours. Compare the complete local tariff against your household’s actual usage by time, not the headline rate.

What “fixed-rate” and time-of-use mean

These labels can describe different parts of an electricity contract. A flat or single-rate tariff charges the same usage price at any time of day. A TOU tariff sets different prices for defined periods, usually with a higher peak rate and a lower off-peak rate; some tariffs also have shoulder periods or different weekend and seasonal schedules.

“Fixed-rate” can also refer to a contract price held for a term. The label alone does not tell you which bill components can change, so check the contract terms as well as the usage rate. Daily supply or standing charges, demand charges, discounts, and solar export credits can affect the total bill.

Neither tariff should be confused with a dynamic or real-time contract. Dynamic prices can update hourly or every 15 minutes with wholesale conditions; TOU prices apply to pre-set windows. Dynamic pricing may create opportunities to use electricity when prices are low, but exposes customers more directly to price movements and rewards people who can monitor or automate flexible use. How the plans compare

Decision factor Flat fixed usage rate Time-of-use What to check
Price by time The same usage rate applies at all times. Rates vary across defined time bands. Peak, shoulder and off-peak windows, including weekend and seasonal schedules.
Shifting use The usage rate gives no timing-based price reward. Moving flexible use to cheaper periods may reduce costs. Your interval data and the routines you can realistically change.
Peak use Peak use does not change the per-kWh usage rate. Use during peak periods may carry a higher rate. How much electricity must remain in peak hours.
Predictability The usage-rate calculation is simpler. The bill depends more on when you use electricity. Whether rates and time windows stay fixed for the contract term.
Other bill components A supply or standing charge still applies. A supply or standing charge still applies; some plans also add demand charges. The full tariff, not just the usage rate.
Solar Export credits and self-consumption affect the comparison. Export timing and variable feed-in rates may matter. Local feed-in terms and how you use or store solar generation.

When a time-of-use plan may be cheaper

A TOU plan is worth considering when meaningful, flexible electricity use can be moved into its lower-priced periods. The relevant question is not simply whether you own an appliance that can be scheduled; it is whether it can run during the plan’s actual cheap hours without disrupting your household.

  • Electric-vehicle charging, electric hot water, laundry, and other schedulable loads may be candidates for shifting.
  • Check the tariff’s actual time windows and rates before changing routines; off-peak periods are not identical across plans or locations.
  • Model only the use you can realistically move. If you expect to shift some load, compare a separate estimate using that plausible schedule rather than assuming all flexible use moves.

Solar households should compare export credits alongside their own consumption: the plan with the highest feed-in rate is not necessarily the lowest-cost option overall.

When a flat rate may fit better

A flat rate can suit a household that values a consistent usage price or cannot move much electricity use out of the plan’s peak period. It buys predictability, not necessarily a lower bill: you may miss out on cheaper off-peak rates, while a TOU customer may pay more for essential use that remains in peak hours.

Also check whether the plan has a demand charge. This is separate from a TOU usage rate: it may be based on the highest power draw during a defined interval or period. Read how the charge is measured and consider your household’s own peak demand before comparing plans.

What rising power demand changes—and what it does not

Electricity supply and delivery conditions can vary over time. TOU prices reflect that difference through scheduled rate periods, while demand-response programs may encourage customers to reduce or shift use during certain conditions. The U.S. Department of Energy describes both approaches in its guidance on demand response and time-variable pricing.

Rising or concentrated demand makes the timing of use and the plan’s peak windows more relevant; it does not make TOU automatically cheaper. A tariff’s rates and a household’s ability to change when it uses electricity determine whether the plan works for that customer. Demand response is often voluntary and triggered by reliability concerns or high wholesale prices, so it is not the same thing as a standard fixed-window TOU tariff.

Results from customer trials also caution against assuming that everyone will shift substantial use. In a summary published on 1 October 2026, Ofgem reported that its two randomized controlled trials of standing-charge rebates involved more than 43,000 customers across British Gas and ScottishPower. Rebates modestly reduced peak-time use in one trial; doubling the maximum rebate produced only a small additional reduction. Ofgem identified household commitments and forgetting peak periods as barriers. Those findings concern those specific rebate interventions, not every TOU plan. How to compare plans using your own usage

  1. Gather your recent bills or interval data. Use actual usage over a representative period, including when available the amount used in each time band.
  2. Collect the complete local tariffs. Record each usage rate and time window, daily supply or standing charges, any demand charge, solar feed-in terms, contract duration, discounts that expire, and exit fees where published.
  3. Estimate each plan using the same consumption profile. Use this calculation: estimated plan cost = daily supply charges + sum of (kWh used in each time band × that band’s rate) + demand charges, if any − applicable credits.
  4. Model a realistic shifted schedule separately. Change only the flexible electricity use you genuinely expect to move; keep unavoidable peak-period use in the peak band.
  5. Compare like with like. Use the same period and consumption assumptions for each plan, and check the contract terms that could change the result.

The Australian Government’s tariff guidance advises comparing fixed and variable rates and solar feed-in terms. The Australian Energy Regulator’s 2026–27 Default Market Offer illustrates why location and usage assumptions matter: its annual residential comparison estimates vary by distribution zone and benchmark consumption. The effective period is 1 July 2026 to 30 June 2027, and the regulator cautions that the benchmark is not a cap on an individual bill; actual costs depend on usage and retailer rates. Those Australian benchmarks should not be treated as prices for other countries or as a guarantee of household savings.

Which plan should you choose?

  • Lean toward comparing TOU plans if your interval data shows that a meaningful share of use can move into the particular plan’s cheaper windows, and the full-tariff estimate is lower.
  • Lean toward comparing flat-rate plans if much of your use is unavoidable during peak periods or a simpler usage-rate calculation matters to you.
  • For solar or demand-charge plans, include export credits or the plan’s demand-charge calculation rather than comparing usage rates alone.

Tariff terminology, market rules, and available plans differ by jurisdiction. Use the regulator or government comparison service for your area and verify the retailer’s current offer before switching. The UK Department for Energy Security and Net Zero’s July 2026 Clean Flexibility Roadmap update describes voluntary load shifting, automation, and consumer protections in the UK context.
